MISSION STATEMENT & GOALS: Monday July 11, 2022 5:30 p.m. Regular Meeting Regular Meeting Agenda Human Rights Commission July 11, 2022 "The Mission of the Palm Springs Human Rights Commission is to promote and protect the diversity of our community and to improve human relations through education and community awareness." Human Rights Commission Goals: ● To develop community education programs; ● To investigate and mediate instances of discrimination of groups or individuals; ● To bring persons and groups together in common support of human rights issues; ● To acquire the fiscal and human resources necessary to support and accomplish the work of the Commission; ● To provide management and coordination for the Commission; ● To promote diversity through the appointment of candidates to all city boards and commissions to proportionately reflect the diversity of the population of the City of Palm Springs; ● The Commission and each Committee shall develop goals and objectives annually, for adoption by the commission; ● The Commission shall work closely with the Mayor, City Council, and City Cabinet and with all other City Commissions and Boards in joint endeavors that support the Commission's mission statement and City's goals and objectives. 5. PUBLIC COMMENTS: This time has been set aside for members of the public to address the Human Rights Commission on agenda items; and items of general interest within the subject matter jurisdiction of the Commission. Three (3) minutes is allowed for each speaker. Although the Commission values your comments, pursuant to the Brown Act, it generally cannot take any action on items not listed on the posted agenda. Commissioners will not enter into discussion with speakers, but during Commission Comments, may refer the matter to staff for report and recommendation at a future Commission meeting. 6. CALL TO ORDER: Chair Ron deHarte called the meeting to order at 5:30 p.m. 2. ROLL CALL: Present: Commissioners: Andrade, Cleary, deHarte, Flood, Loyola, Robles, Shepherd, Vignolo and Student Representative Hanner Absent: Commissioners: Ramoran (Excused) Staff Present: Jay Virata, Director, Community & Economic Development 3. APPROVAL OF MINUTES: March 14, 2022 and April 11, 2022 • MOTION BY: Commissioner Loyola, second by Commissioner Flood to approve the minutes of March 14, 2022 and April 11, 2022, as presented. • MOTION CARRIED. PSPD LGBT Outreach Liaison (deHarte) Chair deHarte reported there was a hate crime incident at the Palm Springs Airport and there were no injuries. b. Master Calendar Liaison (Ramoran) c. Organized Neighborhoods of Palm Springs Liaison (Vignolo) Commissioner Vignolo reported attending a membership meeting; noted attending a 1PS retreat and discussed outcomes and stated he expressed interest in working in newly established work groups. 3. Seniors/People with Disabilities Veterans Affairs Report a. Veterans Issues Liaison (Flood, Vignolo) Commissioner Flood announced Memorial Day is May 20, 2022. 6. Youth/Education Affairs Standing Committee - None a. Student Representatives (Hanner, Robles, Shepherd, Vignolo) - None 7. Commission Development/Mediation Report - None a. Mediation Liaison (Andrade, Vignolo) Commission Flood reported courts are back in session; they are currently working on the calendar, expressed interest in participating in continued training. 8. Equity and Social Justice Committee Update (Ramoran) Commissioner Shepherd discussed planning the next committee meeting time but stated nothing has been set at this point. B. Potential Educational Program Collaboration with Boys and Girls Club Commissioner Robles reported she and Commissioner Vignolo met with Teen Center representatives to discuss potential collaboration and goals for programming; collaboration would be an ongoing commitment; stated programming will be targeted towards Teen Center members; Teens have identified several social justice issues they are passionate about and narrowed them down to the top 3 and commented on the possibility of having several Commissioners volunteer to speak with the teens about the Human Rights Commission and introduce them to public service opportunities. Commissioner Vignolo reported the top three issues include racial injustice, mental health and homelessness and poverty, he suggested that some of the teens participate in future Human Rights Commission meetings. Chair deHarte suggested inviting them to speak about the United National Months of recognition, each month. C. National Bullying Month (October) Symposium Commissioner Vignolo spoke about the possibility of having a sponsor for a symposium to be held in October in acknowledgment of National Bullying Prevention Month; reported contacting various organizations that expressed interest in sponsoring the symposium; suggested panel discussions and lectures; discussed possible venues and recommended the Human Rights Commission lead the effort. Discussion followed regarding the next steps, following up with Voodoo Bullying, the possibility tagging onto other organizations’ planned events, the targeted audience, and partnering with 1PS. Members of the Commission commented in support of Commissioner Vignolo’s suggestion. Discussion followed regarding the budget, possible venues, exploring the availability of the Convention Center, and the possibility of fee waivers. There was consensus to ask Commission Vignolo to return to the HRC with a defined plan for the symposium. D. Guaranteed Income Pilot Program Human Rights Commission DRAFT Regular Meeting Minutes May 9, 2022 Page 3 Director of Community & Economic Development Jay Virata provided an overview of the Guaranteed Income Pilot Program; discussed availability of a State grant; described the program and reported City Council is working on an MOU with Queer Works. Chair deHarte stressed this is a test program and the City reviewing whether it qualified for State funding. Commissioner Vignolo noted the City has agreed to provide $200,000 to begin the application and design phase only. Discussion followed regarding deliverables in the application and design process, subsequent steps and the HRC’s role. E. Commissioner, Staff, and Student Comments a. Navigation Center Stakeholder Meeting Director of Community & Economic Development Virata provided an update regarding the stakeholder meeting; referenced an email requesting availability of the HRC and feedback; reported a resident advisory committee will be formed and noted further discussion can occur at an upcoming HRC meeting. F. Topical Newsworthy Items - None 9. AGENDA ITEMS FOR THE NEXT HRC MEETING: • The proposed Bullying Prevention Month symposium • Selection of a new Chair and Vice-Chair. 10. ANNOUNCEMENTS: Director of Community & Economic Development Virata reported City Council will hold a discussion on Boards and Commissions at the end of their upcoming meeting. Chair deHarte suggested informing the Boys and Girls Club about opportunities for student representatives on the Commission. Student Representative Hanner reported she reached out to several students who expressed interest in participating but were concerned because they do not reside in the City. Chair deHarte noted student representatives do not need to reside in the City to qualify but must attend a school in the City. 11. He announced this is his last meeting as Chair and shared some of the Commission’s accomplishments during his tenure; listed previous and current Commissioners and student representatives and thanked them for their service. 7. PSPD LGBT Outreach Liaison (deHarte) Chair deHarte reported the Palm Springs Police Department continues to do an incredible job for the City and mentioned a hate crime at the Airport. b. Master Calendar Liaison (Ramoran) Commissioner Ramoran thanked Chair deHarte for his leadership and service; encouraged the public to access the City Calendar on the City’s website; noted temperatures are rising and discussed the City’s various cooling centers; spoke about the national focus on gun violence, reproductive rights and the recent March for our Lives; addressed the recent election and Pride month; announced an exhibition by the LGBTQ+ History and Archives of the Desert at the Palm Springs Public Library; reported Palm Springs will celebrate Pride in November and talked about a special Alzheimer’s presentation at the Library. Additionally, he addressed the City’s Juneteenth celebration and looked forward to the City’s Fourth of July events. c. Main Street Liaison (deHarte) Chair deHarte noted an uptick in violent behaviors in connection with downtown restaurants and bars. d. Equity and Social Justice Committee Update (Ramoran) Commissioner Shepherd noted challenges in meeting and thanked Chair deHarte for his leadership and service. ELECTION OF HRC CHAIR AND VICE CHAIR Chair deHarte declared the positions of Chair and Vice Chair of the HRC and called for nominations. Commissioner Loyola expressed his interest in the position of Chair. Commissioner Andrade nominated Commission Vignolo for Chair. There were no other nominations for Chair. Chair deHarte nominated Vice Chair Shepherd to continue in her role as Vice Chair. There were no other nominations for Vice Chair. Commissioner Loyola was elected Chair by a vote of 5-1. Vice Chair Shepherd was elected to continue as Vice Chair by a unanimous vote. B. Joint Meeting and Presentation to Commissions and City Council June 21, 2022 Director Virata announced an upcoming Joint Meeting and presentation to Commissions, Boards and City Council on June 21, 2022 with dinner beginning at 5:00 p.m. and the meeting beginning at 6:00 p.m. Discussion followed regarding providing a recap of past accomplishments and plans for the future. Vice Chair Shepherd suggested that Outgoing Chair deHarte provide a list of past accomplishments and that New Chair Loyola introduce himself and present plans for the future and include items from the matrix of priorities. C. Potential Educational Program Collaboration with Boys and Girls Club Director Virata presented a brief update on this item. D. National Bullying Month (October) Symposium Human Rights Commission DRAFT Regular Meeting Minutes June 13, 2022 Page 3 Director Virata encouraged Commissioners to send their comments regarding the item to Commissioner Vignolo or to him. E. Commissioner, Staff, and Student Comments Commissioner Andrade thanked Chair deHarte for his leadership and service and wished him well. Additionally, she commented on increased incidents of crime downtown and suggested hosting listening sessions on the subjects of gun violence and another on conflict resolution. Chair deHarte suggested agendizing a discussion regarding Commissioner Andrade’s suggestions and encouraged Commissioners to bring ideas to the next meeting. Commissioner Flood reported his mediation training continues with certification as the goal. Commissioner Loyola spoke about the importance of the topics and turning ideas into action. F. Topical Newsworthy Items - None 8. AGENDA ITEMS FOR THE NEXT HRC MEETING: The HRC will discuss the possibility of hosting a listening session on the impact of violence in the community and conflict resolution targeted to the City’s youth. 9.
