•Access Center open 8-5 daily, with limited services.
•Growing number of homeless and encampments within the city.
•Law enforcement has limited options.

PROPOSED SOLUTION TO CHALLENGES
•Martha’s Village and Kitchen is proposing an Emergency Navigation Center in order to fill gaps in current servicesavailable to the homeless of Palm Springs.
•This will include 95 beds available to homeless individuals referred by the Palm Springs Police Department and Martha’sVillage and Kitchen. This will serve as an entre into the Navigation Center system, or first point of entry that can helpclients become ready for transitional housing.
•Focused on Palm Springs homeless.
•Martha’s Village and Kitchen will carefully manage the shelter to be a good neighbor.
•Palm Springs Police Department will have beds to refer encampment inhabitants to.

PLAN FOR EXPANDING SERVICES IN 2023 & 2024
•Warm Weather Shelter summer of 2023 in current Access Center. 20 -25 beds and case management.
•Emergency Navigation Center fall of 2023. 95 beds, case management and counseling.
•Navigation Center (delayed due to supply chain issues). Transitional housing and case management.

SUMMARY
The Emergency Navigation Center proposal will address current challenges related to the homeless in Palm Springs as follows:
•Create options to house the homeless that do not exist today and fill gaps in services.
•Give law enforcement more tools in their effort to eliminate homeless encampments.
•Provide steps one and two in the process of helping the homeless become stable and ready to findpermanent housing. When clients are ready, they can graduate to transitional housing at theNavigation Center.
