Good Morning, I am currently on the Amtrak train that just passed through your city without stopping. This was unfortunate because my husband was heading to the train station to pick me up (I live in Calimesa). I was told the train could not stop because the station was covered in sand. I realize that the train stops there in the middle of the night, but I think something should be done so we don’t lose what rail service we do have in the area. Now, I am spending an extra 3 hours to get home by way of the Ontario station. Thank you for your time and attention to this matter. Hello, I am just writing to suggest that possibly a tunnel may be a better solution to the flood/ sand road closures plaguing N. Indian and Gene Autry. I don't know if that option has been suggested or explored previously but it seems like a permanent solution to the flooding as well as the sand issues, whereas a bridge would seem to only alleviate the closures due to flooding. I would think with the relatively minimal amount (if any) of underground utilities in the area and what I would imagine would be a less convoluted environmental/ permit process, the cost of boring a tunnel would be competitive with that of a bridge, with the added benefit of eliminating the wind driven closures and also being able to be completed without closing the surface roads during construction. I am forwarding to you and Council correspondence between myself and the police department. What is glaringly obvious are the following: Speeders, red light runners, cell phone users, drivers under the influence if pot or alcohol, have reached crisis levels. Your police department is under funded and cannot respond adequately to these issues. There are no red light cameras in the city and therefore no enforcement of violations , unless a police officer happens to be present. There are no routine speed traps. Any road blocks for checking on impaired drivers are publicized in advance. So it is easy for impaired people to avoid the area. The police department needs sufficient funding to deal with these issues. Red light cameras should exist at all major intersections and fines should be at least $500 . As well, a driver's license should reflect the violation so that their insurance rates are affected. Routine speed traps should be instituted. So should random stops for seat belt checks and cell phone use . Dui road blocks particularly on weekends and holidays should be routine and with no advance publicity. I can address your questions on Sergeant Galvan’s behalf. I completely agree with your perspective on the blatant disregard motorists exhibit today. From my perspective, it seemed around the time we were experiencing the initial COVID restrictions that motorists seemed to become impatient and self-centered. I have had this conversation with others, and they seemed to agree. Our traffic team addresses hot spot locations based on collisions and complaints with enforcement efforts. Our patrol officers will address issues as they can while handling other priority calls for service. The traffic team I mentioned has been charged with conducting DUI checkpoints, which are announced to the community via the Everbridge Notification platform. The cameras you reference at intersections may be one specifically for monitoring traffic flow for lighting sequences. We do have some intersections that have a city camera installed, those are monitored by our dispatch center when a call for service comes in at the location. However, we do not have a program that cites the owners of vehicles after the fact, nor do the cameras get monitored for traffic violations. If you have a specific area of concern within a given time frame, our traffic team could likely try and address the issue with enforcement. In the12 years I have lived here I have never seen a speed trap or a drinking/driving road block. I see some cameras at intersections, are they working? Do you track offenders and prosecute? Do you have the power to suspend licenses? How are fines collected and how high are they? Do we need a change in State legislation or new city bylaws ? I spoke to the organizers during the sound check and they mentioned nothing about the sound being louder during the sound check. They told me that the event would continue until 10pm and that I could call the police if the noise bothered us. Other residents also complained to them. Our windows were rattling and we could not even hear our TV. We chose to go to a hockey game to escape the noise. We got home at approx. 9pm and the music played until 10pm and I could clearly hear it inside our condo. The organizers also told me that they had a permit and all the neighbors were notified during the permitting phase. We have never received notification from the city prior to events at the conference center or at the Renaissance Hotel. I checked with others in the HOA and no one has ever received required notifications. I called city planning department yesterday and I was told their Dept head would call me back. No return call was received. One of our residents told me the music rattled her windows and was loud. We are simply asking for no loud music in our residential area. The stage was steps away from some of our condos. I can send you quotes from other owners posted on our association website. The conference center has indoor areas that they can use for music events. Or perhaps turn down the volume. The initial sound was loud. It is rattling our windows and we can’t hear our TV. I went over and spoke to them and they tell me the music will be playing from 5pm until after 9pm.
