A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, TO PARTICIPATE IN THE
CALIFORNIA QUAKE SAFE CITY PROGRAM
WHEREAS, Earthquakes range in severity and potential impact in terms of
damage and lives lost. Earthquakes can happen anywhere and anytime. and
WHEREAS, Earthquake Warning California is a public awareness campaign
conducted by the California Governor's Office of Emergency Services. The education and
outreach program aims to raise awareness about the need for all Californians to be
earthquake prepared for the moment when an earthquake strikes and the after -event
recovery. Statewide outreach and coordination with cities is essential to meet our goals
and help save lives; and
WHEREAS, the California Governor's Office of Emergency Services wants to enter
into a partnership with the City of Palm Springs to establish a flexible framework to
educate residents about earthquakes through the first of it kind initiative "Quake Safe
City;" and
WHEREAS, the Participants share mutual concern on the occurrence of
' earthquakes having adverse effects on the life and health of their population, damaging
property and the environment, and having a negative impact on the economy and
infrastructure of the affected territories; and
WHEREAS, Cal OES is founded on public service, and exists to protect lives,
property, and the environment, through effective preparedness, response and recovery
from all threats, risks, and emergencies. Cal OES continues to promote good practices in
disaster risk management, ensuring the State's preparedness through strong leadership,
collaboration and significant partnerships; and
WHEREAS, the City Council of Palm Springs, California plays a key role in
reducing earthquake risks, enhancing community resilience, and implementing activities
for the prevention, mitigation, warning, response, and recovery of all disasters; and
WHEREAS, the cooperation between the City of Palm Springs and Cal OES plays
a fundamental role in implementing solidarity between the people and in joining forces
with the public and private sector in order to prevent, mitigate, and improve adverse
effects from emergencies and disasters
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
' SECTION 1. That the foregoing Recitals are true and correct and are incorporated
herein by this reference.
SECTION 2. Participants will work in good faith and in joint partnership and

cooperation between Cal OES and the City Council of Palm Springs, California will '
collaborate in prevention and mitigation to provide a broad framework for cooperation and
support between the Participants in developing risk reduction initiatives that will continue
to promote improved emergency services to individuals, families, communities, and the
public and private sector;
Participants will pursue the following common objectives: a) raise awareness
through earthquake education and risk management; b) build thriving communities via
Earthquake Early Warning integration; c) facilitate a statewide initiative through robust
public outreach; d) expand training and exercises and sharing best practices with public
and private sectors; and e) build community resilience through preparedness and
mitigation;
Participants will identify areas of cooperation related to prevention, preparedness
and response to disasters and emergencies and enjoy the benefits that can derive from
the exchange of scientific and technical information and experts;
Participants will seek opportunities to scale up infrastructure improvements,
leverage technology and facilitate access to resources to build a state-wide movement
for earthquake planning and preparedness;
Participants will proactively deploy Earthquake Early Warning technology, such as I
MyShake App, on all city devices;
Participants will engage in statewide and local earthquake drills (including and not
limited to the Great California ShakeOut in October), organize local earthquake events
and include earthquake preparedness messages in public events and addresses;
Participants will regularly share inspiring and instructive messages on social
media, host and promote local events, and identify local organization and businesses to
foster educational outreach.
