"The Mission of the Palm Springs Human Rights Commission is to promote and protect the
diversity of our community and to improve human relations through education and community
awareness."
Human Rights Commission Goals:
● To develop community education programs;
● To investigate and mediate instances of discrimination of groups or individuals;
● To bring persons and groups together in common support of human rights issues;
● To acquire the fiscal and human resources necessary to support and accomplish the work of the
Commission;
● To provide management and coordination for the Commission;
● To promote diversity through the appointment of candidates to all city boards and commissions
to proportionately reflect the diversity of the population of the City of Palm Springs;
● The Commission and each Committee shall develop goals and objectives annually, for adoption
by the commission;
● The Commission shall work closely with the Mayor, City Council, and City Cabinet and with all
other City Commissions and Boards in joint endeavors that support the Commission's mission
statement and City's goals and objectives.
5. PUBLIC COMMENTS: This time has been set aside for members of the public to address the
Human Rights Commission on agenda items; and items of general interest within the subject
matter jurisdiction of the Commission. Three (3) minutes is allowed for each speaker. Although
the Commission values your comments, pursuant to the Brown Act, it generally cannot take any
action on items not listed on the posted agenda. Commissioners will not enter into discussion
with speakers, but during Commission Comments, may refer the matter to staff for report and
recommendation at a future Commission meeting.

Event: Bullying: A Community Symposium on Prevention and Intervention Strategies
Date: Saturday, October 1, 2022
Time: 10:00 AM – 12:00 PM (Set-up @ 9:00 am)
Place: Palm Springs Convention Center
Summary: The City of Palm Springs’ Human Rights Commission will host a free community forum and
discussion called “Bullying: A Community Symposium on Prevention and Intervention Strategies” to
coincide with National Bullying Prevention Month. Ideally, the two-hour symposium will be moderated
by either the Mayor, Mayor Pro Tem, or the City Manager – all to be determined but Mayor Middleton
has indicated she will facilitate whatever we need.
The keynote speaker will be Judy French, Coordinator, National Bullying Prevention Center – Los
Angeles. Panelists will include representatives of the Palm Springs Unified School District, National
Association of School Psychologists, National Center for Missing and Exploited Children and the Gay-
Straight Alliance of Palm Springs High School, among other stakeholders. There will be an opportunity
for audience members to ask questions of panelists. Several organizations will have tables set up along
the perimeter of the room, on which written materials and resource information will be available.

Follow-Up Action Items:
1. Since this is an inaugural event, it is impossible to know what the attendance will be. However,
using a variety of outreach strategies, we hope to have at least one hundred attendees.
2. The focus will be on explaining what constitutes bullying and cyberbullying, and the different
prevention and response strategies.
3. Audio/Visual Component Needed – film for websites/live streaming?
4. Possibility of having a post-event reception – Donation from a local business (?)
5. Develop and provide participants with a resource handbook they could take with them
6. The City of Palm Springs will issue an official proclamation recognizing National Bullying
Prevention Month:
a. May 18, 2022: Llubi Rios, Executive Services Administrator, City of Palm Springs, Office

760.322.8362 will send me the proclamation template. Commissioner Vignolo will
provide draft language and send to Jay to be placed on a future HRC agenda for
consideration and approval.
7. Commissioner Vignolo is coordinating with Jay on securing use of the Palm Springs Convention
Center. Cindy will follow up with City Manager Clifton when he returns May 23rd.
8. Commissioner Vignolo will complete keynote speaker presentation form and return to Judy
French.

Requested Budget:
1. PACER resource kit: The kit contains printed resources for at least 50 individuals is designed to
engage individuals to take action steps to help create a world without bullying features a series
of 5 large posters (which can be displayed all year) encourages individuals to sign the pledge
form includes takeaways such as decals, action cards, informational brochure, pencils,
bookmarks and flyers provides a wonderful opportunity for students to share with peers,
educators in their classroom, or at a community-wide event is appropriate for all ages. $50.00

Keynote Speaker:
1. Judy French - PACER’s National Bullying Prevention Center: The City of Palm Springs’ Human
Rights Commission will be hosting a free community forum and discussion called “Bullying: A
Community Symposium on Prevention and Intervention Strategies” to coincide with National

Bullying Prevention Month on Saturday, October 1, 2022 at 10:00 am at the Palm Springs
Convention Center. Ideally, the two-hour symposium will be moderated by either the Mayor,
Mayor Pro Tem, or our City Manager. The plan is to assemble panelists which may include
representatives of Boo2Bullying, Palm Springs Unified School District, National Association of
School Psychologists, National Center for Missing and Exploited Children and the Gay-Straight
Alliance of Palm Springs High School among many other stakeholders. There will be an
opportunity for audience members to ask questions of panelists. Several organizations will have
tables set up along the perimeter of the room, on which written materials and resource
information will be available. However, after welcoming remarks from our Mayor, I would like
to kick off the meeting with a keynote speaker. I know that the PACER’s National Bullying
Prevention Center has an extensive network and many valuable resources for students, parents,
educators, and others. Would it be possible to discuss with you the possibility of being our
keynote speaker to speak to our elected officials and local educators about the resources
available through PACER’s National Bullying Prevention Center?
2. Confirmed with Judy French on May 18, 2022 that she will be our keynote speaker. She staffs
the Los Angeles office of the National Bullying Prevention Center, where she coordinates
outreach and gives presentations, webinars, and workshops to schools, health organizations,
and other community groups. Her speaking engagements have reached approximately 30,000
students, parents, educators, and community leaders throughout Ventura, Los Angeles, Orange
counties, and beyond. She has facilitated and presented workshops for many years throughout
the country on communications skills, conflict resolution, relationship building, leadership, and
self-advocacy. She will be speaking to us about the resources available through PACER’s
National Bullying Prevention Center.
