Minutes of the Regular Meeting of the City Council
of the City of Palm Springs
Pursuant to Assembly Bill 361 this meeting was conducted by teleconference in addition to in -
person public access to the meeting location.
CALL TO ORDER:
A Regular Meeting of the Palm Springs City Council was called to order by Mayor Middleton
on Thursday, April 21, 2022, at 5:30 p.m.
PLEDGE OF ALLEGIANCE:
Mayor Middleton led the Pledge of Allegiance.

REPORT OF CLOSED SESSION:
The Regular Closed Session of the City Council of April 21, 2022, was called to order by Mayor
Middleton at 3:30 p.m., with all members present. The meeting convened into Closed Session to

1. CONSENT CALENDAR:
MOTION BY MAYOR PRO TEM GARNER, SECOND BY COUNCILMEMBER WOODS,
CARRIED 5-0 (MIDDLETON recused from Item No. 1 B), to approve the consent calendar.
A. FINDINGS TO CONDUCT CITY COUNCIL AND BOARD, COMMISSION, AND
COMMITTEE MEETINGS VIRTUALLY UNDER ASSEMBLY BILL 361
RECOMMENDATION: Find that the City Council has considered the circumstances of
the state of emergency during a proclaimed state of emergency, and state or local officials
have imposed or recommended measures to promote social distancing, and as a result, the
Palm Springs City Council and all of Palm Springs Board, Commission, and Committee
meetings will be held by videoconference, in accordance with AB 361.

DISBURSEMENTS FOR THE PERIOD ENDING 02-19-22 AND 03-05-22 TOTALING

LIFT STATION, CITY PROJECT NO.18-18

1. Authorize a Purchase Order in an amount not to exceed $295,810 with Stantec pursuant

H. AWARD A CONSTRUCTION CONTRACT TO ELECNOR BELCO ELECTRIC,

THE DESERT HIGHLAND TRAFFIC SIGNAL, INDIAN CANYON DRIVE AND

KENNELS, INC. FOR POLICE CANINE ACQUISITION, TRAINING, AND

amount of $4,186 for the Palm Springs Cultural Center's use of the City's Downtown Park

N. APPROVE MEMORANDUM OF UNDERSTANDING ACCEPTING GRANT
FUNDS IN THE AMOUNT OF $486,222 FROM THE STATE OF CALIFORNIA
DEPARTMENT OF JUSTICE TOBACCO GRANT PROGRAM

1. Accept grant funding in the amount of $486,222 from the California Department of

Justice Tobacco Grant Program. Appropriate the grant funding into the FY 2021-22,
FY 2022-23, FY 2023-24, and FY 2024-25 budgets.
2 Authorize the City Manager or a designated representative to execute the grant

without limitation, contracts, amendments, extensions, and payment requests as
appropriate to accept the funds under and comply with the conditions of the grant.

A DISCUSSION OF POTENTIAL REPARATIONS PROGRAMS
The City Council discussed reparations to residents impacted by the Section 14 evictions;
provided direction to Staff regarding the exploration of programmatic reparations and direct
monetary compensation.

C. DISCUSSION AND DIRECTION ON ASSEMBLY BILL AB 2336 — SPEED
SAFETY CAMERAS PILOT PROGRAM
