Hi,
I went as a scout to the Palm Springs Boxing Club and that is next level disgusting. There
should be mandatory drug tests. They were not able to even find me a bed. The conditions
alone are unfit for habitation. There are no humanities. I got huge headaches just sitting
there. There was no warning.
I got in line for what I thought was a transfer to a church. What I was told was sign up at
3:30 PM. I was then told check back at 4:30. To my demise, nothing occurred.
What’s worse is I’m a domestic violence survivor and I’m running away for safety.

word-titled article/blog on the current state of the CV Link project, henceforth referred to as “The Article.” The
Article provides Tom Kirk’s current snapshot of the project. In addition, Balchan launches another media attack on
the anti-CV Link lobby, declaring: “Residents frustrated with what they perceive as lack of progress have taken to

CV LINK PART 2: MESSES ON MESQUITE The Article states: “The most recent segment to break ground is in Palm
Springs, along the Tahquitz Creek Channel. It’s there that the path will connect DeMuth Park with downtown. It’s
expected to be complete before the end of the year.” None of the actual path has been completed and it certainly
won’t be completed in 3 months. The 3-mile route is between Demuth Park and Palm Canyon. Construction started
in May 2022, when the Mesquite intersections at El Cielo and Compadre, as well as the west entrance to Demuth
Park, were decimated. Over the past four months, a variety of in-the-street bumper guards were installed, sidewalks
were removed, and a ballpark was excavated. After 4 months, that’s about it. The only protection from the curbs
and street holes is orange cones. INVESTIGATION SUGGESTION: Take a walking tour of Demuth Park, El Cielo and
Compadre construction sites. Boot out the contractor and get this fixed before someone is killed.

CV LINK PART 7: VISITORS CENTER SNEAK ATTACK (Conclusion) This looks like big trouble and is what prompted my
investigation request. The Article contains a picture of a desert scene with an orange crane and a bucket of
concrete. The picture is captioned with very tiny text: “Workers pour concrete in July at the start of the CV Link path
near the entrance to The Palm Springs Aerial Tramway.” Astounded, I took a ride up to the Visitor Center on
Tuesday. The rear and north lots around the iconic Frey building are trashed. There was no construction crew.
Among the discarded items were iron supports for a shade structure. Could you imagine an IKEA shade structure

In short, I am not against the Dream Hotel development. In fact, I believe it will be a good addition to the
neighborhood and a great amenity to the Palm Springs Convention Center. I believe that many of my
neighbors are in agreement on these points.
What am I concerned about? The proposed plan is to build three-story condominium structures on a
platform*. The math is immutable. That’s a four-story structure with a height of 43 feet with an unknown
base elevation. This is where mistrust due to smokescreening begins from the developer’s “platform”
euphemism and lack of transparency at the community meeting on August 4 of this year..
I have no issue with condos being built on the perimeter of the CCC property. The only issue I have is
the “out of proportion” scale of a new set of buildings that should fit the context of the existing
environment. Total height is the focus. Somebody needs to exercise common sense. This is where you
come in.
Please. Consider the scale of this proposed development in contrast to the structures that already exist
at CCC. The enjoyment of property ownership in this beautiful city should not only be granted only to
those purchasing new homes. The city has an obligation to those who have loved this city long before
the Dream Hotel and its condos were conceived. We want to continue loving this city. Help us do it.

cancer, multi-racial European, Theistic Satanist male. I request a meeting with a City Council Member willing to
address the need for installing a public, free or "workable" pay phone in Palm Springs, Ca. I have been trying to
connect with family (for months) and as an "indigent client" none of the social service agencies, in town, will allow
phone calls. I tried payphones in the area and none of them work (even 911 does not work at the Palm Springs,
International Airport). I met with Lt. Hutchinson, he allowed me to call family at the Police Dept. I know that the
Riverside County Mobile Crisis Response Team, will not have a phone for individuals to use. Lt. Hutchinson is asking
for 2 Palm Springs Mobile Crisis Response Team members on the Palm Springs, Police force.

Dear Council Members,
My family and I have been coming to Palm Springs for over 33 years. My mother and father in law first came to winter
in the desert to enjoy the golf at Tahquitz Resort. My wife and I, along with our kids, soon followed. My in laws are now
too tired to make the annual trip but my wife and I are just entering our retirement years and look forward to many
happy winters in our Palm Sorings home that we purchased in 2009.
There are many reasons we love to come to the desert but the golf courses at Tahquitz were a big part of our decision
to purchase in Palm Springs. The courses have always been beautiful open space in the community. When we’re not
playing golf (have even tried footgolf a few times) we enjoy biking and walking the adjacent trails. It’s always gorgeous
and well maintained …and the staff are exceptional! In our opinion, a jewel of your community.
I’ve heard there’s consideration being given to the idea of selling the courses and changing the use of the land. I know
we’re only visitors to PS but for what it’s worth we think that would be a huge mistake. Please keep it as it is.

I am now asking The City of Palm Springs to stop ALL ZOOM Meetings, until there is a ZOOM Meeting room(s)
available in Palm Springs, Ca. I feel it is a health disparity happening, that allows only the fortunate to have access to
community health information (that seems to be the basis of your Zoom meetings). This is, I feel The City of Palm
Springs possibly condoning continuation of discrimination. Not everyone has access to (HIPPA compliant) Zoom and
even all libraries, in the public, do not have Zoom rooms. I am officially bringing this matter to the attention of The

RE: Requesting PS to provide Matching Grants for Turf Conversions.
Recently DWA (Desert Water Agency) increased their turf conversion rebates from $2 per square foot to $3 per square foot. As per a conversation with Ashley from DWA, she tells us
the average cost for turf conversion is running approximately $7 per square foot. Rancho Mirage is already providing their residents and businesses matching grants for turf
conversion.
Palm Springs is filled with many fixed-income retirees and others on tight incomes where that turf conversion cost is financially prohibitive, even for a very basic conversion. Yet, we
have many who are interested in doing their part for water conservation, a critical topic today here. In our own HOA of 67 single family residences (Park San Rafael), we have several
home owners on such fixed-incomes who simply have anxiety at the thought of the cost for turf conversion. Many others in our NOrg feel the same. Our HOA maintains and waters all
the front yards, but the cost of turf conversion is on the individual owners. Our HOA uses 2,000,000 to 3,000,000 gallons a month, mostly for turf irrigation which we are hoping to
meaningfully bring down with turf conversion.
As you likely have read in the news, Rancho Mirage is already doing matching grants to help their city convert as much turf as they can. Please see the screen shot from the Rancho
Mirage website shared below.
“The Ask”:
1. Please have Palm Springs implement matching grants, just as Rancho Mirage already does.
2. Please waive permit fees for projects triggered by/for turf conversions.
3. Please allow up to $6,000 reimbursement where the city requires a landscape architect, just as Rancho Mirage already does.
4. DWA says they can administer the grants, just as CVWD already does in Rancho Mirage.

I am writing to request your support for the City of Palm Springs doing matching turf
conversion grants with DWA.
Although it is an investment with upfront costs in the short term, it will have sizeable and
tangible benefits for our City, our businesses, and our residents in the long term. Allowing
for saving money and resources well into the future.
My friends and I who live here in Palm Springs have talked about doing this conversion
because we are concerned about the environment and the ongoing availability of fresh
water. My HOA alone uses over 1,000,000 gallons of water a month to water our
landscape. This cost is, by far, the largest line item in our budget. The HOA, like many
homeowners, would be willing to convert to a greener, more sustainable landscape,
however, the cost of this conversion has been prohibitive.
With the help of the city and DWA, I as a property owner as well as our HOA would likely
take the time to do this conversion and since it more easily fits within our budget, we would
do what it takes to implement this prudent shift. I’m sure many others would join us.
Please help this measure pass ASAP.

Hello. First, thank you for your service to our City. I was kicked out of the Downtown Park this past Monday 8/22 -
early evening - by a security guard. Guard said bicycles were not allowed. I am a cyclist. Have panniers/bags on my
bike. Often, shop on my bike & go to library on bike. I was reading a book watching sun dip over Mountain at time.
Love to do this. Another reason why I live in PS. Was told by guard my bike with bags not allowed. I understand the
unhoused problem in city. In parks too. Sadly, everywhere in California. I see unhoused folks linger on the park. Still,
I have lived in Palm Springs for many years. Pay taxes. Peaceful citizen who encourages people to visit our city of
Palm Springs. I love Palm Springs. Hopefully, will never leave. Surely, there must be a line between residents

Located inside the boundaries of the City of Palm Springs (two maps shown below), inside Mayor Middleton’s District #5, and just east of Palm Canyon Dr. and Dunn Rd., is an especially
unfortunately named mountain and spring, “Asbestos Mountain” and “Asbestos Spring”. It’s time to give them a better (non-hazmat) name. A new name related to the area and its history such as,
“Alpine Mountain” and “Alpine Spring” might be a better choice. Someone like Eric Chiel might have even better naming ideas and opinions. We learned about the fascinating history of this “Alpine
Village” area from Eric Chiel during one of his many, and always excellent, ONE-PS presentations.
