We are so done with this council catering to visitors and tourism who cause accidents and trouble , traffic and inconveniences etc etc over residents well being. Like the jets in season landing taking off at 1 am 2 am 6 am... Will appreciate this passed on to city council and city manager as a formal statement for city councils next meeting. Like it's not enough you have all the other ridiculous loud parties at local hotels. Thanks for ensuring that controlled crosswalks are receiving attention in order for people to cross safely in particular wide major roads which you have already done on Highways but please can you now improve on streets like Ramon, Sunrise , Indian and Palm Canyon, with a few tweaks? The major issue is the height of the button to press, which in a number of instances are too high for someone sitting in a wheelchair to easily press such as this one on Palm Canyon opposite Smoketree Shopping center, see below. In addition, the markers and yellow pimples seem to direct one to go diagonally across the street which is confusing for a blind person Because of the width of the road many of my friends who are blind and or in a wheelchair feel very 05/25/2023 Public Comment Non Agenda Item nervous crossing the road in the first place, please could you also consider painting the crosswalks with zebra stripes which would bring attention to the crosswalks, especially to folk from out of town who drive much faster and I have seen drive over the crosswalk when people are crossing or have come to a skidding stop only after seeing a person crossing late. The worst thing in the World is for a disabled person to feel isolated because they can’t go out or are frightened to cross the street safely. I would assume a person in the City can look at this quite quickly to reposition the press buttons and to also gauge the ease of crossing from the perspective of a person sitting in a wheelchair, ie the grade and the direction, so that folk that I have seen with difficulty walking and in wheelchairs will be able to confidently cross the street, like all able bodied persons. Around midnight when everyone is leaving the bars, there is always 30 min of commotion with loud car engine speeding away, loud talking and yelling, cops using the speakers on the homeless that used to be at Rite Aid and are now at FUEGO and the market next to Rite Aid. In the FY 19-20 budget that was approved, There was an allocation for two additional FTEs accountants to perform audits in addition to the existing in-house staff. This was approved on the basis it would reduce costs, because Avenue revenue services would no longer be necessary. Why are we paying for outside services again? What is the total cost of the audits and what is the Recovery amount from the audits? If the recovery fed are far less than the expense, why are we auditng every single vacation rental home in Palm Springs? Why wouldn’t we just do a sample of the homes to determine the under reporting? A home owner, who does not have a property management company, submits their paperwork after receiving a letter and then wait up to two years for an answer. How is this good customer service? The hotels, property, management agencies and self managed. Homes, deserve a quarterly dashboard of TOT audits and recovery rates. Tahquitz Canyon Way Palm Springs, CA 92262 Re: HOA Response to Public Hearing May 11, 2023, Dream Hotel Condo Revisions (Case 5.1132-PD 333/TTM 35236) Mayor Garner and City Council Members: The Board of Directors of the Center Court Club HOA wishes to share its appreciation for the constructive dialog regarding the Dream Hotel condo project during the May 11th public hearing. As stated in public testimony, our HOA is in favor of a significant part of the developer’s 2022 proposed revisions to the 2019 approved plan. Our issue continues to be the proposed revisions to the Northeast Section due to the 46.2-foot height of the building just 51 feet from the shared property line. We share the City’s desire to see this project get underway and to be completed in the projected time frame. We also wish to be a part of the solution instead of a roadblock. To that end we share the following thoughts regarding a path forward. At issue is the developer’s need to address parking to the Northeast Section which creates height and scale issues in the revised 2022 plan. Keeping the condominium unit count at 12, we offer several ways to achieve that end, each of which is favorable to our homeowners: 1. Keep the 2019 Plan for “The Plateau”. The approved plan for the Northeast section is the most favored path forward. However, it no longer appears to meet the developer’s goals. 2. Add below-grade parking to “The Plateau”. The developer has already demonstrated the ability to engineer parking substantially below grade in the Southeast Section (South Villas) of the 2022 revisions. The addition of substantially below grade parking to the five buildings approved in the 2019 plan would likely raise the height of each building by 6 feet. Our HOA would concede this increase in height (though no higher) to meet the developer’s goal. 3. Add below-grade parking to the “North Villas” and adjust building heights accordingly. Since the developer demonstrates the ability to engineer below-grade parking in the Southeast Section, this same solution should be applied to the North Villas. This will lower each building by one story since it puts the first floor (garage) substantially underground. To address the height issue closest to our property line, the top floor of that building can be removed and added to the building furthest from the property line. The modified design would yield a 2-story building closest to our property line and a 4-story building behind it. The condo count would remain at 12. Center Court Club HOA May 23, 2023 Page 2 4. Develop a new plan for the Northeast Section. Though this seems to be the most time- consuming, it allows the developer to prioritize needs and look at that section knowing our concerns. We would likely favor a solution that remains a minimum of 51 feet from the property line with the building facing our one-story units to be no higher than 28 feet. Of course, buildings further from the property line could graduate in height. In the public hearing of May 11th, the developer stated that there was an 8-foot slope in height from the South to the North of the lot. Knowing how the property will be graded – or not – will significantly lend to the understanding of the relative heights of the newly proposed structures to those of Center Court so that an appropriate solution can be reached. 5. The developer buys the Center Court property. Since the uncertainties of this project have had a significant and long-lasting impact on our property values and the ability to sell our condos, a vast majority of our homeowners have grown fatigued. Though most of our residents are elderly, many of whom call Center Court their permanent home, the never-ending challenges have become too much for many to bear. To bring closure to the Dream nightmare, we would seriously consider a buy-out of all owners. Since we are on fee-simple land, the mechanics would not be as cumbersome as dealing with leased land. This is our least favored path but one we would entertain to end sixteen years of mayhem cloaked under the guise of public and civic good. The homeowners of Center Court are eager for resolution to the never-ending uncertainties of the real estate development abutting our property line. We met as a body of concerned homeowners and citizens and have given the issue our best shot to suggest reasonable accommodations to move the project forward. We know that the City Council is eager to move forward as well. Any decision regarding the 2022 proposal that does not address the height problem facing our units against the northeast section will be a travesty. We wish to be a part of a discussion rather than a recipient of a rush to judgment that cures a headache. Our right to a peaceful existence is on the line. Please help find a solution instead of approving a permanent problem.
