A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, DECLARING PALM
SPRINGS A SAFE CITY FOR REPRODUCTIVE FREEDOM
AND ACCESS TO ABORTION.
WHEREAS, in 1973, the United States Supreme Court's decision in Roe v. Wade
ruled that the Constitution of the United States protects a pregnant person's liberty to
choose whether to terminate a pregnancy; and
WHEREAS, in June 2022, the United States Supreme Court ruled to overturn the
Roe v. Wade decision, thereby ending federal constitutional protection for abortion, and
removing individual reproductive freedom; and
WHEREAS access to comprehensive reproductive healthcare, including abortion,
is a human right that should not be restricted or denied; and
WHEREAS, even with Roe v. Wade in place, systemic racism and discrimination
placed abortion largely out of reach for many disadvantaged communities; and
WHEREAS, as more than half of the states in our nation may move to ban abortion
entirely and in many states, patients, doctors, and other health care providers face
criminal prosecution for receiving or providing abortion health care, with health care
providers also facing civil liability or the loss of their professional licenses; and
WHEREAS, anti -abortion states are now considering legislation to improperly
attempt to extend the effect of their laws outside their own territorial borders, including
by -seeking to criminalize and extend civil liability to patients who travel to other states
where abortion health care is legal, the health care providers who offer reproductive
services, and anyone else who helps patients access such care; and
WHEREAS, the City of Palm Springs will continue to uphold equality, liberty, and
human rights by protecting reproductive freedom and access to abortion services,
welcoming anyone to Palm Springs to fully exercise their reproductive rights, including
minors who have the explicit legal right to consent to their own reproductive healthcare,
including access to abortion services, with full protection for their privacy; and
WHEREAS, the City of Palm Springs objects to any attempt to criminalize people's
bodily autonomy and right to reproductive freedom and will not comply with any effort to
investigate patients seeking reproductive health care or those who provide, support, or
access reproductive health care; and
WHEREAS, the City of Palm Springs should serve as a model and commit to
support and defend the right to reproductive freedom and safe access to abortion
services; and

WHEREAS, this action demonstrates the City of Palm Springs' strong commitment
to safe and legal abortion access.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PALM SPRINGS
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. That the foregoing Recitals are true and correct and are incorporated
herein by this reference.
SECTION 2. The City Council of the City of Palm Springs declares Palm Springs
a safe city for reproductive freedom and access to abortion services.
