HomeMy WebLinkAboutItem 3BNEIGHBORHOOOD CRIME PREVENTION ALPR Cameras, Ring Cameras, etc. Item 3B - Page 1 Neighborhood Cameras Flock Safety, Inc. can contract with local police departments as well as neighborhoods for Flock ALPR cameras. 01 Neighborhoods that pay for Flock Cameras have the option of only sharing data with the police department if a crime occurs, which gives the neighborhood 100% control of the footage, or, 02 Neighborhoods who want to pay for cameras can give the police department 24/7 access to the neighborhood ALPR, at which point the neighborhood does not have access to the data. 03 Item 3B - Page 2 Background •Security cameras are installed across the city in various neighborhoods installed on individual homes. •These cameras, owned by residents, Homeowners Associations (HOAs), or neighborhood groups, are not subject to city regulation. •Control and access to the footage from these residential and HOA security cameras are managed by individual homeowners or the respective HOA. •Current placement of these cameras is restricted exclusively to private properties. Item 3B - Page 3 Current Interest •Several neighborhoods and businesses have expressed interest in having Flock cameras, which would be under the surveillance of the PSPD. •One particular neighborhood has already acquired two cameras and wishes to grant exclusive access to the police department. However, approval is required for these cameras to be installed on city property. Item 3B - Page 4 Considerations •City ordinance dictates the regulation of surveillance cameras intended for placement on public land. •Is there a need to contemplate regulations for surveillance cameras within Homeowners Associations (HOAs) or neighborhood areas? •Propose establishing formal Memorandums of Understanding (MOUs) between neighborhoods or HOAs and the police department, enabling police department access to monitor surveillance cameras through their software systems.Item 3B - Page 5
