I took a look at the numbers published by the city for the months of April to June (Q2) this year and there were only 15 citations written - and that's the busiest time of year with Coachella, Stagecoach, spring break etc. That's only 15 out of 2394 registered vacation rentals - totaling .6% (less than 1%) for the busiest time of year. And there were only 9 citations for Q1.... and some of those are for trash cans and parking. I say the current restrictions are working! It has bogging me supplemental income and a place to enjoy in between renters. . Lowering the number of cibtracts to 26 would create a financial burden. And I might be forced to sell. Dear Dennis, My name is Trung Pham, as a taxpayer in the city of Palm Springs, I object to the recent change in Vacation Rental Ordinance (Item 3A). These changes in the ordinance offer no data to justify how it would impact tourism in Palm Springs (a tourist dependent community). Or how it would impact Palm Springs' economy, jobs and well as home prices. Further research and data collected from different articles show that the change in the ordinance, or VRTs restrictions will only negatively impact the city. 1) STRs bring in a significant amout of Transient Occupancy Tax (TOT), this is a critical source of revenue that support various activities, such as infrastructure improvements, public parks, school system, environmental preservation, law enforcement, Fire and EMT services. Short-term rentals (STRs) provide a significant source of tax revenue for local governments, particularly from revenue collected through transient occupancy tax paid by visitors. In California,the direct and the secondary economic impact of STRs can be seen with a total of 246,000 jobs created and $30 billion in revenue in 2019 alone (Dubetz et al,2022, Table 1). In 2019, STRs-related spending generated $2.7 billion in state and local tax revenue, and Specifically, 732 million inTransient occupancy tax (TOT) (Dubetz et al,2022, Table 2). These are critical sources of revenue that support various activities, such as infrastructure improvements, public parks, and environmental preservation, law enforcement, Fire and EMT services. 11/28/2022 Public Comment Item 3A 2) While STRs and hotels can subsitute for one another, STRs have the advantage of being able to accommodate more people per unit at a lower rate compared to hotels. Therefore, the limitation of rental contracts from 36 to 24, in shorterm, will significantly limit the amount of tourists that the city can host. Hence negatively impact the city in terms of revenues,TOTs, or jobs and spending. 3) Beside increasing the city's economy in terms of TOT, jobs creation and spending, STRs give the incentives for homeowners to invest in the renovation of their homes or maintaning it to perfection. As a result, it enhances the beauty and increase the values of the city or the surrounding neighborhoods. For this reason, limiting the yearly the contract to 24 will decrease the yearly revenue that can use to renovate or maintane these STRs homes. 4) While initially STRs have reduced the housing supply for long-term renters, it’s also creating a demand for more housing. Kung, an assistant professor for economics at California State University wrote his findings in an article for the Harvard Business Review,"Research: Restricting Airbnb Rentals Reduces Development." Kung findings suggest that people invest more in developing residential properties when demand for Airbnb increases, and that restricting Airbnb directly leads to less residential development. (Chandler,2022) 5) Another way that STRs homeowners contribute to the city or the local residents is by not living there or by paying taxes without the use of these services those taxes provide, such as the school system. For this reason, the 90 days requirement for homeowners to live on site is absolutely unnecessary. In conclusion:Like it or not, the city Palm Springs is growing , and has been growing tremendously over the past years, making its name as one of the leading tourist destinations. Travelers from all over the world come to Palm Springs not only for its festivities, but also for its unique "mid-century" and small town characteristics.
