Indian Canyon Drive HSPB #137 –Historic Designation May 25, 2023 PLANNING SERVICES DEPARTMENT 2C - Page 1 Project Site& Context Proposed Review •Historic Site Designation of 500 S.Indian Canyon Drive (SecurityFirst National Bank) •Previously heard by Council onFebruary 9, 2023 •Council directed staff to work withowners to address concerns •Revisions have been made tosatisfy the owner’s concerns PLANNING SERVICES DEPARTMENT 2C - Page 2 Municipal Code Section 8.05.070.C.1.a Criteria for the Designation of Class 1 Historic Resources The site, structure, building or object exhibits exceptional historic significance and meets one or more of the criteria listed below: Criterion i:The resource is associated with events that have made a meaningful contribution to the nation, state or community;Criterion ii: The resource is associated with the lives of persons who made a meaningful contribution to national, state or local history;Criterion iii: The resource reflects or exemplifies a particular period of national, state or local history;Criterion iv: The resource embodies the distinctive characteristics of a type, period or method of construction;Criterion v: The resource presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age, or that possesses high artistic value;Criterion vi: The resource represents a significant and distinguishable entity whose components may lack individual distinction, as used in evaluating applications for designation of historic districts, for parcels on which more than one entity exists; orCriterion vii: The resource has yielded or may be likely to yield information important to national, state or local history or prehistory. 2C - Page 3 Relevant Project Timeline February 9, 2023 The City Council considered the application for Class 1 Landmark historic designation of the property. City Council directed staff to work with the property owners to address remaining concerns related to the designation. March 6, 2023 City staff and Owner Meeting #1: Virtual meeting with City staff and the owners to discuss the existing concerns related to the historic designation of the property. Identified that another meeting would be necessary to continue the discussion. March 23, 2023 City staff and Owner Meeting #2: Virtual meeting with City staff and the owners to complete the discussion regarding designation concerns, and final language for the resolution was discussed and agreed upon. May 4, 2023 Finalized resolution language was sent to the owners along with the date to return to City Council for the designation request. Concerns were related to the following points: •May limit ability to make exterior alterations or attract new tenants. •Identification of the automobile centric design, particularly the parking lot,which might limit future use/redesign. •Limited flexibility to changing the landscape design of the property. 2C - Page 4 Revised Language Character-defining features: •Flat roof and cantilevered canopies •Asymmetrical façade projections/recessions •Geometric form and massing with no extraneous ornamentation •Irregular plan and site placement •Exterior veneers of native stone and exposed aggregate concrete panels •Large expanse of glass at the main entrance facing the parking lot •Automobile centric design with the drive-through •Terra cotta bas-relief panels depicting historic milestones of Palm Springs •The rugged landscape design beds PLANNING SERVICES DEPARTMENT 2C - Page 5 Non-contributing elements: •Projecting utility room on the southeast corner from 1964. •Extended portion of the canopy from 1986. •Rooftop screening for mechanical equipment installed in 1972. •Exterior ATM installed in 1981. •The parking lot. Section 3: Defining Historic Characteristics“Future alterations to the exterior of a Class 1 historic site, including but not limited to the addition of new fenestration, to accommodate for future uses may be proposed through the submittal of a Certificate of Appropriateness pursuant to the historic preservation ordinance Section 8.05.110." PLANNING SERVICES DEPARTMENT Revised Language 2C - Page 6 Conclusion & Staff Recommendation The Security First National Bank meets the definition of a historicresourceandpossesses sufficient historic integrity to qualify as a Class1(“Landmark”)site. Revisions have been made to address the owner’s concerns and provideflexibility for the property to accommodate future uses. Staff recommended City Council designate the property as a Class 1(landmark)historic site.
