CALL TO ORDER: Chair Loyola called the meeting to order at 5:36p.m 2. ROLL CALL: Present: Commissioners: Cleary (not present during roll call), Flood, Loyola, Shepherd, Vignolo, and Student Representative Hanner Absent: None. Staff Present: Jay Virata, Director, Community & Economic Development 3. PRESENTATIONS. "Portrait Gallery" Installation, LGBTQ+ Wall of Honor, and Pillars Public Art Projects (Public Arts Commission Vice Chair Gary Armstrong) Gary Armstrong, Vice Chair with the Public Arts Commission presented an update on the Pillars of Palm Springs Public Art Project and introduced the "Portrait Gallery" Installation and the LGBTQ+ Wall of Honor art projects. Commissioner comments and questions followed. The meeting proceed to Agenda Item 6. Public Comments. 4. ACCEPTANCE OF THE AGENDA MOTION BY: Commissioner Vignolo, Second by Commissioner Cleary to amend the agenda to include discussion on what to do with the Palm Springs Monument Report and have the Item be the next order of business, preceding Agenda Item 7. Chair Comments. Motion Fails. YES 2; NO 3. MOTION BY. Chair Loyola, second by Vice Chair Shepherd to accept the agenda as presented. Motion carries YES 3; NO 2. The meeting proceeded to Agenda Item 7 and resumed the regular order of the Agenda. 5. MISSION STATEMENT & GOALS: S. PUBLIC COMMENTS: Amado C. Salinas II Andy Sollinger David Christian Commissioner Cleary joined the meeting at 5:50pm The Meeting reverted to Agenda Item 4. Acceptance of the Agenda 7. CHAIR COMMENTS: None. 8. APPROVAL OF MINUTES: None. 9. ITEMS FOR DISCUSSION/ACTION: A. Committee and Liaison Reports 1. Executive Report Standing Committee (Chair Loyola, Vice Chair Shepherd) None. 2. PSPD LGBT Outreach Liaison Report (Loyola) Chair Loyola will provide report updates after the next meeting scheduled for April 20, 2023 Human Rights Commission Special Meeting Minutes April 13, 2023 Page 2 3. Master Calendar Liaison Report (Vignolo) Commissioner Vignolo spoke of the Harvey Milk Diversity Breakfast event being held on May 11, 2023. Commissioner and Student Representative commitment was gathered. 4. Main Street Liaison Report (Loyola) No Report. 5. Organized Neighborhoods of Palm Springs Liaison Report (Vignolo) Commissioner Vignolo provided highlights from the ONE -PS Neighborhood meeting he attended on April 11, 2023. 6. Desert Highland Gateway Estates Community Association Liaison Report (Flood, Shepherd) No Report. 7. Veterans Issues Liaison (Flood, Vignolo) No Report. 8. Youth/Education Affairs Standing Committee (Hanner, Shepherd, Vignolo) Commissioner Vignolo will reach out to the committee members to work on a proposal for a summer youth program. It was noted that Commission Cleary had expressed interest to be involved in the proposal. 9. Mediation Liaison (Vignolo) Vice Chair Shepherd has completed Mediation Training and will be starting the certification on May 1, 2023 at the Palm Springs Small Claims Court; c Commissioner Flood is an approved certified mediator. 10. Equity and Social Justice Committee Liaison Update (Shepherd,) Vice Chair Shepherd reported that no activity or meetings have occurred. B. Discuss potential partnerships with other organizations. Chair Loyola shared Queerworks has indicated the Universal Basic Income (UBI) Pilot Application is now closed; Program questions can be emailed to UBI ueerwork5.or . C. Planning Topics and Activities for Next Year Update (Loyola) Chair Loyola indicated discussions on summer activities have been presented; would like the Commission to find out and research information on the topic of Human Trafficking. D. Commissioner, Staff, and Student Comments The commission entered into engaged comments and disagreement regarding the Palm Springs Monument Report and agendizing the matter in future agendas. It was identified by Director Virata that once the Reparations Consultant is hired additional guidance on the matter can be given to the Commission. Director Virata clarified that the Commission should not be getting into a detailed level of comments for unagendized matters. Commissioner Vignolo requested to have the minutes from March and April available for the next meeting so there is an opportunity to approve, reject or revise the minutes. Director Virata specified that the videos of the meetings are available online for the public record. 10. AGENDA ITEMS FOR THE NEXT HRC MEETING: No discussion. 11. ANNOUNCEMENTS: None. 12.
