Council to review and discuss projects in the Airport Capital Plan and provide direction to Staff on changes. Presentation of the General Fund Potential Budget Additions Council to review and discuss Potential Budget Additions to the General Fund and give Staff direction on items to be included or excluded in the General Fund FY 2022 – 23 Budget presented at the public hearing June 30, 2022. Items determined to be excluded can be discussed and included at a later date. Presentation of the 5-Year Capital Improvement Plan Council to review projects Staff has recommended be included in the 5-Year Capital Improvement Plan and provide Staff direction on changes. 3 Airport Capital Projects Plan 4 The table on the next slide includes projects included in the Airport Capital Plan. This table gives Council a better understanding of the myriad projects proposed to be completed over the next one to five years. Please note that the City has less discretion over Airport capital projects due to the City’s lease agreements with airlines and other mandates/restrictions imposed by the Federal Aviation Administration (FAA). That said, Staff is seeking general input on: Identifying projects that a majority of Council agree should be included or excluded from the budget (recognizing airlines and FAA have weighed in on most) Identifying projects that need to be added that are not currently included Identifying projects that need to be discussed further before funding is allocated Any other feedback about priority projects and general direction The available funds for the Airport capital projects include approximately $48M broken down as follows: Aeronautical and non-aeronautical fees $18M Unassigned fund balance $10M FAA grant funds $20M 4 Airport Capital Projects Plan 5 5 Funding Sources for General Fund and Capital Projects 6 General Fund Available Fund Balance $44,964,394 General Fund Revenue over Expenses $7,538,752 Capital Fund Available Revenues $62,331,279 6 Funding Sources for General Fund and Capital Projects - Detail 7 7 General Fund Budget FY 2022-23 The following table outlines the various potential additions to the FY 22/23 General Fund budget. The table includes City Manager recommendations, staff requests not recommended at this time by the City Manager, and additional information proposed or requested by City Council. Staff is seeking general input on: Identifying programs/projects that a majority of Council agree should be put into or excluded from the budget Identifying programs/projects that need to be added that are not currently included Identifying programs/projects that need to be discussed further before funding is allocated Any other feedback about priority projects and general direction. The available funds in the General Fund for budget additions include: $44,964,394 in available accumulated fund balance $7,538,752 is projected revenues over expenses. Generally speaking, the roughly $45M in available fund balance is one-time money and should be spent on one-time expenses. The roughly $7.5M in projected revenues of expenses should be ongoing, subject to changes in the local economy. Staff is seeking general input on the following: Identifying programs/projects that a majority of Council agree should be put into or excluded from the budget Identifying programs/projects that need to be added that are not currently included Identifying programs/projects that need to be discussed further before funding is allocated Any other feedback about priority projects and general direction. The available funds for the CIP include approximately $65M annually broken down as follows: Grants and denotations: $30 Million Measure J: $20 Million Measure A: $7.5 Million Gas Tax: $1.4 Million SB1 RMRA: $1.1 Million Discretionary transfer from the General Fund: $2 million Other Sources: $3 Million It should be noted that Council has discretion to transfer some or all the $44.9 million available General Fund balance or some or all the $7.5 million General Fund projected revenue over expenses.
