To Members of the Palm Springs City Council. It is noted that Lawrence Crossley Road is not included in the list below of roads that will see their speed limits reduced. Is that because there have been no fatalities on the road of late as was the case at Ramon Road and Sunrise Way? Do we wait for accidents and fatalities to occur before taking action, or is vision and leadership a more appropriate response? Lawrence Crossley Road is a heavily traveled road through a residential and recreational area of the City. There is a blind curve at the intersection of Lawrence Crossley Road and 34th Avenue for which residents have requested a traffic signal for the past 10 years. There is a bike lane on each side of the road which is heavily used because it is part to the City Bike Path. Many people walk on Lawrence Crossley Road because there are few sidewalks and they "won't walk on the grass" of the golf course. Some of you may remember I did a petition a number of years ago asking the City to take action to correct these problems before a walker or biker was injured or killed, but to no avail. In fact, an individual who worked in the City engineering department at that time and was the representative to ONE PS came out and walked Lawrence Crossley Road with me. He was upset and concerned about the dangerous situation that exists for walkers and bikers. But, again, nothing was done. Lawrence Crossley Road carries heavy traffic between Ramon Road and E. Palm4/7/2022 Public Comment Item Non Agenda Canyon Drive. Several years ago, the City installed bike lanes on Lawrence Crossley Road between Ramon Road and E. Palm Canyon Drive. To accommodate the bike lanes, the driving lanes of the road were reduced to one lane each way for cars/trucks between Ramon Road and the intersection of Ramon Road and the intersection of LC Road and 34th Avenue, but left at two lanes each way from the intersection of LC Road and 34th Avenue to E. Palm Canyon. Traffic, therefore, accellerates when it the road goes back to two lanes through the residential/recreational area. A single lane each way on a heavily traveled street in the area where it is mostly vacant land, and, then, funneling into two lanes each way where there is residential and recreational facilities may make sense to engineering, but I find it to be a careless traffic plan. In addition to reducing the speed limit on Lawrence Crossley Road, installing a traffic signal at the intersection of Lawrence Crossley Road and 34th Avenue, I suggest a granite walking path could be constructed on the golf course parallel to Lawrence Crossley Road to get walkers off the street. The residents of this area await your response. I trust that no will ever say, "I told you so." Each month we organize a trash pickup in various parts of the City, our common goal to keep our city safe and clean from the trash and needles left behind by homeless and vagrants. Many cities are starting programs that pay the homeless to clean up trash and give them some form of compensation to incentivize them. Some pay $2 per trash bag, others give gift cards to limit purchases of alcohol and tobacco, and some are even going as far as hiring. Palm Springs is an ideal city to participate in this type of pilot program and include funding in the 2022- 23 budget. Program management may be handled best by DAP who is rolling out a needle exchange program of their own. I can think of no better partner since they will be utilizing mobile units to all areas where homeless congregate. DAP also provides job training. If the City sees a benefit or savings from this pilot program they might work with either DAP or Martha’s at the Navigation Center to partially fund an ongoing program. The City of San Diego is working with the Lucky Duck foundation who has fronted $20,000 to pilot the program for 4 months. Elk Grove is issuing $20 gift cards every two weeks for those eligible. Both San Jose and Los Angeles are hiring trash collectors at $15 and $14.25 per hour respectively. I sincerely hope the City will consider starting this pilot program in some form for the continued improvement and safety of our City and its residents. Mayor Pro Tem Garner As a part time Palm Springs resident and vacation rental owner I share many of the concerns that you and the council brought up last night. Vacation rentals are an important part of the Palm Springs economy and a great way for some homeowners to pay their bills, but they can also have harmful impacts on our community if they get out of hand. When not in Palm Springs we spend our time in Big Bear Lake where vacation rentals have gotten completely out of control and are destroying the community. Over the past 5 years Palm Springs has seen a 7% growth, Big Bear Lake has seen a 70% growth and vacation rentals now make up 26% of the housing stock. Big Bear Lake is losing most of its workforce housing and the workforce that the tourism businesses depend on. The only elementary school was closed due to lack of students. Businesses have resorted to buying hotels to house their employees forcing even more visitors into vacation rentals and driving out more residents. I hope that Palm springs will not let that happen here. I support the goal to limit vacation rentals to a secondary use and thought the plan to limit contracts was and is the best way to do that. Last year we had 7 contracts and 2 stays over 28 days. That was more than enough for us as we use the house more than we rent it. I'm not sure if the number of allowed contracts should be reduced but it's worth a consideration. You do need to limit the total number of vacation rentals before it's too late. I would warn against any attempt to limit rentals by neighborhood. That could lead to more vacation rentals in some of our most vulnerable neighborhoods, the formally affordable neighborhoods that you are so rightfully concerned about. This past year I have been working on crafting a new vacation rental ordinance for the City of Big Bear Lake which we expect to have on the November ballot. Much of it was modeled after the Palm Springs ordinance but we did add a cap, limiting the total number of vacation rentals in the City. I support your suggestion for a moratorium. With most neighboring cities banning vacation rentals, now is the time to act before Palm Springs ends up like Big Bear Lake. I was prompted to join the Airport Commission because of noise issues in my former neighborhood that was close to PSP. The theme on the Commission is always "more, more, more" without consideration of quality of life issues for residents. By Palm Springs city ordinance, the Commission is required to have a Noise Committee, but the Commission ignored that requirement for years (until I joined and forced the issue). But as I discovered, the FAA has authority over aircraft once they leave the ground, so there's little PSP can do to change routes other than make a request to the FAA, which they are loathe to do because of liability concerns. Similarly, PSP is limited in its ability to refuse an airline access to the airport, which it wouldn't do anyway. Still, PSP has aggressively tried to spur growth beyond what may have happened organically by hiring a marketing executive with a hefty marketing budget and continuing to increase incentives for airlines to serve the market. I think most people would agree that Southwest Airlines coming to the PSP was a good thing to lower fares and increase service, but it's certainly a mixed bag for the large number of homes in Palm Springs that are affected by airport noise. The Chairman of the Airport Commission is now the same person who is Chairman of PS Resorts, so the emphasis on attracting hordes of tourists will continue. I concluded my only option was to move to another desert city that focuses on residents and leave Palm Springs to the tourists. I can always visit. I have read the city is touting about the revenue short term rentals are bringing into the city, but the city council is allowing quiet neighborhoods to become commercial opportunities. Is the city council rezoning residential neighborhoods? Why isn't there a cap on the number of rentals allowed on any street? And why is the city allowing corporations to buy homes with commercial use in mind? Downtown PS has several areas with empty lots and some with old hotels that are just left empty and broken down. Why doesn't the city encourage corporations to purchase and develop these areas? Lastly, in early November (could be late October) we had a very very bad accident on Sonora starting between San Mateo and San Joaquin. A young man speeding down Sonora knocked out part of a low wall, continued on the sidewalk across San Joaquin, destroying foliage and continued on to knock out a fire hydrant and a mailbox. We have 3 speed bumps on Sonora between San Joaquin and El Cielo, but speaking with neighbors after the accident we would like to see a speed bump on Sonora between San Mateo and San Joaquin. Cars and trucks turn off Farrell on to Sonora and speed till they get to the speed bump further down. They can be going between 40-50 miles an hour. What is the procedure for requesting a speed bump? Lawrence Crossley Road is a heavily traveled road through a residential and recreational area of the City. There is a blind curve at the intersection of Lawrence Crossley Road and 34th Avenue for which residents have requested a traffic signal for the past 10 years. There is a bike lane on each side of the road which is heavily used because it is part to the City Bike Path. Many people walk on Lawrence Crossley Road because there are few sidewalks and they "won't walk on the grass" of the golf course. Some of you may remember I did a petition a number of years ago asking the City to take action to correct these problems before a walker or biker was injured or killed, but to no avail. In fact, an individual who worked in the City engineering department at that time and was the representative to ONE PS came out and walked Lawrence Crossley Road with me. He was upset and concerned about the dangerous situation that exists for walkers and bikers. But, again, nothing was done. Lawrence Crossley Road carries heavy traffic between Ramon Road and E. Palm4/7/2022 Public Comment Item Non Agenda Canyon Drive. Several years ago, the City installed bike lanes on Lawrence Crossley Road between Ramon Road and E. Palm Canyon Drive. To accommodate the bike lanes, the driving lanes of the road were reduced to one lane each way for cars/trucks between Ramon Road and the intersection of Ramon Road and the intersection of LC Road and 34th Avenue, but left at two lanes each way from the intersection of LC Road and 34th Avenue to E. Palm Canyon. Traffic, therefore, accellerates when it the road goes back to two lanes through the residential/recreational area. A single lane each way on a heavily traveled street in the area where it is mostly vacant land, and, then, funneling into two lanes each way where there is residential and recreational facilities may make sense to engineering, but I find it to be a careless traffic plan. In addition to reducing the speed limit on Lawrence Crossley Road, installing a traffic signal at the intersection of Lawrence Crossley Road and 34th Avenue, I suggest a granite walking path could be constructed on the golf course parallel to Lawrence Crossley Road to get walkers off the street. The residents of this area await your response. I trust that no will ever say, "I told you so."
