I very strongly encourage the Palm Springs City Council to pass the proposed Turf Conversion Matching Rebate.
This is essential to encourage more city residents to convert their lawns to drought-tolerant landscaping.
The conversion of turf to desert plantings is more expensive than many people realize, and cost-prohibitive for a
large portion of the Palm Springs community that lives on fixed incomes. My husband and I purchased a house in
Palm Springs several years ago, which already had an existing lawn with interspersed desert landscaping. We are
environmental activists, and since we moved in we have been trying to figure out how to get rid of our water-
wasting lawn. However, we’ve found there is no inexpensive or simple solution, especially when the irrigation
system for the lawn is interconnected with the irrigation for the desert plants. If we stop all irrigation, everything
will die, and we would have dirt. To remove the lawn and keep the low-water-use plants, we have to restructure our
entire irrigation system.
We’ve found that this is an expensive endeavor. We do have an approved application through DWA for grass
removal, which will cover only a part of the cost of the project. As retirees on a fixed income, we’re trying to figure
out how to cover the remaining costs of the project.
If Palm Springs City Council approves a matching Turf Conversion Rebate, it will be a huge help covering our
remaining costs! I assume there are many more residents similar to me and my husband struggling with how to
cover the cost of grass removal and irrigation system restructuring, and will be helped immensely by a matching
rebate from the city!

Dear City Council and Staff,
RE: Agenda Item 3 C – Turf Conversion Matching Grants.
Two points:
1. The program will need much more funding in the future. The suggested
$150,000.00 is an especially low amount, especially compared to other
local cities.
2. Per project dollar cap is not good. This will result in HOAs not being able
to afford their turf conversion projects. The goal is to get as many who are
willing to eliminate as many square feet of turf as possible.

Your Comments/Sus comentarios As a member of the board of directors of the Desert Water Agency (DWA), representing Division 4, as well as a member of the Agency's Conservation subcommittee, I am delighted that the City of Palm Springs is interested in partnering with DWA to help residents of this city save water during this state's historic drought. I encourage Council to approve funding to support turf removal and replacement projects in Palm Springs. The Agency recently augmented its own budget for its turf rebate program by $2 million so as to keep up with the extremely high demand. DWA anticipates that residents and HOAs will use City funds quickly. I am hopeful that this partnership is just the beginning. The Agency is committed to working closely with city staff to inform them when funding is running low. DWA would love to continue to support these conversions while the community is so interested in doing them. Thank you. Thank you,
