CALL TO ORDER: Chair Loyola called the meeting to order at 5:30p.m. 2. ROLL CALL: Present: Commissioners: Andrade, Flood, Loyola, Shepherd, Vignolo, and Student Representative Hanner Absent: Commissioners: Cleary, Staff Present: Jay Virata, Director, Community & Economic Development 3. QUORUM: YES 4. MISSION STATEMENT & GOALS: 5. PUBLIC COMMENTS: None. 6. CHAIR COMMENTS: Chair Loyola commented positively on the Veterans Day Parade. 7. APPROVAL OF MINUTES: October 13, 2022 DISCUSSION: None. MOTION BY: Commissioner Vignolo, second by Commissioner Flood to approve the minutes of October 13, 2022 as presented. MOTION CARRIED UNANIMOUSLY. 8. ITEMS FOR DISCUSSION/ACTION: A. Reports 1. Executive Report Standing Committee (Chair Loyola, Vice Chair Shepherd) – Chair Loyola provided on update on a harassment claim that was filed with the PSPD by resident Corey Modello; the Pride Parade/weekend was a successful event with zero incidents or arrests reported 2. Community Relations /Budget/Personnel Report a. PSPD LGBT Outreach Liaison (Loyola) b. Master Calendar Liaison (Vignolo Commissioner Vignolo brought to the Commission’s attention and consideration of participation the upcoming events: Transgender Awareness Week; Transgender Day of Remembrance, November 20, 2022; World Aids Day, December 1, 2022; Festival of Lights Parade, December 3, 2022; Queer Works Transgender Awareness Month, March 2023. Commission discussion ensued; Commissioner Vignolo will be extending an invitation to Queer Works to provide public commentary to the Human Rights Commission regarding their programs and events. c. Main Street Liaison (Loyola) – No Report. d. Organized Neighborhoods of Palm Springs Liaison (Vignolo) Commissioner Vignolo shared that a retreat was being planned in January for all the official representatives. Human Rights Commission Regular Meeting Minutes November 14, 2022 Page 2 Commissioner Andrade left the meeting at 5:50p.m; congratulated Commissioner deHarte for winning the City Council race. 3. Desert Highland Gateway Estates Community Association Liaison (Andrade, Flood, Shepherd) – No Report. 4. Seniors/People with Disabilities Veterans Affairs Report a. Veterans Issues Liaison (Flood, Vignolo) – Commissioner Flood stated the American Legion was very well attended during the Veterans Day Parade and received a lot of positive comments. Chair Loyola commented positively on the American Legion’s participation in the Veterans Day Parade. 5. Youth/Education Affairs Standing Committee a. Student Representatives (Hanner, Shepherd, Vignolo) No committee reports, Commissioner Vignolo and Commissioner Shepherd will be spearheading the Committee. 6. Commission Development/Mediation Report a. Mediation Liaison (Andrade, Vignolo) – No Report. 7. Equity and Social Justice Committee Update (Shepherd, Andrade) Vice Chair Shepherd reported the Committee will be meeting on December 7 and will provide an update at the next meeting. Commissioner Ramoran noted there might be a discrepancy on the next meeting date and will follow- up. B. Community Service Awards (Loyola) Chair Loyola provided an overview of the Community Service Awards application criteria, process and timeline; nominations are due December 9, 2022; the Staff Liaison is working to coordinate a a news release; the floor was opened for Commissioners to express interest in serving in the Ad-Hoc Selection Committee with the Chair and Vice Chair to review applications and recommend a slate of honorees. Commissioner deHarte and Student Representative Hanner volunteered to participate in the Selection Committee. Commissioner deHarte requested the Staff Liaison to redact the nominators name from the applications prior to sending to the applications to the selection committee so there is no bias. C. Promote Mediation Services (Andrade, Ramoran, Flood) Commissioner Flood continues to work with the Superior Court as a volunteer mediator; Riverside County Community Action Partnership continues to recruit mediator to help in small claims court. Vice Chair shepherd expressed interest in the next mediator training opportunity. D. Transgender Awareness (Loyola) Chair Loyola concurred with the event updates provided by Commissioner Vignolo earlier; in communication with Queer Works and Transgender Health and Wellness, both organizations are currently involved in gearing for fundraising events; he reminded the Commission that the Transgender Health and Wellness Center offers sensitivity training on transgender issues to organizations;. E. Planning for Next Year (Loyola) Human Rights Commission Regular Meeting Minutes November 14, 2022 Page 3 Chair Loyola spoke about planning projects/goals for the next 6 months and invited Commissioners to think about brainstorming projects and ideas they would like to share with the Commission when they schedule an in-person planning meeting. It was noted that the work of the Commission is driven by the City Council Strategic Planning and Priorities and to think about projects that are in line with Council Priorities. Director Virata announced that City Staff have been informed by the IT Department that they are hoping to have some devices to made available to have hybrid meetings in January. Hybrid meetings would enable remote and in-person participation. Director Virata in response to inquiry provided clarification on the current City Council strategic priorities. The Commission requested Director Virata resend the Staff Report Document that the City Manager had prepared earlier in the year that discussed objectives for Boards and Commissions. F. Commissioner, Staff, and Student Comments Chair Loyola shared the protocol for suggesting website changes and updates. 8. AGENDA ITEMS FOR THE NEXT HRC MEETING: • Update from Gary Armstrong, Public Arts Commission • Planning Projects for Next year (2023) • Transgender Awareness : Queerworks Invitation • Community Service Awards 9. ADJOURNMENT: Motion by Commissioner Vignolo, Second by Vice Chair Shepherd to adjourn the Commission meeting at 6:17p.m. to an adjourned regular meeting on Monday, December 12, 2022, at 5:30 p.m., via teleconference. Motion carried unanimously.
