Please read carefully the thoughts of one of their council members;
“If you look at some of the vendors in the Palm Springs area, it looks
like a circus,” said Councilmember Raymond Gregory. “It looks like a
full-on restaurant. And they don’t just have one string light, they have
several throughout. It definitely could create some sort of safety
issues.”

In my last correspondence to Lisa Middleton, I mentioned that a street vendor had
5 hand painted signs placed around their illegal business off Smoke Tree area-
well, doesn’t Palm Springs’s have a sign ordinance that can be enforced?
Seems like other cities in the valley, once again are taking action for the benefit of
their law abiding, taxpayer, and voting residents. Palm Springs’s need to follow
suit!

Good Morning Ron
I have edited my public comments down to just under 2:00 minutes if I read fast. I have attached them
in case you miss the last sentence. I will try the zoom call in rather than in-person if the meeting runs
too late into the evening.
I really do believe the heart of the problem is with an understaffed Public Works/Engineering
department who need more Public Works Inspectors
to be out in the field and possibly more staff in the office. Jennifer told me over the phone in December
that they were understaffed; and Jonathon described
issues that made it appear like they were overwhelmed. A similar situation to the issue you spoke about
in the last councilmeeting about additional fire fighters (capacity) affecting business insurance rates. In
this case its not a fire response capacity we need its a growth response capacity that is needed.
Also I think the Utility Encroachment Permit process is out-dated and not up to the task considering
Frontier's project scope and the actual construction duration at each location.
In my conversations with other city staff in other valley cities, they have shared with me that:
Another Director of Engineering/Public Works department told me that after my call he was going to
bring it up to staff to incorporate into their procedures. He felt that mandatory resident notification

along right-of-ways was a good idea and it made sense. He told me that Frontier is just starting in
their city and that Frontier is submitting multiple (up to 15) permits at a time. He shared that their
department inspectors make daily contact with permitted project crews and that he hires additional
contract staff as the volume increases. He also told me that they regularly require CVWD and SCE
projects to publish updates in the newspaper.
Another Director shared with me that they had nothing but problems with Frontier and shared that
unlike Palm Springs they don't allow utilities to submit blanket permits for projects unless they are for
annual maintenance..I asked him if he felt like this was the first major infrastructure improvement
project in his city in decades - where they would have to lay conduit underground and install boxes
where none existed before in long-established neighborhoods - and he agreed that it would be.
Another City Deputy Engineer shared with me that they do mandate resident notifications for all
internal projects but agreed that he understood how it appeared
inconsistent if the City mandates itself to notify residents but lets utility companies hired crews
determine whether or not they will notify.
There is more information that I would like to present to you going forward but I will put it in a letter
format.
Also if there is consideration for adding a sub-committee or committee to look into making updates, I
would like to volunteer to help.
I want to see Palm Springs do the best job it can for everyone and I know we can make this better.

Frontier’s Fiber rollout activities represents the first time in decades that a there is a major
infrastructure upgrade throughout the city. In response, the city should hire more inspectors and
update its policy, procedures and communication practices in the Engineering and Public Works
Department, to give both staff and residents the tools, resources and information they’ll need going
forward.
Other cities in the valley mandate daily contact with permitted project crews and hire additional staff to
cope with the anticipated volume of ongoing projects. This ensures that project crews are complying
with permit provisions daily.
This will be a new experience for many. There will be a learning curve for staff working with utilities on
a project scale not seen in a long time. Residents are not accustomed to a 3-month occupation of work
crews, daily disruptions, equipment, materials, blocked driveways and property damage. Sidewalks will
be impassable hazards for those who rely on them for mobility. They’ll need to know how to schedule
their activities and who to contact if there is an issue.
The city needs to update the Utility Encroachment Permit process to make sure large scale utility
rollouts like Frontier’s “Fiber to Home” are as smooth as possible for everyone.
Existing permits and procedures do not require the notification of residents who live along the right-of-
way. Contractors are not required to tell residents or staff when construction work will start and end.
Names of contractors and contact information are not publically available or anywhere to be found on a
public web page.
Frontier is currently performing work based on permits that were submitted over a year ago and
according to staff contained out-of-date contact information. Other jurisdictions only approve open-

What is being done about the lights on Palm Canyon between Sunny Dunes and Mesquite? They have been out for
over a year. It is a dangerous curve and with the homeless population, unsafe to walk through. Only the east side
sidewalk is open due to Elan construction and there are absolutely no lights. I've had people follow me through
there and I'm just waiting for the day I'm mugged.

I am a snowbird spending winters in Palm Springs. For the past 40 years we have vacationed in Palm Springs falling
in love with the area And so 7 years ago we purchased a home across the street from the convention centre. A few
years later development started on the Dream Hotel across the street from our property. Shortly thereafter is
stopped. It is an eyesore and a hazard. Yet the city has yet to force their hand with the developer. Year after year
our visitors have commented to a lack of action allowing halted properties to remain not just with this location but
others as well. If this property at Amado and Caballeros does not proceed asap then it must be returned to the

Please do something about the stalled developments. The Dream Hotel is particularly unsightly and dangerous with
an increase in homeless people using it and graffiti tags on the fence. According to the State of California, it is still on

RE: Looking forward with furthering turf conversions and adding restrictions on new lawn installations.
First off, thank you, Thank You, THANK YOU!!!! for all you have already done with Turf Conversion Matching
Rebates with DWA.
So here is “The Ask”.
“The Ask” for the City of Palm Springs:
1. Please place a citywide ban or moratorium on all new lawn and lawn irrigation installations. As we’ve
driven around town in recent weeks, we keep spotting new home builds and new renovations where
they have just installed new lush lawns covering the majority of their yards. Those same yards had been
either low water use desert landscaping or an empty lot. This especially shocks the conscience in our
historic drought. It needs to be stopped. Please URGENTLY place a ban or moratorium on all new lawn
sales and installations in Palm Springs. It’s time for people to embrace the infinite and beautiful options
of desert landscaping and become water wise. NOTE: A new Las Vegas law requires all homeowners to
get rid of all their lawns by 2027.
2. Please add a couple million more dollars of funding to the Matching Turf Conversion Rebates Program
with DWA. It is a HUGE success and many homeowners are already on the wait list ready to move
forward, but simply can’t afford to go ahead without the program’s continued help. Original funds were
used up in a few hours on Dec. 1, 2022, because the need and interest was so strong. DWA received
more applications than there was City funds available.
3. We’ve heard from several HOAs wanting and eagerly waiting to be able to participate too, but with the
cap of $5,000 per project, it would allow only a little over 1,600 sq. ft. of turf conversion. For
homeowners that limitation is typically enough to complete their projects. However, most HOAs cannot
do projects that tiny and make a difference. Please consider a $50,000 cap or more for HOAs and their
much larger scale of projects.
“The Ask” for the Desert Water Agency:
1. Please consider a modification or elimination of your 12-month time frame restrictions on the allowed
frequency of Turf Conversion Rebate Applications. If the goal is to get as much turf converted to no/low
water use space, such a restriction defeats that goal. Several HOAs we have heard from, struggle with
managing especially large-scale projects, since those working on them are only volunteers from their
HOAs. If they could do them in smaller sectional 10,000-15,000 sq. ft. projects, it would help them be
able to participate. Once they finish one section, they would want to start the next section. But waiting
a year really does not work or seem to have logical reason. Waiting 12 months between projects
defeats the primary purpose of getting as much turf converted as soon as possible.
2. Please consider a modification to your turf conversion matrix for plantings. Extrapolating the purpose

seems that the goal is to convert a cultivated lawn landscaped space, to a cultivated no/low water use
landscaped space, avoiding converting to a dirt lot on similar appearance. Additionally, requiring a plant
every four feet seems partly counter to the goal and creates a really challenging design problem for
many, especially for those with homes inside HOAs which require HOA Board design approvals. Maybe a
measurement matrix might be some volume of plants required with a per square foot area, e.g., a 700
sq. ft. front yard plantable area to have a certain amount of plant volume per that sq. ft. area.

Acting PSPD Fire Chief Loya,
By now, I'm sure you are aware of the illegal buildout of 700 E Tahquitz Canyon Way
(Historic Kaptur Plaza) that took place from 2018 to 2019, and the blocked temporary egress
threat to public safety Blasdel Guinan, Scott Timberlake and Anne Krizman have caused by
occupying suite 4 illegally.
I lost my store Dash Fenton to its illegal buildout of Suite 2 by Scott Timberlake, RT
Properties / Realty Trust / Anne Krizman and lawyer Blasdel and closed it due to NO
certificate of occupancy could ever be awarded.
My question to you is when are you going to red tag it and move out the occupants that are
endangering their public and occupying that entire building illegally?
This community and the Modernism community is waiting for that plaza to become safe from
those that chose to bypass all building and safety processes, placed fire starting and fire
keeping materials in and surrounding the wood retaining walls, and lied to SCE and turned
over non inspected illegal electrical wiring running throughout the suites tied into those
meters.
The entire structure is a total loss and all interior suites must be demoed to the studs to restore
safety.
