I am the person who lives across the street from the mural. I have no objection to the mural
per se. However when it first went up the resort was under construction and renting out as an
Airbnb type lodging. I had a 30 something male that rang my doorbell inquiring about his
AirBNB reservation. I explained the hotel across the street was using Airbnb. He looked at
the mural and gave me an odd look like he didn't intend to rent at a lesbian nudist resort. I
understand that the owners would want to change the appearance after decades as a gay male
resort but it is misleading as it is not a lesbian nudist resort. I must admit though that I have
not gotten any door bell ringing since construction ended so maybe they are no longer booking
that way.

You copped out, lazily sourcing hydroelectric because its "carbon free." However, over 65% came from big, old,
dirty, nonrenewable mega-dams in Washington and British Columbia. They are known for increasing their hydro
exports while burning more fossil fuels and old growth forests at home. These dams are 38 to 90 years old and
require constant maintenance and upgrades, which produces massive, but uncounted, carbon emissions. During the
electricity's journey to the desert, some is wasted from line loss. And it all must be very expensive, because your

the utility (SCE) and the 100% carbon-free energy opt-up as voluntary. We are repeatedly told by you we would
prefer to pay a 10% premium for what you establish as “clean energy.” We wouldn't. As if I have to give an example:
of the 24,972 enrollees in the Apple Valley CCA, only 53 opted up to the premium plan. Poor people use much less

compared SCE’s and your online Joint Rate Comparisons (SCE current as of June 1, 2022, DCE current as of March 1,
2022.) They should be identical. On SCE’s version, all 20 residential rate schedules show your “Total Cost” and
"Monthly Average Bill" rates as higher. However, on your version all of your Desert Saver rates are lower than SCE’s.
That is because you tweaked down all of the SCE delivery rates 1.2% to 5.2%, just enough to make your Total Cost

Dear Mayor and Leadership City Council -
Today while opening up a gate at a luxury 4mm home, I witnessed an individual through the
glass of the home hurriedly leaving from a door in the back. Upon further inspection it
appears that the intruder was an active intruder of which I was able to see him and describe
clothing etc. Because of the location of this home, I know there were only two ways for this
person to leave. I called 911 and sat outside the property gate and as sure as the sun is
shining, he was before me. Extending his hand to me he made some comment and I quickly
told him that the police had been called. I also started taking pictures of him (which was also
not met with warm reception). I also called the homeowner who was not far by who arrived
before the police did. Not for everyone I know the homeowner chased after him in the wash
and he quickly ran away. About that time the PSPD arrived with Officer Jorge Diaz as the lead
call taker. We had kept eyes on him ourselves and because of his (and other officers')
excellent police work he was identified and apprehended by the PSPD. I know the police
have a tough gig and wanted to compliment Officer Diaz as well as the leadership direction of
Chief Mills - things have changed it seems.
That all being said it does lead to the first stop of the apprehended individual which was under
the 111 bridge at the wash. There is a small city there - tents, beds, cooking apparatus,
garbage, clothing and is actually quite shocking. Many of these individuals also pan out into
the various neighborhoods surrounding and are creating quite a bit of trouble not only in the
wash but on the surrounding streets. Last week when I left for the gym at 445am there were
(3) individuals sitting on the sidewalk at Araby and 111 and they were doing drugs as I
witnessed the pipe being lit right on the corner. Brazen disregard for anyone. I know we now
have a ZERO tolerance policy for any of these behaviors but wanted to make sure that "the
powers that be" understand the magnitude of the size of the mini city under the bridge at the
wash.
It's a big problem that is getting bigger. I appreciate your and the community's collective
diligence in coming up with long term and short-term solutions as the navigation center is not
going to cut it. This is an immediate crisis -

I have read many comments on Nextdoor about folks sleeping and taking up residence in bus shelters and adjacent
sidewalks throughout the City of Palm Springs. I have lived full-time in Palm Springs for over three years and have
witnessed this first hand. Because of this, many folks dependent on public transit cannot use bus shelters as they
wait for their bus. Many of these individuals are low income individuals who have been work at jobs that require
they stand on their feet during their entire work shift. Because someone has decided to sleep and/or take up
residence at a bus shelter, these hard working people must continue to stand as they wait for their bus. In addition,
folks must walk on the streets adjacent to these bus stops because of people laying and sleeping on sidewalks by the
bus stops. This is unsafe for pedestrians. Bus stops are for bus riders and not for someone to sleep and/or take up
residence at bus stops.

DCE 6 After removing the renewables quota, the website states: ”DCE will continue to have the lowest priced power
with its Desert Saver plan that will offer customers a savings over SCE.” You lied and fudged the numbers. I
compared SCE’s and your online Joint Rate Comparisons (SCE current as of June 1, 2022, DCE current as of March 1,
2022.) They should be identical. On SCE’s version, all 20 residential rate schedules show your “Total Cost” and
"Monthly Average Bill" rates as higher. However, on your version all of your Desert Saver rates are lower than SCE’s.
That is because you tweaked down all of the SCE delivery rates 1.2% to 5.2%, just enough to make your Total Cost

DCE 7 (FINAL) You made the first LGBT council also CVAG’s #1 patsies. I outlined a typical tit-for-tat regarding a
councilperson I'll call Nilly Willy. On 6/8/18, Nilly facebooked: “Last night the Palm Springs City Council unanimously

aggregation program.” On 4/4/19, Nilly quit the law for a directorship position with the brand-new nonprofit Lift to

Dear Mayor and Leadership City Council -
Today while opening up a gate at a luxury 4mm home, I witnessed an individual through the
glass of the home hurriedly leaving from a door in the back. Upon further inspection it
appears that the intruder was an active intruder of which I was able to see him and describe
clothing etc. Because of the location of this home, I know there were only two ways for this
person to leave. I called 911 and sat outside the property gate and as sure as the sun is
shining, he was before me. Extending his hand to me he made some comment and I quickly
told him that the police had been called. I also started taking pictures of him (which was also
not met with warm reception). I also called the homeowner who was not far by who arrived
before the police did. Not for everyone I know the homeowner chased after him in the wash
and he quickly ran away. About that time the PSPD arrived with Officer Jorge Diaz as the lead
call taker. We had kept eyes on him ourselves and because of his (and other officers')
excellent police work he was identified and apprehended by the PSPD. I know the police
have a tough gig and wanted to compliment Officer Diaz as well as the leadership direction of
Chief Mills - things have changed it seems.
That all being said it does lead to the first stop of the apprehended individual which was under
the 111 bridge at the wash. There is a small city there - tents, beds, cooking apparatus,
garbage, clothing and is actually quite shocking. Many of these individuals also pan out into
the various neighborhoods surrounding and are creating quite a bit of trouble not only in the
wash but on the surrounding streets. Last week when I left for the gym at 445am there were
(3) individuals sitting on the sidewalk at Araby and 111 and they were doing drugs as I
witnessed the pipe being lit right on the corner. Brazen disregard for anyone. I know we now
have a ZERO tolerance policy for any of these behaviors but wanted to make sure that "the
powers that be" understand the magnitude of the size of the mini city under the bridge at the
wash.
It's a big problem that is getting bigger. I appreciate your and the community's collective
diligence in coming up with long term and short-term solutions as the navigation center is not
going to cut it. This is an immediate crisis -

I have read many comments on Nextdoor about folks sleeping and taking up residence in bus shelters and adjacent
sidewalks throughout the City of Palm Springs. I have lived full-time in Palm Springs for over three years and have
witnessed this first hand. Because of this, many folks dependent on public transit cannot use bus shelters as they
wait for their bus. Many of these individuals are low income individuals who have been work at jobs that require
they stand on their feet during their entire work shift. Because someone has decided to sleep and/or take up
residence at a bus shelter, these hard working people must continue to stand as they wait for their bus. In addition,
folks must walk on the streets adjacent to these bus stops because of people laying and sleeping on sidewalks by the
bus stops. This is unsafe for pedestrians. Bus stops are for bus riders and not for someone to sleep and/or take up
residence at bus stops.

I live at 1050 Ramon Road and in the 3 years I’ve lived here I’ve noticed something. All of the bus stops between
Palm Canyon and Sunnyside have become drug dens and shooting galleries. This usually starts around 4pm.
Unfortunately the addicts in the area start to come down and get agitated around 11am. This leads me to shop
elsewhere in my community where this behavior is less prominent. Local businesses are suffering.

Here is a followup petition signed (this weekend) by more than 40+ of the neighborhood
business owners and managers so that you understand how serious we are and that something

I would like to address the city council about the unhoused driving businesses to close in the
Sunny Dunes Business District. The unhoused have been pushed out of downtown and
allowed to reside and remain in our neighborhood causing huge safety issues and now the
Starbucks has closed because of it. Rumor has it that the Jack in the Box is next. This will
create a massive void where the unhoused are going to take over and drive more businesses
and customers away. It is unacceptable that because we lie just outside the downtown business
district we are constantly ignored and forgotten. The Police rarely show up when called, the
unhoused are running rampant and the city has got to do something about this. I can be

yes. I agree with John McBain. when a large corporation closes. we small business owners do
not have this option.
safety is everyones priority. when I have to stop and mop out my restroom, from a homeless
person that stopped up my restroom sink, left water running, exited and left building. .
flooded my restroom in and store, in middle of a busy Saturday. leaving me owner to mop and
sanitize the restroom. is not good.
I know not all homeless are destructive or confrontational. but the small amount that are
disruptive to normal business activities.
we the business owners are left on the front line to handle this. even if we contact police. it is a
low priority .. we are the front line
I also know police have limited power on homeless. but the city needs to do something.
maybe the total of j money needs to go-to manage of homeless ..

I would like to replace my backyard grass and install landscaping that uses less water, but the
cost is prohibitive for me.
DWA currently offers a $3 per square foot rebate. Other cities in the area match their water
district’s rebate.
I am requesting that our Council adopt a match to what DWA is offering to further encourage
conservation and help homeowners such as myself remove grass and replace it with something
that uses less water.
Is there any chance that our Council will take up this issue in the near future?

Dear Mr. Hadwin:
Having reviewed the documents requested from the City of Palm Springs Planning Department, as a neighbor,
living very close to the proposed project, I have some preliminary concerns which are as follows:
While the project is called 12 @ Las Palmas, closer review shows 8 of the 12 units (if developer is
granted a density exemption, per City Section 93.23.14 E-2-b-i) will have GUEST HOUSES (detached
residential living spaces with kitchenettes adding to the overall density and impact of the of the
property). I suggest that the 8 additional Guest Houses be excluded from the plan, or at
the minimum, not to include kitchenettes, thus making the spaces additional ensuite
bedrooms only and NOT additional living spaces. Why is this important? Having
kitchenettes will promote higher density and possibly rentals (vacation rentals) in these
Guest Houses, thus adding more traffic and noise to our quite Old Las Palmas
neighborhood. Lastly, no-vacation rentals should be allowed because we have too many
already in our neighborhood which the City Council will soon be taking a look at.
All Development access to and from the property is via Camino Norte.
This access is north of Verda Norte, at the bend on Camino Norte – an area of poor
ingress/egress visibility at the bend causing potential safety issues to pedestrians and
vehicles. Since the City has failed to require a Traffic Study for this project, it is difficult to
predict the impact of traffic given the 31 on-site parking spaces as people travel through our
quiet streets up to Vista Chino, or down to Verda Norte to Palm Canyon. Unfortunately, the
City declined to require the Developer to provide a Traffic Study. A TRAFFIC and
Neighborhood impact STUDY SHOULD BE MADE A REQUIREMENT OF THE
DEVELOPER. Thereby showing projected daily car trips, parking availability (on
neighborhood streets) and traffic patterns through our quiet neighborhood streets. Access
to the property.

The other proposed project directly north of this (70+ affordable low income and
senior citizen unit’s aka Agave at Palm Canyon) had a study and the results were
that the proposed traffic entrance at the curve on Camino Norte was too
confined and dangerous and the final approved result was that that entrance
could only have an “emergency” locked gate, i.e. fire truck, ambulance entry
access. It cannot be used daily by tenants when completed.
The proposed ingress/egress for 12@Camino Norte must stay in line with the
adjoining project (aka Agave at Palm Canyon) as it has been determined
and understood by the city planning department there is a high
possibility of accidents occurring at this narrow curve.
Below are pictures showing the two ingress/egress accesses on N. Palm Canyon
to the property at the prior time when the property had buildings on it. If a
Camino Norte entrance is necessary, it should be ingress only and a
traffic light be installed at Verda Norte and N. Palm Canyon because of the
increased neighborhood traffic due to this project AND also the north adjoining
parcel of land (Agave at Palm Canyon), which when built, will house 70+
affordable senior apartment units.
It’s unclear if the City/Developer will bridge the non-existent sidewalk between the
southside of the Pompey Condominium Complex and the property just south of
this project on Camino Norte. For safety reasons, the sidewalk must be
bridged.
Because the sharp curve on W Camino Del Norte curve isn’t safe to drivers and
pedestrians, there should be calming signage, speed bumps and no street
parking.
