I regularly encounter vehicles traveling at high speeds as I try to exit and enter my driveway facing E. Seven Lakes Drive. I know from my own experience how effective Speed Feedback signs can be in reducing speed, As the most recent traffic study confirms, earlier traffic calming measures have not successfully reduced average speed. I understand the council pre-approved the Feedback Sign years ago if other measures were not successful. I look forward to seeing the feedback sign installed soon. There are many people that disregard the 25 mph signs that were placed about a year ago. I think the electronic signs might help to slow down traffic a bit because when people "see" the speed they are going they should realize they are driving over the speed limit. I have supported the installation of electronic feedback signs on Seven Lakes Drive for several years. Seven Lakes Drive is frequently used as a cut through street for many speeding drivers. I would also like to suggest a presence of police patrols/ticketing for speeding motorists also this long stretch of non-impeded road way. Installation of speed feedback signs on E 7 Lakes Dr. is a measure that the Canyon Sands Safety & Preparedness Committee has been collaborating with the City and our neighbors in Seven Lakes Country Club since November 2019 when we submitted a Community Action Request Form (CARF). Canyon Sands residences have been concerned for their safety from speeding vehicles for years. When we found that traffic studies warranted speed feedback signs we requested them, shared our intent and reasoning with our residents and neighbors and encouraged the City to follow thru on this important safety issue. When city staff erected a prototype of the speed feedback sign on March 10, 2020 for the President of Melody Ranch and the Association Manager of 7LakesCC, they agreed that the design and placement should not be an issue. Your support for the safety and well being of our community is greatly appreciated. Regards, john Kirchdoerfer 4455 E Seven Lakes Dr Palm Springs CA 92264 5/26/2022 Public Comment Item 3D May 26, 2022 Re: Item 3D – Traffic Calming on W Racquet Club Road Dear Mayor Middleton and fellow Council Members, I am writing regarding Item 3D on tonight’s agenda and request City Council approve funding for the design and installation of permanent traffic calming measures in the form of landscaped or enhanced round-abouts as well as a graded path along the north side of Racquet Club Road for pedestrian use. For over 7 years the Little Tuscany Neighborhood Organization and the residents who live along Racquet Club, use it to access their homes or use it for recreational purposes have requested the installation of traffic calming and safety measures. Racquet Club is one of the few residential streets in the city that has a grade exceeding 10% and as such is extremely popular with walkers, joggers and cyclists. Given its steep slope it is also very easy to reach speeds exceeding 45 MPH. With the development of Desert Palisades, located at the top of Racquet Club, there has been an enormous increase of construction traffic flying up and down Racquet Club, including tens of large trucks importing soil or exporting boulders barreling past our homes daily. As there is no sidewalk or bike lane along Racquet Club, these trucks are in direct conflict with the walkers, joggers and cyclists, often forcing them to jump off the paved road and into an undeveloped right-of-way for their safety. The temporary calming measures installed by the City in the past have proven effective in reducing speeds along Racquet Club however, they were unsightly and caused an uproar in the neighborhood. I therefore request Council allocate monies for the design and construction of permanent round-abouts (or chicanes) that are enhanced aesthetically with landscaping and pathway along the north side of Racquet Club Road. I live at the top of Racquet Club Road at 2338 Tuscany Heights Drive, I am writing to express my support for the Traffic Calming request that you are considering (item 3D) on your agenda this evening. I would like to see permanent traffic circles installed. I think the current “chicanes” are ugly, ineffective and dangerous. Please approve Traffic Circles and do away with the cheap looking, ineffective chicanes. Do the city a favor by investing in a proper, high quality, effective permanent solution. The money will come back to the city in many ways! This will significantly improve the safety and betterment of our neighborhood and community. I regularly jog, walk and use Racquet Club Road during the day and evening. I start my day at 4:30 am in the morning with a jog down to Starbucks in downtown Palm Springs. On Racquet Club Road, I must look over my shoulder to make sure I don’t get hit by speeding car (most cars speed). It is dangerous! I rarely see anyone driving at the posted 25-mph speed limit. I can tell you that, without failure, when I use Racquet Club Road in the evening, I am regularly forced off the road when I jump into the side area of the street for my safety …as careless speeding drivers pass by. I think to myself, how much would one of these construction workers speeding up to the Palisades care about me if I was run over, disabled or killed. It is only a matter of time before this happens! I would like to see you show your support of our community by investing in Permanent Traffic Circles and do away with the chicanes. I have invested a good portion of my life savings to move and live here full time. I love the community! Safety is important to me. I support Mayor Lisa Middleton, City Council members and many others in her/their/our efforts to have traffic circles installed. This is a wise investment in the future of all of Palm Springs! Dear Palm Springs City Councilmembers, I am writing to support Item 3.D.b (Installation of Electronic Feedback Signs on Seven Lakes Drive). I serve as Vice President of the Canyon Sands Neighborhood Association who has enthusiastically supported the installation of electronic feedback signs on Seven Lakes Drive for several years. Now that the Parker Hotel expansion project is scheduled to begin in June, now is the time to approve and move forward with the installation of this important safety measure for our neighborhood. By way of background, the northern border of our complex is along Seven Lakes Drive (SLD). And, unlike our two other HOA neighbors in Melody Ranch (Seven Lakes Country Club and Oasis Resort), we are the only community that is not fully surrounded by barrier walls. Therefore, the speeding along Seven Lakes Drive affects our homeowners more than the other two communities. Three Canyon Sands six-pock clusters (or 18 residences) have driveways that exit directly only Seven Lakes Drive. Additionally, twenty-four additional Canyon Sands homes abut the street. This represents 14% of the total homes in our community (see map below). Seven Lakes Drive is frequently used as a cut through street for drivers traveling south on Gene Autry Trail (GAT) who are trying to head west on East Palm Canyon (EPC). Rather than driving down to the corner of GAT and EPC, drivers will turn right onto SLD and cut through the neighborhood. As they are used to driving 45+ MPG on GAT, making the turn onto a residential street does not slow down drivers. Past mitigation efforts (e.g. painting L’s and T’s to try to visually slow down drivers) have not worked. Electronic feedback signs will. In the past, some of our neighbors at Seven Lakes Country Club have complained that the electronic feedback signs could be seen from within their community. That is simply not true based on (1) the height of barrier wall surrounding Seven Lakes Country Club on SLD, (2) the height of shrubs and trees along SLD and (3) the orientation of the homes within the Seven Lakes Country Club community. In fact, the only neighbors who would be impacted by the light emitted from the electronic feedback signs are Canyon Sands neighbors as there is no barrier wall or shrubbery to hide the light, especially at night. That is a concession that our HOA is willing to make in order to make the street safer for other drivers, pedestrians and bicyclists. With the forthcoming 2nd entrance to the Parker Hotel on Seven Lakes Drive and Linden Way, the electronic feedback signs are necessary given the increased traffic this residential street will see due to commercial business activity. I ask that the Council please continue to support these quality of life issues raised by residents and approve the installation of two electronic feedback signs. To whom it may concern, My name is Connie Bramoweth. My husband and I live a 911 W. Racquet Club. We have lived here for 20 years and gone though the various modifications to Racquet Club and the increasing traffic along with the increase in construction, namely large dump truck moving large boulders from the construction sites west (up the hill) from us down the hill to wherever and cement mixers moving cement up the hill. My closest cross street is Vista. I can only speak about the small chicane just east of me. At first it seemed to act a a deterrent, at least a bit. Now, it seems like it is viewed more as a challenge to see just how fast a vehicle can move thru it without knocking down the poles. That is fine if you are running an obstacle course, not so good on a public roadway with a 25mph. speed limit. The speeders are locals, those aforementioned dump trucks (who knew they could move so fast, even coming Up the hill), and just people driving up and down Racquet Club when out for a drive. So far, every time a new construction project starts, the trucks are more liable to obey the speed limits (and early morning start times), but with in a week, it is speedway time. I am sure you have ways to determine how many vehicles speed vs. those who don’t, but a very rough, non-scientific estimate from my window shows that for every 10 vehicles going up, maybe one is going the 25 limit (because it looks and sounds like they are crawling compared to the others). Vehicles going down, it maybe be 1 in 15 or 20. Since speed bumps are not an option (and who wants to her bump/bump, bump/bump 24/7) and stops signs are also out and the chicanes only work a very slight part of the time, I would love to see roundabouts put in. Will roundabouts eliminate the problem? No, because there will always be people who think that 25mph doesn’t apply to them. Will it slow everyone down? Yes. Even if it slows a vehicle from 45 to 30, on a 25mph. road, that is a win. Dear Council Member, The current traffic calming measures in place on West Racquet Club Road are ineffective in actually slowing speeding traffic. The middle section of bollards was removed some time ago, leaving only bollards at junipera and vista drive. The traffic calming measures currently in place between vista drive and palermo are particularly dangerous for pedestrians. The many walkers who use Racquet Club Road have to dodge speeding cars and trucks at this location due to unusually narrow roadway between leonard st and vista drive. Traffic circles are a much preferred as a solution. The upper traffic circle would be located at Janis Dr at an intersection that is wide enough to accommodate a traffic circle while maintaining pedestrian safety. If bollards, raised curbs and signage are approved at this time I suggest that a new location for the upper traffic calming. The original design for traffic calming had only 2 locations for the bollards- at junipera and via monte vista. Greetings, City Clerk, Mayor Middleton, and members of the Council. I’m writing with regard to item 3D on your agenda, the Traffic Calming requests. Specifically, I’d like to comment on the one in my neighborhood, Little Tuscany. As some of you may know, I co-founded this neighborhood organization back in 2004, and have been involved in various neighborhood concerns over the years. I was part of the initial team (starting in 2016) that worked with City staff on addressing traffic and speed issues on W. Racquet Club Road. It has been a long haul, and I commend the staff for working with the neighborhood for so long. I can imagine they may be a bit frustrated because the neighborhood has been ‘offered’ various solutions and hasn’t been satisfied with the temporary chicanes and has rejected the speed cushions. Sadly, the temporary chicanes have virtually no effect, as many speeding drivers simply drive straight through without slowing. To be fair, both the City staff and the neighborhood working group clearly want not just any solution, but a great solution. I have always and now continue to advocate for the best option, permanent traffic circles. Making the temporary chicanes permanent with concrete curbs will not, in my opinion, have the desired effect of reducing speeds. Drivers will simply ’thread the needle’ without slowing as they do now. As long as the planned roundabouts are acceptable to the Fire Department, it is my desire to see this option implemented even if it means we must continue to wait, perhaps for another ‘cycle’ of Measure J funds to be allocated. We’ve been working on this for six years, so it would be a shame to not get it right at this stage. With a view to a future when Desert Palisades is fully developed and hopefully the Crescendo parcel designated as open space for the enjoyment of all city residents, W. I am writing with a focus on item 3D on your agenda. Traffic Calming request for Little Tuscany. As early participants in the Traffic Calming Work Group for the Little Tuscany Community, we helped work through the many ideas and planning options explored during that time frame. Roundabout traffic calming methods were the favored design. They were found to provide a more aesthetic appeal and uncluttered visual scape once completed. Our desired plan of action was not supported by City Council members. They instead allotted $30,000.00 for a more affordable method of speed management. Traffic Engineering developed an environmentally sensitive painted chicane plan with bollards, which satisfied our ability to slow down traffic without noise generating speed cushions or stop signs. However, after the initial installation of the painted chicanes and bollards, there was a big outcry from a small unknown and demanding group for the total removal of the whole installation. They insisted the installation was unsightly and not in keeping with the overall natural beauty of our rustic neighborhood. Some even claimed the upper installation was a hazard to pedestrians. There is a natural trail on the north side of the roadway, which was created when Desert Palisades opted to install their electrical and cable services underground. We support the raised curb chicane design. However, it would be our choice to only install this design in the middle section located between Girasol / Tuscan and Leonard on West Racquet Club Road. This section was modified due to complaints from previous owners regarding driveway access issues. Since it was modified traffic management has been quite poor. Upgrading this section would be the overall best and most effective investment at a responsible cost. The lower installation has been able to slow traffic down to the satisfaction of the immediate neighbors. This we believe has also been verified by Traffic Engineering data collection. It should be left as it is and maintained to encourage future compliance in the area. It has been 7 years in getting to this point regarding Traffic Calming on West Racquet Club Road. We are not willing to wait for the remote possibility of getting roundabouts, when more affordable and effective options are possible. Thanks for your consideration.
