A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, APPROVING AN
ADDENDUM TO THE PREVIOUSLY CERTIFIED
ENVIRONMENTAL IMPACT REPORT TO THE 2007
GENERAL PLAN FOR AN AMENDMENT TO THE HOUSING
ELEMENT AND ADOPTING THE 2021-2029 HOUSING
ELEMENT UPDATE.
THE CITY COUNCIL FINDS AND DETERMINES AS FOLLOWS:
A. On October 24, 2007, the City of Palm Springs ("City") approved a
comprehensive update to its general plan by adopting Resolution #22077 ("2007 General
Plan") and has updated and subsequently amended it from time to time, including but not
limited to, the approval of a Housing Element for the 5ch cycle planning period (2014-2021)
by adopting Resolution #23477. The City prepared and certified an Environmental Impact
Report (EIR), State Clearinghouse No. 2006071060, for the 2007 General Plan, in
accordance with the California Environmental Quality Act (CEQA).
B. Government Code Section 65580 et seq. (the State "Housing Element
Law") requires that every city and county prepare and periodically update the housing
element of its general plan.
C. To comply with Housing Element Law, in late 2019„ the City began
amending its general plan by comprehensively updating Housing Element for the 6th cycle
planning period, 2021-2029. After conducting a robust public engagement and outreach
program and completing, several reviews with HCD, as described in recitals below, the
City has prepared a draft Housing Element to plan for the provision of housing accessible
to all income categories and comply with Housing'Element Law (the "draft Housing
Element").
D. In an effort to proactively engage with residents and stakeholders for the
preparation of the draft Housing Element, the City provided a variety of public
engagement opportunities, including a community interest list, a dedicated webpage,
community surveys, neighborhood listening sessions and stakeholder meetings.
Additionally, the draft Housing Element was circulated for review and comments in
advance of its approval and considered at public meetings by the Planning Commission
on July 21, 2021 and September 13, 2023, and by the City Council on July 26, 2021 and
September 26, 2023.
E. The State Housing Element Law requires every city to submit a draft of its
housing element to the California Department of Housing and Community Development
(HCD) for review and comment as to whether the City's draft housing element
substantially complies with the Housing Element Law. The following reviews occurred
with HCD:
1. First Review. On August 2, 2021, the City submitted the first draft of the
draft Housing Element to HCD for review and comment. On October 1,
2022, HCD responded with comments requesting various revisions.

2. Second Review. On November 2, 2021, the City submitted the second draft
of the draft Housing Element to HCD for review and comment. On January
14, 2022, HCD responded with comments requesting various revisions.
3. Third Review. On March 27, 2023, the City submitted the third draft of the
draft Housing Element to HCD for review and comment. On May 23, 2023,
HCD responded that the draft Housing Element met most statutory
requirements, but additional revisions were required before HCD could find
the draft was substantially compliant with State Housing Element Law.
F. A notice of a public hearing of the Planning Commission of the City of Palm
Springs, California to consider a general plan amendment to recommend City Council
adopt the draft Housing Element was given in accordance with applicable law..
G. On September 13, 2023, a public hearing on the amendment to the 2007
General Plan was held by the Planning Commission to review the draft Housing Element,
and at said hearing the Planning Commission reviewed and considered all of the evidence
presented in connection with the hearing, including, but not limited to, the staff report, and
all written and oral testimony presented. After closing the public hearing, the Commission
voted 6-0 to recommend City Council approve the draft Housing Element after adopting
an associated Addendum to the certified EIR to the 2007 General Plan.
H. A notice of a public hearing of the City Council of the City of Palm Springs,
California to consider a general plan amendment for the draft Housing Element and I
associated EIR Addendum was given in accordance with applicable law.
I. On September 26, 2023, a public hearing on the amendment to the 2007
General Plan was held by the City Council to review the draft Housing Element, and at
said hearing the Council reviewed and considered all of the evidence presented in
connection with the hearing, including, but not limited to, the staff report, and all written
and oral testimony presented.
J. The draft Housing Element is a Project subject to the CEQA (Public
Resources Code [PRC] Sections 21000 et seq.; California Code of Regulations, Title 14„
Sections 15000 et seq.). The City prepared an Addendum to the EIR for the 2007 General
Plan to analyze Project impacts and determined that the adoption of the draft Housing
Element would not result in any new significant environmental impacts or a substantial
increase in the severity of previously identified significant environmental impacts pursuant
to Public Resources Code Section 21166 and CEQA Guidelines Sections 15162 and
15164.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES
HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the foregoing Recitals are true and correct and are incorporated I
herein by this reference.

SECTION 2. The City Council has reviewed and considered the information
contained in the Addendum to the 2007 General Plan EIR. Pursuant to CEQA, the City
Council determines that no further environmental review is required. (Public Resources
Code Section 21166; CEQA Guidelines Sections 15162, 15164)
SECTION 3. Based upon the foregoing, the City Council of the City of Palm
Springs approves the subject General Plan Amendment and adopts the 2021-2029
Housing Element, included an attachment to this resolution.
SECTION 4. The City Council directs City Staff to submit the adopted 2021-2029
Housing Element to HCD for review pursuant to Government Code Section 65585(g) and
is further directed to make any technical or clerical revisions to the Housing Element as
may be necessary to obtain a finding of substantial compliance from HCD.
