HomeMy WebLinkAbout3A - PresentationBusiness and Legislative: Environmentally Preferable Purchasing Policy (EPPP) Agenda Item #3A March 23, 2023 PROCUREMENT AND CONTRACTING DEPARTMENT +OFFICE OF SUSTAINABILITY 3A - 1 Summary of Recommendation Approve the Environmentally Preferable Purchasing Policy (EPPP) and incorporate it as an attachment to the City’s Procurement and Contracting Policy (Title 7 of the City’s Municipal Code) and delegate authority to the City Manager or their designee to implement, update, and maintain the policy. PROCUREMENT AND CONTRACTING DEPARTMENT +OFFICE OF SUSTAINABILITY 3A - 2 Background •The City Council reviewed a previous version of the EPPP on March 10, 2022. •The Sustainability Commission reviewed and added to the EPPP during the summer of 2022. •City departments reviewed the updated EPPP in the fall of 2022. PROCUREMENT AND CONTRACTING DEPARTMENT +OFFICE OF SUSTAINABILITY 3A - 3 What is EPPP? •The policy consolidates existing best practice within the City, local/state/federal regulations (including SB1383), and other best practices (i.e. third party certifications) that advance environmental health and sustainability across City spending categories. PROCUREMENT AND CONTRACTING DEPARTMENT +OFFICE OF SUSTAINABILITY 3A - 4 What is EPPP? •Staff will use EPPP in four ways: 1)Identifying requirements that apply to specific products (i.e. recycled content minimums for paper) 2)Identifying best practices for reducing overall purchasing impacts PROCUREMENT AND CONTRACTING DEPARTMENT +OFFICE OF SUSTAINABILITY 3A - 5 What is EPPP? •Staff will use EPPP in four ways: 3)Understanding how to maximize utility and environmental value from purchases 4)Understanding requirements for reporting PROCUREMENT AND CONTRACTING DEPARTMENT +OFFICE OF SUSTAINABILITY 3A - 6 How will we implement EPPP? •EPPP specifies that products that have already been purchased are to be used until they run out or reach end of useful life. •The guidelines will apply to new purchases after the effective date.
