A RESOLUTION OF THE PLANNING COMMISSION OF
THE CITY OF PALM SPRINGS, CALIFORNIA, FINDING
THAT PROPOSED FINAL PLANNED DEVELOPMENT
DISTRICT PLANS FOR A 19,257-SQUARE FOOT
BUILDING EXPANSON FOR OAP HEAL TH ARE IN
SUBSTANTIAL CONFORMANCE, WITH THE PREVIOUSLY
APPROVED PRELIMINARY PLANNED DEVELOPMENT
DISTRICT PLANS LOCATED AT 1695 NORTH SUNRISE
WAY, ZONE PDD-281.
THE PL ANNING COMMISSION FINDS AND DETERMINES AS FOLLOWS:
A.OAP Health, ("Applicant") has filed a Final Planned Development District
application with the City pursuant to Section 94.03.00(C)(?) of the City of Palm Springs
Zoning Code for a 19,257-square foot building expansion located at 1695 North Sunrise
Way, Zone PD 281.
B.On January 14, 2021 the City Council approved Ordinance #2036 for the
expansion of Planned Development District (POD 281) in lieu of Change of Zone for the
13.2-acre Desert Aids Campus and established specific development standards for Vista
Sunrise II apartment building and OAP Health expansion known as the Pavilion; approved
Ordinance #2054 for a Vesting Development Agreement between the City and OAP
Health for expansion of the health facilities allowing entitlements for ten (10) years;
approved Resolution #24835 certifying a Mitigated Negative Declaration (MND) for a
General Plan Amendment and Planned Development District in Lieu of Change of Zone
along with associated entitlements; approved Resolution # 24836 for a General Plan
Amendment to modify the land use designation from P/QP and MOR to MU; and
Resolution #24837 for a Major Architectural Application for the construction of a sixty-one
(61)unit special needs housing complex, and the health facilities expansion.
C.On November 9, 2022, the Planning Commission held a public meeting to review
the Final Planned Development District plans for the project.
D.On November 9, 2022 the Planning Commission found the Final Planned
Development District Plans for a 19,257-square foot expansion of the health facilities to
be in substantial conformance with the Preliminary Planned Development District Plans
and development standards.
E.A Mitigated Negative Declaration for the project was previously adopted by the City
Council on December 10, 2021, in conjunction with the approval of Preliminary Planned
Development District (PD-281).
