FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply with the 2016 edition of th e California
Code of Regulations (Title 24), which adopts the following model codes: 2015 IRC, 2015 IBC,
2015 UPC, 2015 UMC and 2014 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2015 International Building Code, the approval of the plans does not permit the violatio n of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you s ubmit the revised plans.

PLANS
1.Please make all corrections and submit THREE new complete sets of prints,to
the Palm Springs building department . Please note: Before correcting the
plans, you should wait until you’ve received comments from other city
departments (Fire, Planning, etc.).
2.Please clearly define the scope of work for this project. Based on the plans it
appears that the entire residence will be demolished and rebuilt. Scope of work
does not reflect this.
3.The project data on sheets T.1 and S.1 don’t match. Please review.
4.Per Palm Springs policy, the following note must be placed on the plans for new
buildings or additions: "A licensed engineer or surveyor shall stake the property
corners of the subject lot. At the time of the underground plumbing inspection,
and prior to calling for any footing inspections for these projects, the contractor
shall provide string lines along the property lines adjacent to the proposed wall
lines of the new construction."
FIRE PROTECTION
5.An automatic residential fire sprinkler system shall be installed in one-and
two-family dwellings (not required for additions if the existing dwelling doesn’t
already have a sprinkler system). Please clearly note this on the plans. Section
R313.2.
6.In dwelling units within which fuel-burning appliances are installed (and in
dwelling units having attached garages), show the locations of permanently wired
carbon monoxide alarms with battery backup, per Section R315:
a)Outside each separate sleeping area in the immediate vicinity of the
bedrooms.
b)On each story, including basements.
NOTE: When more than one carbon monoxide alarm is required to be
installed, the alarm devices shall be interconnected in such a manner that the
actuation of one alarm will activate all of the alarms in the unit.
ROOFS/DECKS/BALCONIES
7.Specify on the plans the following information for the roof materials, per Section
R106.1.1:
a)Manufacturer’s name and product name/number.
b)ICC approval number, or equal.

8.Specify roof slope on the plans.
9.Roof plan shows hips and ridges, but the framing plan shows flat roof joists.
Please detail how slope and ridges will be accomplished.
10.Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 40% (but not more
than 50%) of the required vent is lo cated no more than 3’ below the ridge). Show
on the plans the area required and area provided. Section R806.2.Alternatively
detail a vent-free design compliant with R806.5.
11.Note on the plans: "Attic ventilation openings shall be covered with
corrosion-resistant metal mesh with 1/16” minimum to ¼” maximum openings.
Section R806.1.
FOUNDATION REQUIREMENTS
12.Please review foundation and framing plan. There are several shearwalls shown
on both that do not have footings as required.Section R403.
13.Note on plans that surface water will drain away from building and show drainage
pattern. The grade shall fall a minimum of 6” within the first 10 feet. Section
R401.3.
STRUCTURAL
14.Show stud size, height and spacing on the plans. Maximum allowable stud
heights shall be per Table R602.3(5).
15.Specify nail size and spacing for the floor and roof diaphragms on the plans.
Table R602.3(1). Specify plywood and/or particle board thickness, grade and
panel span rating. Table R503.2.1(1)
16.Show double top plate with minimum 48" lap splice. Section R602.3.2.
17.Please show a complete load path for lateral and gravity loading. Reference
details as applicable. Include shear transfer at discontinuous diaphragm.
MECHANICAL
18.Per City ordinance, all roof top equipment shall be provided with an approved 6”
high platform equipped with a sheetmetal cover. Design of the platform shall be
as per City detail or approved equal.

19.Specify on the plans the following information for the fireplace(s):
a)Manufacturer’s name/model number and ICC approval number, or equal.
b)Show the height of the factory-built chimney above the roof and the
horizontal clearances per listing approval. Chimneys shall extend at least
3’above the highest point where it passes through a roof and at least 2’
higher than any portion of a building within a horizontal distance of 10
feet. CMC Section 802.5.4.
c)Note on the plans that approved spark arrestors shall be installed on all
chimneys. CRC Section R1003.9.
d)Decorative shrouds shall not be installed at the termin ation of chimneys
for factory-built fireplaces, except where such shrouds are listed and
labeled for use with the specific system and installed in accordance with
the manufacturer’s installation instructions. Section CRC1004.3.
ELECTRICAL
20.Please update electrical notes to comply with current code edition CEC Article
210 & 406
a)Arc-fault protection for all outlets (not just receptacles) located in rooms
described in NEC 210.12(A):Kitchens, laundry areas, family, living,
bedrooms, dining, halls, etc.
b)GFCI protected outlets for locations described in NEC 210.8 (A):Laundry
areas, kitchen dishwashers, kitchens, garages, bathrooms, outdoors,
within 6’ of a sink, etc.
21.Per CEC Article 210.11(C)3, note on the plans that bathroom circuiting shall be
either:
a)A 20 ampere circuit dedicated to each bathroom,or
b)At least one 20 ampere circuit supplying only bathroom receptacle outlets.
PLUMBING
22.Show water heater size (1st hour rating), type, and location on plans.Note: For
both new dwellings and additions the Energy Standards (150.0(n)) requires a gas
input rating of 200,000 Btu for both tank and instantaneous gas water heaters.
Provide a gas piping design for the gas system.
23.Please revise sheet A.3 Keynote 49.

ENERGY CONSERVATION
24.Note or provide the following design requirements for gas water heaters installed
to serve individual dwelling units:ES 150.0(n)
a)Gas piping sizing based upon a minimum input of 200,000 btu/hr.
b)A 120 volt receptacle accessible to the heater installed within 3’.
25.Instantaneous water heaters shall have isolation valves on both the cold and the
hot water piping leaving the water heater complete with hose bibs or other fittings
on each valve for flushing the water heater when the valves are cl osed.ES 110.3
26.All domestic hot water piping to have the following minimum insulation installed:
½” pipe (1/2” insulation); ¾” pipe (1” insulation); 1” to 1 -½” pipe (1-½”
insulation).CPC 609.11 & ES 150.0(j)
a)Additionally, the ½” hot water pipe to the kitchen sink, and the cold water
pipe within 5’ of the water heater both require 1” minimum insulation. ES
150.O(j)
27.Below grade hot water piping is required to be installed in a waterproof and non -
crushable sleeve or casing that allows for replacement of both the piping and
insulation.
28.Please remove outdated lighting notes from sheet E.1. Correct notes are
included elsewhere on the plans, and below for reference
a)All installed luminaires shall be high-efficacy in accordance with ES
TABLE 150.0-A.Light sources that are not marked “JA8 -2016-E” shall not
be installed in enclosed luminaires.ES 150.0(k)
b)In bathrooms, garages, laundry rooms, and utility rooms at least one
luminaire shall be controlled by a vacancy sensor.
c)Dimmers or vacancy sensors shall control all LED style luminaires. Two
exceptions: Fixtures installed in hallways or (closets under 70 square
feet).
d)Recessed can light fixtures shall be IC listed,air-tight labeled, and not be
equipped with a standard medium base screw shell lamp holder.ES

e)SFD outdoor lighting fixtures that are attached to a building are required to
be high efficacy, be manually on/off switch controlled, and have both
motion sensor and photocell control. See ES 150.0(k) 3 for additional
control options.

Residential ventilation requirements :ES 150.0(o)/ASHRAE 62.2
29.Kitchens require exhaust fans with a minimum 100 cfm ducted to the exterior.
Detail compliance by including a complying exhaust fan or a ducted range hood
to the exterior.
30.Bathrooms require exhaust fans (minimum 50 cfm) to be ducted to the exterior.
A bathroom is defined “as a room with a bathtub, shower, or spa or some similar
source of moisture”.
31.Residential bathroom exhaust fans shall be energy star rated and shall be
control by a humidistat capable of an adjustment between 50 and 80% humidity.
CalGreen 4.506.1. Exception: Control by a humidistat is not required if the
bathroom exhaust fan is also the dwelling whole house ventilation.
32.Mechanical whole house ventilation must be provided. Identify the fan providing
the whole house ventilation (complete with CFM and Sone rating) on the
floorplans.For additions 1,000 square feet or less, whole house ventilation is not
required.For additions over 1,000 square feet,the whole house ventilation CFM
shall be based upon the entire (existing and addition) square footage, not just
the addition.
a)All fans installed to meet all of the preceding ventilation requirements must
be specified at a noise rating of a maximum 1 “Sone” (conti nuous use) or
3 “Sone” (intermittent).
