Indian Canyon Drive (APN #508-121-001) •Zone District: C-1 & R-2 •General Plan: Central Business District (CBD) Item 2A - Page 2 Historic Documentation DEVELOPMENT SERVICES DEPARTMENT Architectural Rendering from 1959 Source: Palm Springs Historical Society Site Photograph after construction in 1959Source: Palm Springs Historical Society Item 2A - Page 3 DEVELOPMENT SERVICES DEPARTMENT Existing Site ConditionsItem 2A - Page 4 Municipal Code Section 8.05.070.C.1.a Criteria for the Designation of Class 1 Historic Resources The site, structure, building or object exhibits exceptional historic significance and meets one or more of the criteria listed below: Criterion i:The resource is associated with events that have made a meaningful contribution to the nation, state or community; Criterion ii: The resource is associated with the lives of persons who made a meaningful contribution to national, state or local history; Criterion iii: The resource reflects or exemplifies a particular period of national, state or local history; Criterion iv: The resource embodies the distinctive characteristics of a type, period or method of construction; Criterion v: The resource presents the work of a master builder, designer, artist, or architect whose individual genius influenced his age, or that possesses high artistic value; Criterion vi: The resource represents a significant and distinguishable entity whose components may lack individual distinction, as used in evaluating applications for designation of historic districts, for parcels on which more than one entity exists; or Criterion vii: The resource has yielded or may be likely to yield information important to national, state or local history or prehistory. Item 2A - Page 5 Criteria for Historic Designation DEVELOPMENT SERVICES DEPARTMENT Municipal Code Section 8.05.070.C.1.b Analysis of Integrity •Location •Design •Setting •Materials •Workmanship •Feeling •Association Item 2A - Page 6 Criteria for Historic Designation DEVELOPMENT SERVICES DEPARTMENT Character-defining features: •Flat roof and cantilevered canopies •Asymmetrical façade projections/recessions •Geometric form and massing with no extraneous ornamentation •Irregular plan and site placement •Exterior veneers of native stone and exposed aggregate concrete panels •Large expanse of glass at the main entrance facing the parking lot •Automobile centric design with the drive-through •Terra cotta bas-relief panels depicting historic milestones of Palm Springs •The rugged landscape design Item 2A - Page 7 Relevant Project Timeline November 2019 Purchase by the current owners. May 2021 Palm Springs Preservation Foundation submitted letter requesting HSPB add the building to their annual work plan. Staff contacted the owners regarding the work plan amendment request. June 2021 HSPB amended work plan for 20/21 to include subject property. Staff contacted the owner about the HSPB action and provided details on the Mills Act contract and the property owners’ ability to make changes to a designated site. Applicant provided written comment to the HSPB board regarding their opposition for designation. July 2021 Unanimous vote by HSPB directing City staff to initiate processing the application for designation. September 2021 Staff contacted the owner answering their concerns about historic designation. November 2022 HSPB site visit scheduled with owners in attendance. December 2022 Staff contacted the owners about the scheduled HSPB public hearing and provided them with agenda packet January 2, 2023 HSPB recommended Class 1 Designation of site to City Council. January 23, 2023 Staff communicated with the owners regarding City Council hearing and information to join the 2/9 meeting virtually Item 2A - Page 8 Conclusion & Staff Recommendation The Security First National Bank meets the definition of a historic resource based on Criterion2, 3,and 5 of the Palm Springs Historic Preservation Ordinance. The property possessessufficienthistoric integrity to qualify as a Class 1 (“Landmark”) site. Staff recommended the HSPB adopt Resolution #137 recommending City Council designatethepropertyasaClass1(landmark)historic site. DEVELOPMENT SERVICES DEPARTMENT HSPB Recommendation The HSPB recommends City Council adopt Resolution #137 to designate the “Security FirstNationalBank”building (500 S.Indian Canyon Drive)as a Class 1 Site.
