Dear Mr. Stiles and Ms. Pree -
Thank you for your attention to the errors I alerted you to regarding the approved heights of the
condominium units flanking both the northeast and southeast sections of the Dream Hotel. I see
that the correct heights and story count have been updated. My appreciation.
I do wish to point out one remaining error to the revised packet. Both Item 2A-Page 3 and
the Department of Planning Services memorandum dated May 11, 2023 (Item 2A, Page 148 --
last page of the packet) indicate that the original developer's proposal was for 5 stories
(northeast section) and 4 stories (southeast section) respectively. This is incorrect.
What currently appears in the corrected agenda labeled Item 2A is as follows:

The point here is the following: the developer did NOT reduce the number of stories to the
proposed condo revisions. They ONLY reduced the building heights by 6 feet. The inaccuracy
as presented makes it appear that the developer met the Planning Commission’s desire to see a
reduced story count – something that did not happen.
I recognize that it may be too late to update the packet given the short time frame remaining for
this evening's meeting. However, some verbal acknowledgement of the error during the public
session would be appreciated so that our speakers will not have to cut into their 2-minute time
allocation to the City Council to address the issue.

ANALYSIS:
Proposed Amendment & Site Plan:
The proposed amended project remains largely the same as was originally entitled. The
most notable change this time is the elimination of the event center/farmhouse located
at the southeast area of the site. The event center/farmhouse will be replaced by
residential structures known as the South Villas. The new residential addition is a 24-
unit condominium complex to be built on a partially subterranean podium containing
parking spaces. The structures will be three stories with a maximum height of 44 feet. In
2013, the City Council approved an amended project of a 50-unit residential structure
with a maximum height of 50 feet at the same space. The South Villas will have a
dedicated swimming pool, a clubhouse with a kitchen and rooftop deck for the units.
The residential section to the north formerly known as “The Plateau” will be redesigned
to include individual parking garages with access to each unit by an elevator and will
now be known as the North Villas. The unit count remains the same at twelve (12) but
will now be four (4) stories with a maximum height of 52 feet. The previously approved
residential structures at the same location were two-stories 25.8 feet high, and three
stories 37.9 feet high. The condominium structures will be constructed on a podium with
individual garages at the ground level. Guest parking spaces for these units will be
accessed through a central motor court. The design and form of the main hotel building
will stay the same; there is a minor interior change to the residential tower with the
addition of one unit bringing the overall count to twenty-nine (29) units. Overall, the
project is still in keeping with the intent of the original PDD in terms of development
standards and requirements of Section 14 Specific Plan design requirements. The main
entrance into the hotel lobby area remains along North Calle Alvarado. Due to the
changes to the site plan, the previously approved landscape design will be amended
around the residential, swimming pools and hotel amenities. A final landscape design
will be presented to the Architectural Review Committee (ARC) upon approval of the
amended project by the City Council.
Mass and Scale:
The overall mass and size of the main hotel building remains as was previously
approved with a C-shaped design running north to south, five stories high with a
maximum height of 56 feet. The architectural style of the hotel retains the same with
aspects of “The International Style” with emphasis on modernist minimalist attributes.
The total number of condominium units at the development will increase from the
previously approved 40 units to 65 units. The residential structures on the northeast
section of the site known as the “North Villas” is now four-story high building with a total
of twelve (12) condominium units and will have a maximum height of 52 feet. The main
access into these units will be from North Calle Alvarado and guest parking area is
located just south of the units. The previously approved event center/farmhouse located
at the southeast section of the site has been eliminated to make way for the proposed
twenty-four (24) unit condominium complex. The condominium building will be three
stories with a maximum height of 44 feet.

Dear City Council Members,
By way of introduction, I am a Palm Springs resident, living in The Morrison
Community at the corner of Av. Caballeros and Alejo Road. I am writing to share
my concern with the proposal submitted by developers of The Dream Hotel
project that would allow changes to the originally approved plan and increase the
height of the condo buildings from 3 stories to 5 stories tall, and the event space
from 2 storis to 4 stores.
If approved, the taller structures would be extremely out of place with the
aesthetic of existing lower-rise structures throughout the adjacent communities
such as The Morrison, Vue, and The Deauville and the other condominium
communities that sit between Amado and Alejo along Caballeros and Alverado.
Moreover, allowing the construction of a 5 story structure would unfairly
obstruct views of the residents in those communities.

While I recognize that this combined hotel and condominium project will be of
benefit to the downtown Palm Springs area, I strongly urge the City Council to
require the developer to stick to the originally approved plan or a variation
thereof that does NOT increase the height of the buildings and disrupt the look
and feel of our largely residential part of the downtown area.

What a major disappointment when the city council chose to let a very small number of
disgruntled people dictate the outcome of the approval for the Dream Hotel to proceed with
construction.
As is often noted, views are not protected, yet that is what happened with the capitulation of
the city council to yet once again stall the progress of building on the blighted empty lot at
Amado and Caballeros.
It wasn't that much of a surprise to watch Councilperson deHart, the representative for this
area, give lip service to the plea of a few owners of condominiums adjoining the Dream site,
regarding
their demand that the four story building on the Northeast corner of the property be
redesigned so as not to "suffocate" them. They obviously have his ear. But it was definitely
unsettling to see the
rest of the Council follow this line of thinking.
This is an urban area, in a downtown resort city, across the street from the Palm Springs
Convention Center. A four story building is not unexpected or out of place in this setting.
There was always expectation
that a convention hotel would be built on this land. We have in front of us a beautiful design
for a five star hotel and multi million dollar residences. The parking is underground. I'm not

sure what better outcome
we could ask for.
I live across the street from this site, and am looking forward to everything the
neighborhood will gain with the addition of this property, as are many of the owners in my
complex. While a number of us were
in attendance at last night's Council meeting, only one of this group spoke in favor of the
project as we felt there was little doubt the project would be approved. It was recommended
by the Planning Commission that
it be approved.
That will change at the June 5th meeting. Gone is the assumption common sense will
prevail, and a show of support for the Developer and this project will be, hopefully, obvious
and heard.
Nobody likes to see construction projects be abandoned and unfinished; I now see why it is
possible that working with the City of Palm Springs could cause even the most determined
Developer to throw up
their hands in defeat. The Developer of the Dream has redesigned, made concessions to
the Tennis Club owners, and jumped through multiple hoops to bring this project to fruition.
If this opportunity is squandered by the city, who knows what will ultimately be constructed
on this site. But I bet it will have at least four stories.
Please do the right thing for the city and approve this project on June 5.

Could the city council please explain why the new amendments to the long stalled Dream Hotel project now include
approval for the 29 Hotel Tower units to also be “Short Term Rental eligible”? If it is being developed as a hotel, why
is it also being granted STR rights? Currently, buildings are either one or the other. (Hotel or STR). Not both. Does
this now set a precedent that all existing and future hotels will demand dual status for some not well understood
advantage? Thus taking STR permits away from individual homes? What is the purpose and advantage of STR status
for a hotel? Thank you.

Mayor Garner and City Council Members:
The Center Court Club HOA is in support of the Dream Hotel project. The plan approved by the
Palm Springs City Council in 2019 is favorable to our homeowners. That plan was the result of
constructive conversations along with a visit from a City Council member to our property to
gain a better understanding of the situation before a vote was taken.
We understand the need to add 24 condos to the southeast section as currently proposed. We
support the proposed revision of the SOUTHEAST SECTION. However, we strongly oppose the
proposed changes to the NORTHEAST SECTION. The number of condo units in that parcel
remains the same (12) yet the four-story building closest to the property line suffocates our
west-facing units.
The four posters attached to this letter will be presented by members of the Center Court HOA
at the May 11th public hearing. I provide them here to enter them into public record and to
facilitate a better visual experience for each City Council member during the hearing.
We implore you to reject the Northeast Section revisions in favor of the approved 2019
version.

My name is Paul Hastings. I am a homeowner at The Morrison on Caballeros. I am
also the HOA President.
I am writing to ask you to PLEASE approve the Dream Hotel project. I understand
a lot of work has been done with the City behind the scene to get all financial,
processes and timelines agreed upon prior to your upcoming meeting.
As residents who are directly impacted by this project, we have been patient as
the process runs its course. From my review of the latest project details, it seems
that all issues have been resolved and the developer has met all planning
requests and guidelines.
It is critically important to our neighborhood that the current stalled project come
to fruition. We have all been patient as the City works with the developer. The
current "hole in the ground" has had a detrimental impact on our neighborhood
and our homes.

Dear Council Member:
Thank you for taking the time to read this letter. I am an owner of four properties
in Palm Springs and am an owner/resident of a home in The Morrison, which is
adjacent to the proposed Dream Hotel Project. For the past five years (perhaps) it
seems that I have walked by a large vacant dirt lot with a chain fence around it. I
have seen both sets of project proposals for the Dream Hotel.
While I really liked the first one (hotel only), I really don't feel any differently
about the proposed condos. I think anything appropriately constructed and
planned would be an improvement over a fenced yard of dirt. I don't believe that
the effect on the infrastructure would be so negative that the property values
would be adversely affected. Conversely, I believe that the development would
improve our property values and might help revitalize Palm Springs proper and
bring some needed business growth and services back to our community.
The past five years have seen the closings of the local cinema, along with several
shops and service businesses. Not everything can be blamed on Covid. Let's not
see development as always a negative but throw support to this project. I support
it and would urge you to as well.

I live at the Morrison on the corner of Alejo and Avenida Caballeros.
It’s been years since I and all the neighbors have been looking at the ugly fence
since the stop of the development of The Dream Hotel.
I assume that the ground work is already done .
I’m totally for that this development will start as soon as possible and have the
Hotel Dream finished sooner than later !!
