Good afternoon, I want to have the board consider that: No city license should be required of owner who has only one home or one condo in PS and has mortgage on it. Owner already pays taxes who are distributed in part to the local city for projects. I was taken advantage of my long-term renter and had to evict her, losing lots of money in the process last year. I am afraid to have my unit under a long-term lease. This year I find out I cannot short term rent! This is a hard blow to me as a single mother who wants to ensure my disabled kids have a home to call their own when I’m gone and the home is in a gender friendly city. The system in whole is broken. Agreements from county or city rent for low-income programs and payments should be directly to owner who rents to low income not to renter who is irresponsible to fill out paperwork after moving in and knows that state laws gives renters lots of rights to occupy premises without paying rent. I foster teens with disabilities and gender identity issues because nobody wants them. Even family does not want to take care of them and often bullies them to conform to their ideal child who identifies with birth gender. I bought this condo in Palm Springs with my life savings thinking my kids will have a gender friendly home town where they are not judged by how they identify themselves. I cannot move there because I foster in LA county and cannot move these kids from the LA county as they have court cases in juvenile court and court ordered visitations with their parents in addition to teams of healthcare professionals who are assigned to assist them locally. I have just gotten another foster child who has gender identity issues, is on the spectrum and is a cancer survivor. Her paternal aunt took care of her for two years but gave her back to the Department of Children and Family Services because she was unable to deal with the gender issues which have now come up as teen is trying to find out who she really is. She also didn’t fit into the second home she was placed in because of her gender identity issues. She was then finally matched to me and we are a great match because I can help her become whoever she wants to be regardless of how she will identify herself as when she figures it out. This all takes a lot of my time and money and I am not independently wealthy. I am a working disabled single mom. Honestly, the fee you charged for me to have this hearing was exorbitant. The city should figure out proper fees like $50-100 maximum for any hearing and the $5000 fine you requested is more that corporate America is being fined for one time infractions! I feel the city is a bit out of touch with the reality of home ownership expenses and has forgotten that middle class Americans are really struggling to put food on the table for their families. US, States, Counties and cities provide free food and money for housing and free programs to low income people and upper class people have enough money to pay for anything they want or wish for but all this is on the backs of middle class people like me. I feel Palm Springs needs to be friendlier to homeowners in the middle class and have reasonable rules and regulations. I’m still struggling to understand how renting my unit for a month or more at a time is so much more different than renting it for less than a month. Why would the city ask for a permit and extra taxes on one type of renting versus the other type? It is very confusing. How is one classified as a business and the other type not? A business license should be required of people who own and rent multiple units, not one. The rental laws are really unfair to middle-class people. I ask that you do not remove my name from being able to short term lease my unit in the future and you do not fine me exorbitant amounts of money for not knowing that I cannot lease my own unit without some permit Palm Springs city imposes! That is not fair. I pray you change this determination into a warning and not impose a fine since this is the first time I heard of this requirement, and I do not have a history of unlawful behavior or actions against me anywhere.
