Dear Director Virata, In regard to this new and exciting program, Agenda Item 2A, CDBG Substantial Home Repair I would like to submit the following: Good afternoon, Members of the City Council I have reviewed the recommendations for today on the 2A Agenda Item. There is no priority for seniors in the recommendation and there is no priority for extremely low income residents. The program is being presented as a first come first served. I am in favor of the City Council adding a prioritization for Seniors and extremely low-income limits. Making it available first to the people who would really benefit most. In order of seniors and disabled in the Extremely low income bracket, which is for a single applicant is up to $18,500.00 a year. Then, Very low income applicants, which is an annual income for a single person of up to $30,800.00 And finally, to Low Income applicants who's annual income for a single persons income is up to $49,500.00. This way, those with no resources are prioritized over those with the higher incomes up to $49,500.00 For people like me in Mobile home parks in the extremely low-income bracket of no more than $18,500.00 and my personal income is significantly less than that. It’s a hopeless one step from homelessness situation when major issues arise. 04/27/2023 Public Comment Item 2A I have a lot to say regarding the difficulty getting assistance in keeping my mobile home habitable. It was not disclosed to me prior to purchase that it had sat empty and a pipe broke flooding the home up to 3 inches which I discovered by a barely visible waterline much later and confirmed by a neighbor. Over time the wooden supporting frame underneath dry rotted causing my home to begin caving in. I can see daylight where the wall and floor meet in one room so far. I have tried every avenue over the past 5 years multiple times, from Congressman Raul Ruiz’s office to Habitat for Humanity to, you name it down to all the local charities with never any help in site. Myself and people like me in the lowest Income bracket and no hope would benefit greatly from this program having no other hope. My next upcoming step would be homelessness and I am sure I am not alone. I’ve tried for over three years to secure low-income housing in case I must abandon my home, that serves me very well. My experience with the 2 year wait after applying has been, well I’m still 2 years out after waiting 3 so far. I will have no where to go when ultimately my home gets condemned if I cannot get it repaired it just gets worse over time. In closing the lowest income residents of Palm Springs would benefit the greatest if they could only be considered first. A real life saver. Thank you for your consideration.
