Please stop them. Pacaso has made this home party central with lots and lots and lots of noise. Every time we turn around there is someone new there and ongoing noise. They come to town, have their parties and leave. That is not a neighbor, that's a party house. Please do not let Pacaso's profiteering destroy our neighborhood. Stand up to them for violating our zoning laws. If you have to work with them make them accountable to vacation rental standards. If you don't believe me give me your phone number and I will call you and you can come listen to the next party rotating thru the house. Hello Grace, I hope this finds you well. I understand that there is a meeting tonight regarding Pacaso style homes. Unfortunately I will not be able to attend. But I wanted it to be on record that we are very much opposed to this form of glorified vacation rental. I do not speak only for myself when I say this but for my neighbors as well. We WILL fight the city if it bows to allowing these types of small hotels to dismantle our neighborhoods. I have also just learned that that there is something in the making called Junior Vacation Rentals where such houses do not come under the same regulations as Vacation Rentals so that they can bypass the allowable limit of rentals per neighborhood! Again, I can assure you that our neighborhood along with other neighborhoods will fight this type of business in our neighborhoods. I would like to know what your input is on these two subjects. The litter problem continues to exist on Andreas caused by the apartment tenants littering on both sides of the street. Whereas code specifies that a resident is responsible to pick up litter to the middle of the street these apartment houses don’t even pick up what is on their property along Andreas. So I have begun to collect the garbage left on Andreas and reposition it to Tahquitz. Apparently the grounds keepers of these buildings seem to only see garbage on Tahquitz. So by moving the garbage from Andreas to Tahquitz we hope that they will see it. A solution to this would be for the city to monitor this and fine the apartments but in 20 years that has not happened. In addition the apartments should put on their lease agreement a section for the tenants to check that tenants caught littering are subject to immediate eviction. Again I know a pipe dream. So in the mean time I just feel that the rest of the city should share in the visuals that we have put up with all these years. Respectfully, Charlie Ciali This is the wall behind the Crest Apartments. 02/21/2023 Public Comment Item 3E This is the aftermath of the gardens when they cleaned out the parking lot at Mojave Blue Apartments…just blow it into the streets! 02/21/2023 Public Comment Item 3E This is what I find on Andreas left for days. = 02/21/2023 Public Comment Item 3E This is where it will end up. 02/21/2023 Public Comment Item 3E 02/21/2023 Public Comment Item 3E From:Patricia Cole To:City Clerk Subject:E-Public Comment Date:Tuesday, February 21, 2023 8:48:33 AM NOTICE: This message originated outside of The City of Palm Springs -- DO NOT CLICK on links or open attachments unless you are sure the content is safe. My name is Dan Cole. I have lived in Palm Springs for nearly 30 years and never dreamed 1/8 of a neighboring house would be on the market for $660,000. So much for affordable housing. Will Palm Springs become a city of no permanent residences? Will it become a city of rotating neighbors? Palm Springs politicians really dropped the ball on allowing companies like Pacaso to take hold of our city. Councilmember Bernstein - I live in your district. I am opposed to rescinding the ban on Pacaso. I find the current “negotiations” insulting to full time residents. One per block?! That is outrageous. On top of my neighborhood having nearly 40% of our households as STRs, now you are considering adding to this burden for residents. And it appears they would have preferred status over the STRs, with different rules?! No way. The city has told Pacaso to Cease and Desist. Do not alter this directive. Consider residents. You campaigned as wanting to be the voice of business on the council. That is why I did not vote for you. You seem be more concerned about businesses than residents. I hope you will prove me wrong. I urge you to not be bullied or persuaded by Picaso’ attempts to commercialize neighborhoods.I think we all have had experiences with a less than desirable neighbor be it an owner or renter never mind being exposed to multiple “owners”. Your home and family are exposed to a crap shoot of who is on your street; a lessening of a neighborhood atmosphere; greater traffic as homes will likely have multiple users at a time; ‘loaning’ out of the time share at a price etc. Please don’t get pushed around by these people. Tell them to take their business elsewhere if they are in fact welcome elsewhere. Once you let them in you won’t get them out or multiple owners off title. Dear Christy: I am deeply troubled reading today's article in the Desert Sun that Pacaso is making yet another bid to gain the approval of the Palm Springs City Council. Neighborhoods with single family homes are not commercial zones ripe for the picking of large corporations looking to make a profit at the expense of existing homeowners. It doesn't matter if they are permitted for one Pacaso type home per block or ten, the sanctity of the neighborhoods would forever be jeopardized. Unlike vacation rentals, Pacaso houses will remain Pacaso houses in perpetuity, with only individual timeshare owners selling their one-sixth shares from time to time. The plan to allow only one Pacaso home per block is likewise ludicrous. There are hundreds, if not thousands, of residential blocks in the city of Palm Springs effectively giving Pacaso the potential to become the largest housing owner in the city, and in effect controlling real estate values for every individual homeowner in the city. Likewise, should Pacaso be allowed to operate in our residential neighborhoods, it will set a dangerous precedent opening the door for other corporations to come in and follow in their path. Once a company like Pacaso is given the green light (even with caveats), Wyndham Vacation Club, Marriott Vacation Club, Shell Vacation Club, Travelhare.com, and others could all reasonably argue that Palm Springs is practicing discriminatory business practices should the city not allow competing companies to have the same rights and opportunities to buy properties and set up shop in residential areas. I realize the city looks at operators like Pacaso as a potential source of revenue through permitting fees, fines, etc. But again, ask yourself at what cost is that to existing 02/21/2023 Public Comment Item 3E homeowners who suddenly find themselves living in a commercial zone? On the street where I live, ALL the neighbors know each other. As full time residents, we take pride in our neighborhood, and if an issue needs to be addressed, we all care enough about it to assure our neighborhood remains a desirable place to live. With part time ownership, that cohesiveness would likely be lost. Please, step back for a moment, and look at this proposal and what it means in the future to the residents and homeowners of Palm Springs, some of us who have been here for decades. Ask yourself, is this the neighborhood model that you envisioned as you made the decision to make Palm Springs your home? Colin Tooze, a Pacaso spokesperson recently stated “We’re confident that members of the council understand that it’s not the proper role of local government to decide who is allowed to own property." Mr. Tooze is totally off base. Just as a Hilton Hotel, a Ford dealership, or a marijuana dispensary would not be allowed to operate in a residential neighborhood, nor should any other large corporate entity including a time share based business. It is not consistent with what our neighborhood models are. If allowed, it will significantly impact the nature of home ownership and residency in our beautiful city. And I can safely say that is NOT something the majority of the existing residents here want. And after all, isn't it those residents who you represent, not outside corporations like Pacaso whose proposal would forever change the fabric of Palm Springs.
