Local Progress
Palm Springs reached the 2020 goal, matching 1990 emissions, on schedule
State Goals
The California Air Resources Board (CARB) recently released a draft scoping plan for reaching Carbon Neutrality by 2045
Local Need
The 2021 Vulnerability Assessment indicated a likelihood of over 25 extreme heat days annually by 2050
Federal Support
Previously unprecedented levels of federal funding and support are being made available through the IRA and IIJA

Empower Residents and
Visitors
•Offered shredding and e-waste events quarterly
•Established the low-water Demonstration Garden at the Palm Springs Airport
•Updated EV charging network across the city
Transform Systems
•Adopted and launched Desert Community Energy (DCE)
•Rolled out residential organics pickup service in compliance with SB1383
•Supported the growth of the Office of Sustainability
Collaborate with
Businesses, Communities,
and the Region
•Passed and implemented the Foodware Ordinance, working extensively with local businesses
•Collaborating with CVAG to support implementation of CVLink, alongside bike and pedestrian expansion

Climate Action –Upcoming Projects
We will focus next on a two-pronged effort to reduce transportation emissions –electrification and mode shift.
•EV Charging –Phase 2 expansion and infrastructure for fleet electrification
•Goal:provide infrastructure and develop a plan with Public Works to exceed our CARB-mandated targets for our fleet; provide consistent charging access citywide
•Next steps:Identify charging equipment installation model, upgrade electrical infrastructure,execute next three public sites

Climate Action –Upcoming Projects
We will focus next on a two-pronged effort to reduce transportation emissions –electrification and mode shift.
•Mobility Survey and Planning –understanding opportunities and challenges in diversifying zero-emission transportation
•Goal:Gather more data to inform next steps on mode shifting projects, identify key needs, and plan for investment
•Next steps:Execute and analyze surveys,work with City departments to execute safety and navigability improvements,identify opportunities for partnerships or investment

Climate Action –Upcoming Projects
We will also continue to reduce the environmental impact of City operations and require better performance from local buildings.
•City Impact –create a Turf Conversion master plan, implement Environmentally Preferable Purchasing, and continue to reduce City emissions
•Goal:Reach our target of carbon neutrality by 2030
•Next steps:Finalize EPPP implementation and execute training, collaborate with Parks and Public Works to identify turf requirements, funding needs, and implementation plan, and create 2030 neutrality implementation plan

Climate Action –Upcoming Projects
We will also continue to reduce the environmental impact of City operations and require better performance from local buildings.
•Energy Efficiency Ordinances –pass local regulations that require high efficiency and carbon-free energy use for commercial buildings and get older residential buildings up to current standards
•Goal:shift the largest and most inefficient energy users toward responsible use of 100% clean electricity and away from fossil fuels
•Next steps:Execute public and stakeholder outreach, implement technical assistance programs and funding support

Climate Action –Enforcement
City staff continue to work diligently to enforce the leaf blower ordinance, though there are challenges.

Difficulty in Securing Full
Compliance
•Estimates of between 50-70% compliance, depending on the neighborhood and season
•Many landscapers and residents have complied; however, others ignore fines or evade detection
Changing Context
•The State recently passed legislation that will ban the sale of gas-powered lawn equipment beginning 2024
•Code Enforcement is beginning to cite homeowners instead of landscapers for confirmed violations
Options Moving Forward
•More education may be needed –either at time of licensure, through local equipment providers, or other opportunities
•Rebates are still available –should we enhance them or change how they are marketed?
