TBRA has met a critical need for funding within the recovery housing market. PS has its fair share of individuals who are sincere in their efforts of recovery but lack the funds to find a stable and secure living environment. As a result, they often end-up on the street in perpetuation of a destructive cycle. Substance use disorder does not discriminate along racial, cultural, sexual orientation, gender (including gender identity), disability, age, or socioeconomic lines. Recovery housing operators support these populations and are part of the '"solution" the city seeks. Recovery houses are predicated on peer-to-peer relationships which support the restoration of healthy relationships not only within the recovery community but within the city's diverse population. Without TBRA funds, many of our residents would have had no housing or have been subjected to unethical recovery housing practices that ultimately affect the community. Good afternoon, I am hopeful you will include the following public comment in tonight’s City Council meeting. Thank you Neil Gussardo DAP Health’s Harm Reduction program has been serving the Palm Springs community for approximately two years. During that time, we have collaborated with multiple agencies, including the PSPD. The Harm Reduction program continues to be an integral part of the City’s Resilience, Inclusion and Support for Ending Homelessness (RISE) initiative. Specific outcomes of our program have included the safe disposal of used syringes. To date we have disposed of over 540 pounds of used syringes. The program has distributed over 1600 boxes of the opioid reversal medication commonly known as Narcan and our participants report having successfully prevented over 650 overdose deaths though the use of Narcan, marking a significant impact on potential deaths within Palm Springs. In September of 2023, DAP Health’s Harm Reduction program worked with Hunter’s bar on Arenas Road to install a harm reduction vending machine on their premises. Along with various safer use kits, we have been able to provide 65 HIV Self-Test kits, 587 boxes of Narcan and 387 Fentanyl test kits. This vending machine models our hope for the future, to provide low barrier, free access to harm reduction materials for those in need. Hello Council members and Honorable Mayor, My name is Rick Saldivar Founder and Director of Chance Initiative a non-profit that focuses on helping the formerly incarcerated, and daily I get to work with individuals who are or were addicted to drugs. Today I want to express my support of the approval of funding for opioid rehabilitation especially for re-entry sober living programs that help with funding. Opioid addiction is a critical public health crisis that requires immediate attention and comprehensive solutions. By investing in rehabilitation programs, we can provide much-needed support to individuals struggling with addiction and help them on the path to recovery. Funding for opioid rehabilitation will not only save lives but also contribute to reducing the societal and economic burden associated with opioid addiction.
