Thank you. ============================================================================ Ladies and Gentlemen of this Board - While we understand that costs rise resulting in the need to recoup somewhere, we are already at a serious breaking point where cost of living - more than ever before since The Great Depression - is a much more serious burden on senior citizens on minimal social security ($17,000 per year and LESS), disabled households, all persons already struggling with economic challenges, just trying to survive. I cannot imagine that this Board is insensitive to the fact that by raising rates, you remove more and more food from our plates, and meds from persons who need those, who are already sacrificing with what little funds with which they are left. The City Council will be holding a public hearing on 9/1/22 on the increased in trash pick up fees by Palm Springs Disposal Services. For residents with the existing basic service, the increase is about 31%. I understand the rate increase is necessary to cover the CPI oncrease and the additional costs of complying with SB 1383. Per Chris Cunningham of PSDS, the dollar cost of the increase for those two factors is about $640,000 and $1.3 million, respectively. My suggestion is that the City use a portion of the expected surplus to offset all or part of that increase. For example, the FY 22-23 Budget estimates TOT collections of $45,556,082 for FY 21-22 and $48,390,703 for FY 22-23. The actual collections for the fiscal year ended 6/30/22 were $55,686,971. That's more than $10 million more than was projected just a few months ago. The dollar savings to each individual would be relatively small. but I think it would show good faith on the part of the City to share some of this windfall. Attention City Council; I am opposed to any increases at this time. Taxpayers in the valley are already paying high gas, grocery prices and for all the services. This is not the time to charge more as we don’t have unlimited funds like Council does, who wants to raise their own salaries and get day care-unlike many of the rest of us, who don’t get those entitlements. Our chief concern is not the rate increase per se but the fact that there is no discount rate for seasonal residents. We put both our cable and our Culligan soft water tank delivery on the “seasonal convenience plan.” But we need to pay full price for waste disposal for months when we don’t use it.
