Subject: Summary of Measure J Special Meeting held on December 14, 2023
Councilmembers:
The Measure J Commission met this morning at 9:30am to discuss the Plaza Theatre recommendation
for funding. The meeting began on time and was adjourned at 11:28am. There was a lot of spirited
discussion and want to highlight some of those items below:
1. A lot of discussion around the Community Initiated Projects and the importance of keeping that funding
intact for future use.
2. The Commission was in favor of keeping some of the Community Initiated Project funds in case the
application process opened up for grants sometime next year.
3. Many questions for the Foundation, who was represented by Kevin Corcoran, around the validity of the
Economic Impact study performed by the Foundation. Some thought it to be too aggressive.
4. Some questions involved how the payback/replenishment would work. Staff's answer that
replenishment would come in two forms:
The Foundation would pay back an amount to be determined by Council. That amount of
payback would be distributed back to the funds in proportion to where they came from.
Whatever the amount of payback does not cover would come in the form of replenishment from
the FY26 & FY27 budget.
5. It was reiterated by staff the main projects of the Library renovation and the construction of Fire Station
#1 were not impacted by this funding, if approved, and those projects remain on track to meet their
timeline.
When a motion was to be presented, they ranged from funding of $15 million from Measure J, to the
$5.85 million of finds set aside for the construction of Fire Station 41, with some mentions of dollars in
between those two amounts. The motion was ultimately decided as follows:
• Funding will be $7.5 million. $5.85 million from the set aside funds for the Fire Station #1 and
$1.65 million to come from the set aside funds of Community Initiated Projects.
The motion passed with 7 yes votes and 2 no votes.
