Since the City is allegedly "flush" with money, pehaps it can use City funds to subsidize businesses purchasing and installing such locking devices. I came across nine abandoned shopping carts when playing golf the other day at the Tahquitz Resort Golf Course the other day. These abandoned shopping carts are an eyesore and contribute to the blight in the City of Palm Springs. When I was shopping at a Target in the City of Manhattan Beach, their carts had such locking devices that prevent the cart from being removed from the parking lot. They work very well.
