MINUTES
Regular Meeting
June 12, 2023
Palm Springs City Hall, Council Chambers
1. CALL TO ORDER: Chair Loyola called the meeting to order at 5:30p.m
2. ROLL CALL:
Present: Commissioners: Cleary, Loyola, Shepherd, Vignolo, Flood and Student Representative Hanner
New Commissioners Present Greer, Ramoran, Rinke and MJ Horne,
Absent:
Staff Present: Jay Virata, Director, Community & Economic Development
3. WELCOME NEW AND REAPPOINTED COMMISSIONERS
Chair Loyola provided welcoming comments to new and reappointed Commissioners.
4. PRESENTATIONS. NONE.
S. ACCEPTANCE OF THE AGENDA
Director Virata stated only the Commissioners who have taken an Oath of Office can participate in voting
and making motions at this Commission.
Commissioner Vignolo inquired with Director Virata for direction about adding an agenda item for discussion.
Director Virata responded that the City Attorney has indicated that due to Brown Act regulations, it is
recommended that the Commission consider calling a special meeting to discuss the item Commissioner
Vignolo wanted to bring forward as the situation did not meet the criteria allowed under the Brown Act
language.
MOTION BY: Vice Chair Shepherd, Second by Commissioner Vignolo to accept the agenda as presented.
YES 5; NO 0. Abstained 3 (Greer, Rinke, and Horne; unable to vote due to not having taken the Oath of
Office during this time)
6. MISSION STATEMENT & GOALS:
Director Virata announced City Clerk Brenda Pree was present to administer the Oath of Office for the new
Commissioners.
City Clerk Pree administered the Oath of Office to Beverly Greer, Michael MJ Horne and Carlotta Rinke.
Chair Loyola asked the new Commissioners to read the mission statement out loud.
7. PUBLIC COMMENTS: None.
8. CHAIR COMMENTS: Chair Loyola commented on the no -meeting notices that have occurred and
highlighted the recent community events the commission has actively engaged in such as Harvey Milk
Diversity Breakfast and Cinco de Mayo Celebration at James O. Jessie Desert Highland Unity Center.
9. APPROVAL OF MINUTES:
Motion by Commissioner Vignolo, Second by Vice Chair Shepherd to approve the minutes from March 13,
2023 and April 17, 2023 as presented. Motion. YES 7; NO 0. Abstained 1 (Horne) ; Absent 1 (Flood)

10. ITEMS FOR DISCUSSION/ACTION:
A. Committee and Liaison Reports
1. Executive Report Standing Committee (Chair Loyola, Vice Chair Shepherd)
Chair Loyola reported the Committee will be recommending a review of the standing committees and
descriptions that were adopted in the Rules of Procedure Document from 1996.
2. PSPD LGBT Outreach Liaison Report (Loyola)
Chair Loyola gave a highlighted report from the meeting held on April 20, 2023, and the Town Hall event
held on June 6; comments and questions followed among the Commission.
3. Master Calendar Liaison Report (Vignolo)
Commissioner Vignolo; Juneteenth Event — The Celebration of Culture being held on Saturday, June 17
from 5 pm to 9 pm at Desert Highland Unity Center. The public is invited to attend the free event.
4. Main Street Liaison Report (Loyola) Chair Loyola; this committee meets to discuss economic
development matters related to the business industry.
5. Organized Neighborhoods of Palm Springs Liaison Report (Vignolo)
Commissioner Vignolo; the next Organized Neighborhoods of Palm Springs (ONE -PS) meeting is June
13, 2023, at the Police Training Center from 4:30 pm to 6:00 pm. The public is invited to attend. This
monthly forum meets to discuss topics that affect the 52 neighborhoods within the city.
6. Desert Highland Gateway Estates Community Association Liaison Report (Flood, Shepherd)
Vice Chair Shepherd; the Association meets monthly. The Commission has a presence at their meetings
to stay connected with the community and issues as they come up.
Vice Chair Shepherd felt Agenda Items 6 and 10 be combined; shared that the Equity and Social Justice
Committee has not had any movement. Specified this is an area that needs more work. Comments and
questions ensued among the commission about the reports.
7. Veterans Issues Liaison (Flood, Vignolo) No Report.
8. Youth/Education Affairs Standing Committee (Hanner, Shepherd, Vignolo)
Student Representative Hanner identified another student who has expressed interest in applying to be
a student representative.
Commissioner Horne asked about bullying in schools.
Commissioner Vignolo encouraged new Commissioners to consider joining a subcommittee; welcomed
Commissioner Horne to join the Youth and Education Affairs Committee.
9. Mediation Liaison (Vignolo)
Vice Chair Shepherd stated she and Commissioner Flood are both certified mediators and are available
should a need arise.
Commissioner Ramoran stated he is also a certified mediator.
10. Equity and Social Justice Committee Liaison Update (Shepherd,)
Vice Chair Shepherd provided a report during Agenda Item 6.
B. Discussion on Rules and Procedures Document
Chair Loyola spoke on the Rules and Procedures Document and highlighted the need and importance of
reviewing the document. He requested that the Executive Committee commit time to review and implement
its guidelines moving forward.
After discussion, the Executive Committee decided to postpone the review of the document until the third
committee member is assigned next month.

Director Virata announced that the Human Rights Commission will need to schedule a Special Meeting in
July due to a scheduling conflict with a Special City Council meeting being held the same day.
C. Discuss potential partnerships with other organizations.
Chair Loyola reported that he will continue to advocate and encourage Commissioners to think of other
organizations the Commission should engage with and bring that information to the full Commission.
Chair Loyola and Student Representative Hanner spoke about the LGBTQ Wall of Honor Landmark
Monument Campaign and its Call for Artist opportunities. Chair Loyola accepted a position as a member of
the Board of Directors with this organization.
Commissioner Rinke expressed the importance of having access to health care and will be looking at
potential organizations for partnerships.
D. Youth Human Rights Summer Camp at James O. Jessie Desert Highland Unity Center (Vignolo)
Commissioner Vignolo spoke about developing a human rights program/activities for youth during the
James O. Jessie Desert Highland Unity Center summer camp planned for July 5-7. Commissioner
participation was addressed, and commitment was confirmed for Commissioners Cleary, Ramoran, Rinke,
and Shepherd.
Chair Loyola recommended an ad -hoc committee be created to discuss the logistics and development of
the curriculum.
Director Virata stated ad -hoc committees are required to have their meetings agenized.
Commissioner Vignolo emphasized the need to meet prior to July 1.
E. 2"d Annual Bullying Symposium (Vignolo)
Commissioner Vignolo reported having discussions with the Boo2Bulling organization for a 2"d Annual
Bullying Symposium Event on Saturday, September 30. More information to follow as the program is
developed. Encouraged commissioners to save -the -date and plan on volunteering. Boo2Bulling.org was
referenced as an informational website about bullying.
F. Commissioner, Staff, and Student Comments
Commissioner Ramoran; is grateful to serve once again. He spoke of the celebration of 125 years of
Philippine Independence events, Lambda celebration at UC Riverside, and the Juneteenth celebration.
Highlighted program under development at We Are One United and recognized Fred Jandt, Mediator
Instructor for the Community Action Partnership of Riverside County's Mediation Training Program,
Commissioner Vignola; commented on having a special meeting to discuss a draft proclamation for the City
Council to recognize June as Pride Month in Palm Springs. It was determined that the Commission would
be unable to meet before the June 15 deadline for City Council Staff Reports. Commissioner Vignolo will
reach out to his Councilmember on his own about expediting the proclamation.

13. ADJOURNMENT: It was moved by Commissioner Vignolo, Seconded by Commissioner Rinke to adjourn
at 7:01 p.m. to an adjourned Special meeting on Wednesday, July 26, 2023, at 5:30 p.m. via teleconference.
