HomeMy WebLinkAbout25006RESOLUTION NO. 25006 ' A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING THE 2022- 2023 COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) ANNUAL ACTION PLAN; APPROVING THE COMMUNITY DEVELOPMENT BLOCK GRANT BUDGET FOR FISCAL YEAR 2022-2023 IN THE AMOUNT OF $430,000; AUTHORIZING THE SUBMITTAL OF THE PLAN AND BUDGET TO THE UNITED STATES DEPARTMENT OF HOUSING & URBAN DEVELOPMENT (HUD); AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE APPROVAUAGREEMENT WITH HUD — GRANT # B-22- MC-06-0561 IN THE ESTIMATED AMOUNT OF $430,000 AND TO EXECUTE THE SUBRECIPIENT AGREEMENTS. WHEREAS, as a Community Development Block Grant entitlement community, the City of Palm Springs is required to prepare and submit a Five Year Consolidated Plan and Annual Action Plan for the use of the federal funds received; and WHEREAS, the City of Palm Springs is eligible to receive an estimated entitlement of $430,000 of Community Development Block Grant funds under the U.S. Department of Housing-& Urban Development regulations; and WHEREAS, these funds, totaling $430,000, must be used for eligible activities which principally benefit low and moderate income persons; and WHEREAS, the City Council of the City of Palm Springs held two public hearings on March 10, 2022, and May 12, 2022, to receive public input on the allocation of these funds; THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The 2022-2023 Annual Action Plan is hereby approved. The City Manager or his designee is authorized to submit the Annual Action Plan, which accurately reflects the 2022-2023 CDBG budget and projects approved by the City Council to the United States Department of Housing & Urban Development. SECTION 2. The total Community Development Block Grants funds available for 2022- 2023, by authorized category of basic eligibility, are approved as follows: 2022-2023 CDBG Public Facilities and Capital Improvements $286,000 ' Public Services (includes Fair Housing) $ 48,000 Rehabilitation 10,000 TOTAL PROGRAMMATIC FUNDS (80%) $344,000 Resolution No. 25006 Page 2 ADMINISTRATION (20%) $ 86,000 TOTAL CDBG 2022-2023 FUNDING $430,000 SECTION 3. The City Manager is hereby authorized to accept and execute the Funding Approval/Agreement with HUD — Grant #: B-22-MC-06-0561 in the amount of $430,000, for the Fiscal Year 2022-2023 CDBG Program, 48th Program Year. SECTION 4. The City Manager is hereby authorized to execute the following Subrecipient Agreements and all necessary documents, in a form acceptable to the City Attorney: 2022-2023 CDBG: City of Palm Springs Department of Public Works & Engineering $190,666 — Demuth Park 2 Shade Structures City of Palm Springs Department of Public Works & Engineering $ 95,334 — Baristo Park 1 Shade Structure Fair Housing Council of Riverside —Fair Housing Services $48,000 City of Palm Springs Department of Community & Economic $10,000 Development — Home Repair Program SECTION 5. The City Manager is authorized and directed to adjust the budget amounts, and Subrecipient Agreements in Section 4 of this resolution, should the final award from HUD differ from the estimated funding.
