His plan at that time was to live in the property although after a few months he decided to transition to a short-term rental. He was aware that there was a permitting process in the city of Palm Springs to have this a legal short-term rental. It was my impression that in early 2020 he had applied for a local business license as well as to get a permit to make this residence a legal short-term rental.It was my impression that he was successful at doing both of these. As a year progressed his mental status deteriorated probably on the basis of methamphetamine abuse and he would have episodes of paranoid delusional thinking. This interfered with my ability to get reliable information from him and also interfered with his ability to run his business. An April of this year my son was murdered in his residence by a bounty hunter and the Palm Springs Police Department.He did not have a will, which most people his age would not have considered doing. I was the closest next of kin other than his minor children. When he was murdered his business was discontinued, the short-term rental business. And his girlfriend and children lived in this property at least intermittently starting an May or June of 2021. With his death I spent most of my time trying to settle his affairs. This is difficult because I have no legal access to any of his estate including information about his business and taxes etc .. lt took me at least 2 months to get clear title to this property at which point I found there was a 70,000 dollar lien on the property.I have just recently been able to get it refinanced to pay off the lien. My appeal is based on the fact that I was a passive owner,And received no financial benefit from this relationship. It was my impression that the property did have a legal permit to do this business as well as the business license. I would like to have the fine either reduced or eliminated. I would also like to have the restriction against ever owning or running a rental business in Palm Springs removed or canceled. I have no long-term interest in owning this property and I also have no long-term interest in having any type of rental business in Palm Springs. My goal is to have this property as a single family home for my grandchildren to live in.
