During every community meeting since the inception of this “Navigation Center” idea, and every meeting that your Resident Advisory Committee representatives have attended, the city council and their representatives convinced us that this would be a “Navigation Center” that would transition homeless and drug and alcohol dependent persons into permanent housing through job counseling, temporary housing, and rehabilitation support. At NO TIME did they tell us that our neighbor was going to be a 40 million dollar nightly drop in flop house. This has grown in scope from being a relatively small “Navigation Center” to a 40 million dollar boondoggle. Let me be clear, we understand that there is a huge homelessness problem in Palm Springs. We were supportive of a center that would change lives. We are not supportive of enabling chronically homeless individuals by providing a hot and a cot when they feel like sleeping in a bed for a night and having a shower. Our worst fears, that this center would be a nightly crash pad for homeless drug/alcohol addicts, appear to be coming true. The Navigation Center was approved, designed and communicated to the public as a transitional housing initiative, not a transient overnight shelter. Despite concerns raised during the proposal phase about its distant location from downtown, which limited residents' access to potential job opportunities and other services, these concerns were disregarded for the sake of expediency. Positioning an early entry facility at this location only exacerbates that issue and forces potential seekers of overnight accommodations to traverse a landscape unsuitable for walking in intense heat along an extremely busy auto thoroughfare, Indian Canyon Drive. 2.Impact on Upper West Side District 1. Developing an early entry facility in this location will unquestionably lead to increased loitering, disturbances, and even more crime in this area, which already experiences higher crime and violent crime than other parts of the city. The expansion will create a revolving-door effect, where individuals cycle through the overnight shelter beds without fully receiving the support they require to transition to stable housing. These negative consequences will significantly undermine the sense of security among residents of the surrounding neighborhoods AND the future transitional residents of the Navigation Center alike. 3.Security. It appears that while there is much discussion and planning regarding the construction of the Navigation Center, not a single sentence that I’ve found to addresses how the City and County intend to uphold order in the surrounding neighborhood. 4. Fiscal Responsibility and Timing. This project was initially supposed to be completed in 2023; we are midway through the calendar year, and growing budgets and schedule delays seem to have pushed the completion date to 2024. Why add more cost to a project that has grown in scopeand cost? Doing so would be an irresponsible waste of funds and resources. I urge City Council to: Vote NO on the proposed $5M in additional funding. Send the proposal back to have the project scaled back to the original scope. Develop an early entry facility located close to where the homeless are concentrated (primarily downtown along parts of Ramon Road and in the washes) and where they are closer to potential jobs and services. Publish a complete neighborhood impact report and plan for the safety and wellbeing of local area residents and Navigation Center residents and collect public comment.
