I am attaching an article about neighborhood noise complaints dated January 2015. It clearly
states that large events are disturbing the quality of life in neighborhoods where people live. It
also states that ordinances are rarely enforced.
Now it is 2023 and Splash House has announced a line-up that nearly rivals Coachella Fest-
another Goldenvoice project. Difference being that Coachella Fest is held at the Polo Grounds
in Indio, in wide open space, with nowhere near the density of housing that we have near our 3
host hotels.
I am tired of hearing that no one complains. That noise levels for high density neighborhoods
is not observed or enforced.

Splash House is now up to 3 full weekends. Surrounding residences are experiencing crowds
of over 7,000 people, with noise, traffic, trash, and vandalism. My attempts to get an answer
to, "Why if I have a party, noise compliance knocks on my door if my neighbors
complain, but Goldenvoice can hold MEGA events and there are no consequences for
infringement of neighbors' rights?"
My attempts to generate a constructive discussion with Darren Carroll have led nowhere. Of
course he supports his source of income, Sure, we get the announcement, the promises that
noise levels will stay monitored, and that all negative effects will be handled. I beg to
differ...and so would many others who just don't feel that their voices matter in decisions made
by our City Council and the Promoters.
We are a neighborhood...rather high density. Is this truly all about the money...at the expense
of quality of life? I think I know the answer. How many of the "decision makers" live in the
immediate area? It is so easy to ignore the negatives when those making the decisions are not
personally involved.
I have come to realize that my voice does not matter. I am truly wasting my time. My concerns

will be noted as just another dissatisfied resident. Decisions have been made. The theme is we
need to cater to those (young) tourists who come in, could care less about how their behaviors
negatively affect the quality of life for locals, and then they leave. WE, our neighborhoods are
left with the fallout. Next time you doubt the noise levels, the partying and trash left in the
surrounding neighborhood streets, gutters, and yards, stop on by. You might see what many of
us are complaining about.

Though what neighbors seem to be most concerned about is noise —
specifically, amplified music.
"We have had first-hand experience of an event house where the noise was
heard two blocks away during an event," wrote Adam Koffman and Jim

Committee — which functions as an adviser to city departments and the City
Council — has been studying the "event house" issue for the past six months
to come up with recommendations to better regulate what is a $1 million-a-
year business say those in the industry.
In 2008, Palm Springs enacted an event house ordinance, which many say is
seldom followed or enforced. In the meantime, the desire by event planners
and others to use some of the city's more impressive estates and homes for
weddings, charity functions and other events has grown.
One of the key recommendations to come out of the subcommittee — and is
often regarded as a "compromise" — would allow some form of amplified
music. The current ordinance does not allow for amplified music, and is
likely to be at least one reason why so few events formally applied for the
required permit.

Hello,
I am just writing to voice my concern and ultimate disapproval of the proposed preserve. I feel the
formation of the preserve and particularly the apparent intent of the owners to allow the introduction of a
coyote breeding habitat and safe space is very shortsighted and misguided. Not only does allowing the
constant close contact between coyotes and humans facilitate the obvious safety concerns, but it also
goes against the recommendations of every respected wildlife management agency with regard to the
safety and the habituation of the wildlife, plus, there is absolutely no reason for it. We already have a
national park, at least 5 existing nature preserves, and hundreds, thousands? of acres of protected open
space that can all be accessed literally within minutes. This, coupled with the fact that every wildlife
agency tells us that the coyote population is growing and expanding at an unprecedented rate, just says
to me that proposing this project in the middle of an already established neighborhood and population
center is unnecessary and reckless. And, to just follow the apparent logic of the preserve owners, what's
next? are we going to allow mountain lions and bobcats to breed, occupy, and defend the space also?
This all seems very unnecessarily dangerous, and I feel that it is a no-win scenario, it's bad for the wildlife
and bad for the residents and provides no benefit to either.

What is the status of the roadway landscape project along East Palm Canyon from Sunrise Rd to the car dealerships?
