FOREWORD (PLEASE READ):
This plan review is limited to the technical requirements contained in the California version of
the International Residential Code, International Building Code, Uniform Plumbing Code,
Uniform Mechanical Code, National Electrical Code and state laws regulating energy
conservation, noise attenuation and access for the disabled. This plan review is based on
regulations enforced by the Building Department. You may have other corrections based on
laws and ordinance by the Planning Department, Engineering Department, Fire Department or
other departments. Clearance from those departments may be required prior to the issuance of
a building permit.
Present California law mandates that construction comply wit h the 2016 edition of the California
Code of Regulations (Title 24), which adopts the following model codes: 2015 IRC, 2015 IBC,
2015 UPC, 2015 UMC and 2014 NEC.
The above regulations apply, regardless of the code editions adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 105.4 of
the 2015 International Building Code, the approval of the plans does not permit the violation of
any state, county or city law.
To speed up the recheck process, please note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet number, specification section, etc.
Be sure to enclose the marked up list when you submit the revised plans.

PLANS
1.Please make all corrections and submit THREE new complete sets of prints,to
the Palm Springs building department. Please note: Before correcting the
plans, you should wait until you’ve received comments from other city
departments (Fire, Planning, etc.).
2.All sheets of plans must be signed by the person responsible for their
preparation. (California Business and Professions Code).
3.Indicate on the Title Sheet of the plans the name of the legal owner and name of
the person responsible for the preparation of the plans. Section R106.1.1.
Owner information is blank. Please clarify designer inform ation.
FIRE PROTECTION
4.Please indicate on the plans whether the existing residence has a fire sprinkler
system installed. If so, then provide a note stating that any additions/alterations
will be provided with an automatic residential fire sprinkler system. Section
R313.2.
5.In dwelling units within which fuel-burning appliances are installed (and in
dwelling units having attached garages), show the locations of permanently wired
carbon monoxide alarms with battery backup, per Section R315:
a)Outside each separate sleeping area in the immediate vicinity of the
bedrooms.
b)On each story, including basements.
Plans show CO2? Is this correct? These are different gasses, and if the
CO2 alarm is proposed you will still need a carbon monoxide alarm.
ROOFS/DECKS/BALCONIES
6.Specify on the plans the following information for the roof materials, per Section
R106.1.1:
a)Manufacturer’s name and product name/number.
b)ICC approval number, or equal.
7.Please clarify the roof. Sections and elevations show that a flat roof (1/4:12) is
proposed, but the roof plan shows hips and ridges.

8.Show the required ventilation for attics (or enclosed rafter spaces formed where
ceilings are applied directly to the underside of roof rafters). The minimum vent
area is 1/150 of attic area (or 1/300 of attic area if at least 40% (but not more
than 50%) of the required vent is located no more than 3’ below the ridge). Show
on the plans the area required and area provided. Section R806.2.Or detail an
unvented assembly per R806.5.
9.Where eave vents are installed, insulation shall not block the free flow of air. A
minimum of 1” of air space shall be provided between the insulation and the roof
sheathing. To accommodate the thickness of insulation plus the required 1”
clearance, member sizes may have to be increased for rafter-ceiling joists.
Section R806.3.
10.Note on the plans: "Attic ventilation openings shall be covered with
corrosion-resistant metal mesh with 1/16” minimum to ¼” maximum openings.
Section R806.1.
GARAGE AND CARPORTS
11.The garage shall be separated from the residence and its attic area by not less
than ½” gypsum board applied to the garage side (at walls). Garages beneath
habitable rooms shall be separated by not less than 5/8” Type X gypsum board.
Section R302.6.Keynote #59 states “Specify makeup…” unable to locate
where this is specified. Please show required separation.
FOUNDATION REQUIREMENTS
12.Foundation plan references a soils report. Please p rovide a copy of the project
soil report. The report shall include foundat ion design recommendations based
on the engineer's findings and shall comply with Section R401.4.
13.Provide a letter from the soils engineer confirming that the foundation plan,
grading plan and specifications have been reviewed and that it has been
determined that the recommendations in the soils report are properly
incorporated into the construction documents (when required by the soil report).
14.Note on plans that surface water will drain away from building and show drainage
pattern. The grade shall fall a minimum of 6” within the first 10 feet. Section
R401.3.
15.Foundation details are referenced to sheet SD.1, which was not included. The
details appear on A.2.

16.Foundation anchorage in Seismic Design Categories C, D 0, D1 and D2.In
addition to the requirements of Section R403.1.6, the following requirements
shall apply to wood light-frame structures in Seismic Design Categories D0, D1
and D2 and wood light-frame townhouses in Seismic Design Category C.
R403.1.6.1
1.Plate washers conforming to Section R6 02.11.1, 0.229”x3”x3”,shall be
provided for all anchor bolts over the full length of required braced wall lines.
Properly sized cut washer shall be permitted for anchor bolts in wall lines not
containing braced wall panels.All foundation details show 2X 2X3/16.
Please revise.
STRUCTURAL
17.Provided calculations were from a different job. Please provide site specific
design calculations.
18.Please review wall bracing. With no calculations, the lateral design must
conform to CRC section 602.10. See wall sp acing, minimum lengths, location of
panels. Or provide design calculations.
19.The plans shall indicate that special inspection will be provided for the following
work. (CBC Chapter 17 and Section 107.2)
a)Periodic special inspection should be provided for an chors installed in
hardened concrete. Section 1705.3.
20.No headers are shown at new exterior wall openings near kitchen and entry.
21.Plans note that existing rafters are to remain in the kitchen/entry area. Sections
and elevations show a new roof system.Please clarify.
22.Please complete framing plans. There is much empty space and many
members are not identified.

ELECTRICAL
23.Please update electrical notes.CEC Article 210 & 406
a)Tamper resistant receptacles for all locations described in 210.52 (i.e., all
receptacles in a dwelling).
b)Weather resistant type for receptacles installed in damp or wet locations
(outside).
c)Arc-fault protection for all outlets (not just receptacles) located in rooms
described in NEC 210.12(A):Kitchens, laundry areas, family, living,
bedrooms, dining, halls, etc.
d)GFCI protected outlets for locations described in NEC 210.8 (A):Laundry
areas, kitchen dishwashers, kitchens, garages, bathrooms, outdoors,
within 6’ of a sink, etc.
24.Electrical note #1 states that a 400 amp pan el will be installed, plans indicate
200 amp.
25.For a single-family dwelling, the service disconnecting means shall have a rating
of not less than 200 amperes with a service panel buss rating of a minimum of
225 amperes. This applies to both new SFD’s and all existing SFD’s that are
replacing their electrical services.
PLUMBING
26.Show water heater size (1st hour rating), type, and location on plans.Note: For
both new dwellings and additions the Energy Standards (150.0(n)) requires a gas
input rating of 200,000 Btu for both tank and instantaneous gas water heaters.
Provide a gas piping design for the gas system.
27.Specify on the plans whether the existing house was built before or after 1994.
For additions or improvements to a residence built before 1994,note on the
plans that existing “noncompliant” fixtures (toilets that use more than 1.6 gallons
of water per flush, urinals that use more than one gallon of water per flush,
showerheads that have a flow capacity of more than 2.5 gallons of water per
minute, and interior faucets that emit more than 2.2 gallons of water per minute)
shall be replaced. Certification of compliance shall be given to the building
inspector prior to final permit approval. California SB407.
RESIDENTIAL GREEN BUILDING STANDARDS
28.Recycling. Note on the plans that a minimum of 65% of construction waste is to
be recycled. CGC Section 4.408.1.Please revise the provided recycling note
to comply with the current code edition.

ENERGY CONSERVATION
29.Note or provide the following design requirements for gas water heaters installed
to serve individual dwelling units:ES 150.0(n)
a)Gas piping sizing based upon a minimum input of 200,000 btu/hr.
b)A 120 volt receptacle accessible to the heater installed within 3’.
30.Instantaneous water heaters shall have isolation valves on both the cold and the
hot water piping leaving the water heater complete with hose bibs or other fittings
on each valve for flushing the water heater when the valves are closed.ES 110.3
31.All hot water piping sized ¾” or larger is required to be insulated as follows: 1”
pipe size or less: 1’’ thick insulation, larger pipe sizes require 1 ½” thick
insulation. Additionally, the ½” hot water pipe to the kitchen sink and the cold
water pipe within 5’ of the water heater are both required to be insulated.

32.Please provide updated lighting notes to comply with the current California
Energy Standards. Remove incorrect notes on sheet E.1 (electrical notes 16 -20
& energy notes 1, 2).
Residential Energy Lighting Requirements ES150.0(k):
a)All installed luminaires shall be high-efficacy in accordance with ES
TABLE 150.0-A.Light sources that are not marked “JA8 -2016-E” shall not
be installed in enclosed luminaires.ES 150.0(k)
b)In bathrooms, garages, laundry rooms, and utility rooms at least one
luminaire shall be controlled by a vacancy sensor.
c)Dimmers or vacancy sensors shall control all LED style luminaires. Two
exceptions: Fixtures installed in hallways or (closets unde r 70 square
feet).
d)Recessed can light fixtures shall be IC listed,air-tight labeled, and not be
equipped with a standard medium base screw shell lamp holder.ES

e)SFD outdoor lighting fixtures that are attached to a building are required to
be high efficacy, be manually on/off switch controlled, and have both
motion sensor and photocell control. See ES 150.0(k) 3 for additional
control options.

MISCELLANEOUS
33.Per Palm Springs policy, the following note must be placed on the plans for new
buildings or additions: "A licensed engineer or surveyor shall stake the property
corners of the subject lot. At the time of the underground plumbing inspection,
and prior to calling for any footing inspections for these projects, the contractor
shall provide string lines along the property lines adjacent to the proposed wall
lines of the new construction."
34.To speed up the review process, note on this list (or a copy) where each
correction item has been addressed, i.e., plan sheet, note or detail numbe r,
calculation page, etc.
