Respectfully Deiter Crawford 5/26/2022 Public Comment Item 3C May 26,2022 To: Palm Springs City Council RE:City of Palm Springs City Council’s Agenda Item 3C the ADOPTION OF ORDINANCE AMENDING CHAPTER 1.06 OF THE PALM SPRINGS MUNICIPAL CODE (COMMUNITY IMPROVEMENT AND ADMINISTRATIVE CITATIONS) AND SECTION 11.72.200 OF THE PALM SPRINGS MUNICIPAL CODE (COMMENCEMENT OF ABATEMENT PROCEEDINGS). Upon review of the staff report our main concern with the ordinance is that it will push Lower Income Palm Springs residence out of their properties by first citing the residents; shortening the time frame those residence have to correct those citations; then allow the city to hire contractors to make the corrections; then impose outrageous fines for said contractor bills on to the residents; which will ultimately result in tax liens and property loss. Our community members are in fear that the city tax collectors will have the ability to eventually sell our property to pay off the debt. As a community we want to do everything we can to get in compliance before any of this happens. With the new proposed ordinance, reasonable timing to become compliant will be eliminated. We are asking for the city’s assistance in cleanup projects like making dumpsters accessible for free to residents, as well as partnering with nonprofit organizations like Habitat for Humanity to bring properties up to code. We have many elderly residents in our community who are on fixed incomes and have no means to pay potential fines that this ordinance will certainly bring about. Inflation is at an all-time high, with the cost of living continuing to rise with no relief in sight. Our community is totally against this ordinance in its current state and we urge the council to consider not adopting this ordinance.
