Locals need options that are affordable. Food trucks function very well in cities across the country. There are actually real people that live here not just tourists downtown. Let's spend some time discussing full time residents and the unaffordability of the downtown restaurants. Thank you, City of Palm Springs This is an automated message generated by Granicus. Mr. Bernstein: I've been in contact with you previously and you are always very responsive. Thank you for all you do. I'm completely opposed to having food trucks in the main commercial district of Palm Springs. They would be in direct competition with higher tax-paying building-located enterprises, which would be detrimental to city revenue. Additionally, if we combine the randomly placed introduction of food 07/24/2023 Public Comment Item 3D trucks - along with the current Covid-related increased seating on sidewalks and parking spaces of established restaurants in our downtown core, we will begin to offer our residents and visitors a chaotic experience, one without any order. One that is not welcoming. When you combine this with the plight of our unhoused, who are increasingly visible in our downtown (thank you for your work to address this in a compassionate manner), Palm Springs would not continue to be an attractive destination. Please vote NO on food trucks. Craig S. Dear City Council Members and Mayor, I am writing to express my concern regarding the recent proposal to allow food truck vendors access to parks and designated streets. As much as I appreciate the idea of food trucks, I feel the idea is not something the City of Palm Springs should allow on an ongoing basis. There are specific City permitted events where food trucks would be an appropriate addition such as the Gay Pride celebrations etc. In those limited cases, I think it makes sense to invite street vendors and food trucks. 07/24/2023 Public Comment Item 3D However, allowing food vendors to access City owned public parks and streets on an ongoing basis is a mistake. There are several issues including noise abatement, sanitation, and permit enforcement. There are already unpermitted food vendors popping up around the city late at night without any attempt of City ordinance enforcement. In addition, the City parks and streets in and around the Baristo Neighborhood are consistently filled with trash and litter. Each week the homeless folks, construction workers, home healthcare workers, and weekend tourists, consistently trash the neighborhood and the undeveloped fields. The only reason it's not worse is because a few neighborhood residents try their best to pick up and clean the streets themselves. To my knowledge, the city has no campaign or program to deal with the constant stream of trash littering its streets and public spaces. To be fair, BIA is also negligent in maintaining vacant lots and properties. The City of Palm Springs could help by investing in an anti-litter media campaign aimed at residents and tourists alike. The "I Love PS" campaign is great. An "I Love PS, Please Don't Litter" campaign would be great as well. If the City of Palm Springs currently has issues properly maintaining its public streetscapes and parks, particularly Sunrise and James O. Jessie, why would you exacerbate the problem by adding random food trucks and street food vendors? Please don't do this. I also would like to concur with Councilmember Middleton regarding her concern about this being a potentially divisive issue. There are plenty of issues that could use City attention and resources. Street vending should not be one of them. Sincerely, Michael Conway 1470 E. Dear Mayor Garner and Palm Springs City Council, My name is Tobias Baker. I live in Palm Springs. I saw a post on social media asking for feedback concerning street food vendors/food trucks. I absolutely LOVE the street food vendors/food trucks in Palm Springs and wish there were more of them! I love the diverse, affordable, and tasty foods they offer. There are so few food options late night in Palm Springs. I love that they are an option past 9pm or even midnight when 99% of restaurants in PS are closed. I am a Flight Attendant. Some of the best foods I’ve tried in the 105 countries I’ve explored have been from street vendors late night. I was an exchange student in Trinidad&Tobago and graduated from the University of Puerto Rico. Food trucks and street food vendors were a huge part of the foodie culture there. Having the food trucks and street food vendors in Palm Springs recreates many wonderful memories of my times as an exchange student and of my travels. I am in FULL SUPPORT of food trucks/street food vendors in Palm Springs! Please do not limit their hours and please be liberal on their licensing to operate. They of course should maintain health standards. Those of us not downtown would appreciate eating options that don’t cost an arm & a leg! Parks on the weekends, vacant lots the city hasn’t done a thing with! How about the post office parking lot? Better yet the courthouse parking lot so if we’re on jury duty we don’t have to search for food! Not to mention summer time is perfect since so many affordable restaurants are closed. From:Brett Smith To:City Clerk; Lisa Middleton; grace.garner@palmsprings.ca.gov; Christy Holstege Subject:Proposal to Expand Food Truck Operations Date:Tuesday, July 25, 2023 9:40:08 AM NOTICE: This message originated outside of The City of Palm Springs -- DO NOT CLICK on links or open attachments unless you are sure the content is safe. To Palm Springs City Council members: I just read the above-named article online. Who doesn't love a good snack or meal from a food truck? They are great options to sit-down restaurants and late night fast food enterprises or gas station convenience stores-HOWEVER: I have an issue with where these trucks, open for business till 3 am will be placed? The following problems come to mind: 1-Safety of the owners and patrons of these food trucks. Late at night, could this venture be subject to being harassed by drunk individuals, transients, and partygoers? What about Code Enforcement and Health Department guidelines? 2-What neighborhoods will be "invaded" with the extra traffic, noise (generators, conversations, idling motors), trash, and light pollution? Old Las Palmas? Andreas Hills? The Movie Colony? Sonora Sunrise? 3-Will this increase the need for our already taxed law enforcement officers to monitor and oversee activities around these food trucks? 4-Will this allowance only further sell out residents' rights to quiet neighborhoods? Once again, it boils down to more city tax revenue, at the expense of the enjoyment of our neighborhoods. We already have a problem with Goldenvoice and the numerous music and large scale pool weekends in hotels that sit in well established neighborhoods. Airbnbs, especially during season, bring unwelcome noise and visitors who disrespect the locals who call our neighborhoods HOME. As Lisa Middleton presented, the conversation about food trucks appears to be headed in the wrong direction. I can't believe they would be allowed to park close to our schools, our neighborhood parks, or on quiet residential streets! If these trucks are allowed on streets with a speed limit of 35 mpg or lower, that opens ALL OF OUR NEIGHBORHOODS to a possible invasion of our rights to park safely at night, enjoy a quiet evening, or even relish the beauty of our dark skies. People tend to congregate around food trucks and socialize. Great. But many of us don't want the added influx of people on our quiet, residential streets. Next thing you know, there will be banners, chairs, benches, tables, and music! Businesses should NOT be brought into our neighborhoods. That is what zoning laws are all about. The investments made in buying a home here and raising a family or retiring should not suddenly be altered by the establishment of a narrowly focused business that disrupts the entire reason for where one chooses to purchase. Quality of life again diminishes. 07/24/2023 Public Comment Item 3D I hope the City Council will address my concerns. For those making the decisions on this issue, I would hope that you are aware of the impacts of your decisions on those who will be affected. This should be left up to the citizens of our neighborhoods to decide (a vote), not left to a few individuals. Is it worth it to allow one food truck, on one residential street, to disrupt the quality of life for so many who live in the general area? Do any council members live in neighborhoods (direct exposure) to where this new ordinance could take place? I know I speak for many residents. We are opening a hornet's nest! Businesses should be kept in business districts like downtown, NOT IN OUR NEIGHBORHOODS. This is not an issue that I follow closely. BUT...My View is they should only be allowed during special events. We have ample restaurants to select from. In addition during the season traffic is bad enough without other possible road barriers and pedestrian traffic. Thanks for asking for opinions.
