Dear City Council and Staff,
CC; Denise Goolsby and the ONE-PS BoD,
A RESPONSE TO US IS NOT NECESSARY.
Planting a seed for the idea of creating a “Palm Springs Civics Academy”. The inspiration comes from our neighboring city to the north,
Desert Hot Springs.

For years we (Denise, Bob and I) attended more neighborhood meetings than we can even count. So often the questions and concerns
were the same, meeting after meeting, and year after year. Most requiring an explanation about how things work in the city. It is clear, that
how the city works is a big mystery to many/most, and wrong assumptions abound. We would often discuss among the three of us, how a
library of informative videos from the city depts. on the common topics would go a long way to help educate and inform. That way people
would have ready access to visit and share on how the city works. A PS Civics Academy might be an idea to consider. It could even become
a recommended primer for all new ONE-PS Reps and Alts. Perhaps even become a learning and research tool for our Palm Springs
students.

My wife and I have been coming down to Palm Springs for a number of years and love the many amenities and
excellent restaurants that are here. We like staying close to the core so we can walk around and stop for a coffee
and just hang out. Our only complaint is the amount of litter that seems to be around. We differently have noticed
that garbage cans are overflowing especially on Tahquitz and wonder how often do they get picked up. Thanks Doug

I have lived in Council District 5 in the City of Palm Springs for 3 1/2 years and have been a property owner for over
20 years. My concern is the Smoketree area on Palm Canyon Drive between Sunrise Way and Farrell. This area of
the City is an absolute eyesore with homeless individuals living in squalor in and around bus stops. There are always
numerous shopping carts full of items that quite frankly look like debris and waste products. Several "snowbirds"
who stay at my complex during the winter months have commented to me about the dire condition of the
Smoketree shopping complex where the Ralph's is located. Chief Mills wrote in one of his public service
announcements about people openly using fentanyl at the intersection of Palm Canyon and Sunrise. Many of the
individuals I see loitering in this area appear to be under and influence and/or addicted to opiads. The Council must
not be waiting on the delayed opening of the Navigation Center to address this very serious matter.

Thanks for your email. The State of California has passed legislation (SB 946 in 2018 and SB
972, which took effect on Jan 1st 2023) that prohibits cities from banning sidewalk vending,
however the city is able to regulate these businesses to help ensure public health and safety.
Council and city staff are currently in the process of drafting an ordinance regulating sidewalk
vending within Palm Springs. I've copied the city clerk who will enter your comments into the
public record and share them with the other members of council. Thanks for being involved.

Dear Councilwoman Hostege,
I have never reached out to politicians before, but I feel I must express my opinion on the matter of
the pop-up street food vendors in Palm Springs. I am totally against permitting such arrangements
for several reasons. Firstly, I think such “businesses” are an unfair arrangement relative to existing
brick and mortar, licensed food businesses that are held to health codes and pay business taxes. I
feel that the lack of sanitary requirements and oversight and the free nature of just standing at
street corners selling food is unsafe to the community. Also, I do not feel such practices improve the
look and feel of such a vibrant “town”. In fact, I think such arrangements contribute to the declining
quality of the city which is already suffering from the absurd amount of homelessness ruining the
quality of life here. This is not an us-versus-them situation, but a matter of fairness and safety.
Please refrain from legitimizing these arrangements and perhaps consider establishing an dedicated
area/food hall type of arrangement for such vendors and food trucks. This may be a more
appropriate, enjoyable and controllable method for permitting non brick and mortar businesses.

Please forward this message to your City Council. As a frequent visitor to Palm Springs I have used the swim Center
regularly and often in the past. But this year has been filled with disappointment at the Center being closed
frequently. I am given the same excuse each time that relates to shortage of staff. As a retired Municipal
Adminiatrator I know the value and difficulties associated with keeping these valuable assets open for taxpayers.
While I am not a taxpayer I gladly pay the inflated rate to use the facility. But the apparent incompetence of
management in this case is forcing me to consider another location to spent my winters in. I know my loss of
business won’t affect the problem but Council needs to be aware of the problem in this facility. In speaking g to
others I know I am not the only one with this impression. I trust my view will be considered by Council and a solution

Our neighborhoods are experiencing crime. Police do not show up.
Our cars are broken into daily. Our garages are broken into daily. People threaten us on our own
streets. Now they are knocking on our doors trying to get into our homes.
We continue to pay our taxes and the city continues to help everyone but we the residence of this
fair city. Its time to stop helping the homeless and start helping the people who reside here in Palm
Springs

Dear City Counsel
Our homes in the palm Springs area are being broken into and Burgled as well as Ransacked. I have
camera footage of people coming into my back yard and trying my windows and doors. My direct
neighbors home was burgled and Ransacked. We are accosted and yelled at by homeless and drug
abuse people. We are made to be afraid in our own homes, neighborhoods and grocery stores.
Police don’t respond and if they decide to.. its hours later after the criminals have left.
We pay our taxes and respect our fair city. We need to be given the same from our city counsel. We
elect YOU to help us. Not to help the homeless and make their lives easier. We come here to retire
and have an easy peaceful life. Not to worry about who will enter our homes while we sleep.
City council get up off of your buts and do something before its too late.
WE NEED TO FIGHT BACK NOW. WE NEED TO TAKE OUR CITY BACK NOW BEFORE IT BECOMES LIKE

Hello Ms. Pree,
I am asking you to please share my concerns re a homeless woman with our City Council.
Her name is Gail and she roams and sleeps up and down Tahquitz from approximately Farrell
to Palm Canyon. I met her approximately a year ago and attempted to intervene. I contacted
PSPD informing them of her locations. I eventually spoke with an officer in charge of
homelessness at the time and he informed me he knew of her, that she wouldn't speak to "us."
Then I learned that if she were mentally challenged, which I suspect, there was nothing that
could be done for her, unless she willingly wanted shelter. I asked Gail on one occasion if she
would like to sleep in a bed and she said, "Yes."
I recently ran into her and she looked like she had aged and was struggling to push her
shopping cart. I asked her if she was OK and she asked me if I was eating! She doesn't
engage but for a few minutes and then drifts off down the street.
