CALL TO ORDER:
The Chair called the meeting to order at 5:30 PM.

1. CONSENT CALENDAR:
1.A. APPROVAL OF THE MINUTES: DECEMBER 7, 2021 HSPB MEETING.
Motion by Miller, seconded by Nelson, to approve the minutes of the HSPB meeting of
December 7, 2021 as presented. ,%

2. PUBLIC HEARINGS:
2.A. AN APPLICATION BY THE CITY OF PALM SPRINGS FOR HISTORIC
DESIGNATION OF "EL DUMPO ADOBE" LOCATED AT 2275 S. ARABY,
(APN 510-232-020), AND "THE ARABY ROCK HOUSES" LOCATED AT 2350
(APN 510-2410-037), 2500 (APN 510-270-006), 2501 (APN 510-270-013), 2640
(APN 510-270-024), AND 2550 (APN 510-270-004) SOUTH ARABY DRIVE,
CASE HSPB #128 AND #129.
Staff member Lyon summarized the staff report.
The board inquired if there have been other properties designated that were in
dilapidated condition. (Staff Lyon noted yes, several, The Avery Field Cabin ruins, the
Racquet Club, La Serena Villas and others.)
Chair Hough opened the public hearing.
Leslie Alsenz spoke in support of the projects and referenced an email she submitted in
support of the item.
Julie Rupp, owner, spoke regarding 2540 South Araby Drive, and asked that the Board
not list it with the other properties; supported the designation of the other properties and

reported her property is in litigation and it is not appropriate to include 2540 South Araby
Drive in the proposal, at this time.
There were no other public comments and Chair Hough closed the public hearing.
Chair Hough believed 2275 South Araby and 2350 South Araby should be classified as
Class 1 and felt all should be preserved.
Member Kiser agreed with Chair Hough's comments; spoke about other rock and adobe
houses that have not been designated and stated he is ambivalent about the other four
properties listed.
Staff member Lyon recommended the board deliberate'and make a motion on each of
the six properties individually.
Member Rose spoke about the diversity of architecture in the area and about the
importance of honoring the City's history.
Member Hansen agreed; noted the importance of the grouping of the structures and
cautioned against mixing "condition"'and "integrity" noting structure may be in poor
condition but still retain its integrity:'
Member Miller spoke in support of all of the proposed properties being designated.
Member Rosenow concurred and felt the structures are an important part of the City's
architectural history and culture.
Vice Chair Nelson discussed the history of the area; commented on the unique structures
and the builder, R. Lee Miller and the cultural significance of the subject structures.
Regarding 2540 South Araby Drive, Staff member Lyon reported there is no existing
litigation between the City and any of the property owners of the subject sites.
Motion by Rose, seconded by Nelson, to adopt the findings in the staff report and to
recommend that the City Council designate the Araby Adobe (HSPB 128) and the five
Rock Houses (HSPB 129) as a Class 1 historic sites, based on the findings in the staff
report.

3. UNFINISHED BUSINESS:
3.A. THE CITY OF PALM SPRINGS, REQUESTING A CERTIFICATE OF
APPROPRIATENESS FOR ALTERATIONS TO THE PALM SPRINGS CITY
HALL, A CLASS 1 (LANDMARK) HISTORIC SITE LOCATED AT 3200 EAST
TAHQUITZ CANYON WAY, (HSPB #33D / CASE 3.3377). (KL)

Motion by Hough, seconded by Kiser, to continue the matter to a date certain of February
1, 2022.
4. NEW BUSINESS: None
5. DISCUSSIONS:
5.A. ANNUAL PRESERVATION MATTERS SYMPOSIUM (Hough, Kiser, Nelson)
Chair Hough presented a report about the Annual Preservation Matters Symposium;
noted it will be a two-day (April 23rd an 24th, 2022) program at the Convention Center;
indicated almost 400 people are expected to attend; spoke about the program and
participants and discussed an upcoming meeting to finalize the program and topics.
Member Kiser stressed the need to advise attendees that all mandated COVID-19
restrictions will be adhered to.
Staff member Lyon commented on the possibility of the event being cancelled if City
Council and the City Manager determine it cannot go forward because of increased
safety concerns.
Discussion followed regarding letting all participants know of the possibility of the event
being postponed, checking with the Convention Center about possible future dates for
the event (i.e., in May) and marketing/promotion activities.
BOARD MEMBER COMMENTS:
(No specific work -related actions.)
STAFF COMMENTS:
Staff member Lyon discussed updates in informational handouts; encouraged members to
email him with suggestions or questions and advised Vice Chair Nelson he will provide
information previously requested by Mr. Nelson but will do so in the next few days.
Additionally, he discussed the paint color for the Bank of America Bldg. (City National Bank).
ADJOURNMENT: The Historic Site Preservation Board adjourned at 6.37 PM to its regularly
scheduled meeting on Tuesday, February 1, 2022 at 5:30 PM, in the Large Conference Room
at City Hall.
