Palm Springs voters approved Measure J, a dedicated local revenue measure
in the form of a one percent sales tax increase to maintain local community
services and revitalize Downtown, to last 25 years.
ROLE & RESPONSIBILITIES
The Measure J Commission is a Citizen Oversight
Commission.
The ordinance provides that the Commission to oversee
and monitor all expenditures and audits of Measure J
funds and make recommendations to the City Council as
a part of the City’s budget process.
Renovation of the Welwood Memorial Library
140 miles of street repaving
Fire Station #4 Renovation (and repairs to all
others)
Police Station Remodel
Bike paths and bike lanes
Sidewalk repairs
Funding for the PS High school Auditorium;
Architecture & Design Museum; Mizell Senior
Center; Animal Shelter, Visitor’s Center, the
Pavilion & Swim Center and others
TO DATE, MEASURE J FUNDED PROJECTS INCLUDE:
Extensive park upgrades
The new Downtown Park
Shade structures
James O Jesse Unity Center Gym
upgrades
Sunrise Park ADA Accessible
Playground
Playground resurfacing
Restroom upgrades
REVENUE
Through 2022 -2023, Measure J
revenue has totaled
approximately $150M
Current annual revenue is
approximately $20M.
PROCESS
1.There are hundreds of City projects that
qualify for Measure J Funding
2.Projects are extensively vetted by the City’s
Engineering Department
3.City staff evaluate outside funding sources,
such as grants, other tax budgets, such as gas
taxes, etc.
4.Projects take years from concept to
completion.
TYPES OF PROJECTS
COMMUNITY INITIATED PROJECTS
1.These projects are smaller in scope and
cost.
2.$1M/year dedicated from Measure J
revenue
3.Community Initiated Projects are derived by
request from other City Commissions, ONE
PS, and directly from Citizens.
CAPITAL IMPROVEMENT PROJECTS
1.Initiated through various City
Departments.
2.Projects are presented to the Measure
J commission by the Engineering staff;
City Manager’s office.
3.Projects usually larger in-scale

We will begin the process of reviewing budget
recommendations for the FY 2023-2024

Project recommendations are presented to City Council
Even longer term
Staff has developed a Five-Year Capital Improvements Plan to
give a longer-term view. This also helps to set aside funds for
larger projects.
The Measure J Commission will review the 2023-2024 budget
recommendations, while also looking at plans for future years.
