Various plans in the 1980’s proposed arestaurant, and later a drive-through with a much shorter queuing lane (with indoor& outdoor dining and carhop service).

•No walk-up, take-out or dine-in service.
•1,150-square foot building.
•Drive-through queuing for 19 vehicles.
•Extensive landscape buffer with many shade trees & screenwall at queuing lanes.
•Off-street parking for staff (7 spaces).

PC and ARC Added Conditions of Approval:
•PC: Full shade structure over queuing lane at pick-up window as required by code.
•PC: More shade trees at perimeter of site to screen queuing lanes and back of building.
•ARC: Full shade structure at order machine as required by code.
•ARC: Better architectural articulation on street-facing sides of the building.
•ARC: Add shrubs in front of the queuing lane screen wall to control glare from headlights.
•ARC: Prepare a diagram confirming no conflicts in vehicles entering the Starbucks drive- through with those exiting from the adjacent Del Taco drive-through.

Proposed Revisions
In response to the Council callup, the applicant circulated a memo including a revised site plan that includes:
•Elimination of one drive-thru queuing aisle
•Addition of a walk-up order window for pedestrians
•Addition of covered outdoor patio/seating
•Addition of public restroom for patrons
•Improved articulation of building facing N Palm Canyon Drive
Staff have not conducted an in-depth review of the proposed revisions

Process
Previous Actions of Planning Commission and Architectural Review Committee set aside
Council may:
•Affirm, modify, or reverse the previous decision
•Continue hearing and return with revised plans and staff report
•Refer the matter back to the Planning Commission/ARC with direction
(Decision rendered within 15 days of hearing, may be extended to 90 days)
Decision based on required findings:
•Development Permit (site design; findings: PSZC 94.04.01).
•Conditional Use Permit (Drive-through use; findings: PSZC 94.02.00).
•Variance (building less than 2,000 sf ; findings PSZC 94.06.00)
