HomeMy WebLinkAbout25166RESOLUTION NO. 25166 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AUTHORIZING THE SUBMISSION OF AN APPLICATION FOR THE CALIFORNIA CLIMATE INVESTMENTS WILDFIRE PREVENTION GRANTS PROGRAM WHEREAS, the State Department of Forestry and Fire Protection's (CALFIRE) Wild Fire Protection Grants Program provides funding for wildlife prevention projects and activities in the near wildfire threatened communities that focus on increasing the protection of people, structures, and communities; and WHEREAS, funded activities include hazardous fuels reduction, wildfire prevention planning, and wildfire prevention education with an emphasis on improving public health and safety while reducing greenhouse gas emissions; and WHEREAS, CALFIRE will consider the wildfire hazards and risks to an area, the geographic balance of projects, and whether the project is complementary to other wildfire prevention or forest health activities when awarding grants; and WHEREAS, the City's Fire Department is seeking authorization from the City Council to submit an application to CALFIRE's Wild Fire Protection Grants Program in an amount between $200,000.00 and $300,000.00; and WHEREAS, if awarded, the grant funds would be used to reinforce the City's Very High Fire Vegetation Management Program, which involves evaluating the potential for structure fire ignition in the City's designated Very High Fire Hazard Severity Zones (VHFHSZ), providing mitigation recommendations, creating informative materials on mitigation techniques for these areas, identifying construction methods and materials to reduce structure ignition risk, and enforcing codes in the City's VHFHSZ; and WHEREAS, if awarded, this grant funding also has the possibility of fully financing the clearance of brush on city lots within these VHFHSZ zones, so as to set both an example and the standard for our residents in these areas as it pertains to brush clearance; and WHEREAS, grant applications for the Wild Fire Protection Grants Program are due by January 10, 2024. NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the foregoing Recitals are true and correct and are incorporated herein by this reference. 55575.00001\41857025.1 Resolution No. 25166 Page 2 SECTION 2. The City's Fire Department has the authorization to submit an application for CALFIRE's Wild Fire Protection Grants Program to seek funding in an amount between $200,000.00 and $300,000.00. SECTION 3. The City's Fire Department is available to begin, operate, and maintain the City's Very High Fire Vegetation Management program using the grant funds, if awarded. SECTION 4. The City will follow any and all grant conditions that are set forth by the grant program if the grant funds are awarded. SECTION 5. This action is exempt from CEQA on the basis that it can be seen with certainty that there is no possibility that the activity in question, submitting an application for CALFIRE grant funding, may have a significant effect on the environment. (State CEQA Guidelines, § 15061, subd. (b)(3).) The allocation of funding itself will have no effect on the environment, and any future grant activities requiring discretionary action will be evaluated under the California Environmental Quality Act at that time. SECTION 6. The City Fire Chief or his or her designee, shall have the authority to conduct all negotiations, execute and submit all documents including, but not limited to all application forms, agreements, amendments, and grant payment requests, which may be necessary for the completion of the grant application.
