Dennis,
I am a homeowner on West Cielo in Little Tuscany and I am writing to strongly urge the City of
Palm Springs to place a conservation easement on Boulders and Crescendo or donate them to
a land trust. These acres of land are an extremely important part of a wide variety of plant and
animal species that deserve to be respected and protected. These locations are also
undisturbed and natural scenic areas for visitors, residents and homeowners alike to enjoy
and experience.

NOTICE: This message originated outside of The City of Palm Springs -- DO NOT CLICK on links or

To Members of the Palm Springs City Council.
It is noted that Lawrence Crossley Road is not included in the list below of roads
that will see their speed limits reduced. Is that because there have been no
fatalities on the road of late as was the case at Ramon Road and Sunrise Way?
Do we wait for accidents and fatalities to occur before taking action, or is vision
and leadership a more appropriate response?
Lawrence Crossley Road is a heavily traveled road through a residential and
recreational area of the City. There is a blind curve at the intersection of
Lawrence Crossley Road and 34th Avenue for which residents have requested a
traffic signal for the past 10 years. There is a bike lane on each side of the road
which is heavily used because it is part to the City Bike Path. Many people walk
on Lawrence Crossley Road because there are few sidewalks and they "won't
walk on the grass" of the golf course. Some of you may remember I did a
petition a number of years ago asking the City to take action to correct these
problems before a walker or biker was injured or killed, but to no avail.
In fact, an individual who worked in the City engineering department at that time
and was the representative to ONE PS came out and walked Lawrence Crossley
Road with me. He was upset and concerned about the dangerous situation that
exists for walkers and bikers. But, again, nothing was done.
Lawrence Crossley Road carries heavy traffic between Ramon Road and E. Palm4/7/2022

Canyon Drive. Several years ago, the City installed bike lanes on Lawrence
Crossley Road between Ramon Road and E. Palm Canyon Drive. To
accommodate the bike lanes, the driving lanes of the road were reduced to one
lane each way for cars/trucks between Ramon Road and the intersection of
Ramon Road and the intersection of LC Road and 34th Avenue, but left at two
lanes each way from the intersection of LC Road and 34th Avenue to E. Palm
Canyon. Traffic, therefore, accellerates when it the road goes back to two lanes
through the residential/recreational area. A single lane each way on a heavily
traveled street in the area where it is mostly vacant land, and, then, funneling into
two lanes each way where there is residential and recreational facilities may make
sense to engineering, but I find it to be a careless traffic plan.
In addition to reducing the speed limit on Lawrence Crossley Road, installing a
traffic signal at the intersection of Lawrence Crossley Road and 34th Avenue, I
suggest a granite walking path could be constructed on the golf course parallel to
Lawrence Crossley Road to get walkers off the street.
The residents of this area await your response. I trust that no will ever say, "I
told you so."
Thank you,
Trae Daniel

Dear Palm Springs City Mayor, Council members, and City Manager:
Request Trash for Cash program:
I am a member of a local civic interest group, CPoH Community Partnership on Homelessness. Each
month we organize a trash pickup in various parts of the City, our common goal to keep our city safe and
clean from the trash and needles left behind by homeless and vagrants.
Many cities are starting programs that pay the homeless to clean up trash and give them some form of
compensation to incentivize them. Some pay $2 per trash bag, others give gift cards to limit purchases
of alcohol and tobacco, and some are even going as far as hiring.
Palm Springs is an ideal city to participate in this type of pilot program and include funding in the 2022-
23 budget.
Program management may be handled best by DAP who is rolling out a needle exchange program of
their own. I can think of no better partner since they will be utilizing mobile units to all areas where
homeless congregate. DAP also provides job training. If the City sees a benefit or savings from this pilot
program they might work with either DAP or Martha’s at the Navigation Center to partially fund an
ongoing program.
The City of San Diego is working with the Lucky Duck foundation who has fronted $20,000 to
pilot the program for 4 months.
Elk Grove is issuing $20 gift cards every two weeks for those eligible.
Both San Jose and Los Angeles are hiring trash collectors at $15 and $14.25 per hour
respectively.
I sincerely hope the City will consider starting this pilot program in some form for the continued
improvement and safety of our City and its residents.
Thank you,
Lina Sola

My name is Ian Gabriel, Director of Data, Policy, and Planning at Lift to Rise. We are a non-profit organization that
convenes over 50 cross sector partners, including the City of Palm Springs, around improving housing stability in the
Coachella Valley. Together we have developed a set of 5 strategy areas that aimed at both increasing the supply of
affordable housing and keeping existing residents housed. These strategies include maintaining a pipeline of
affordable housing projects, pooling and leveraging investment capital, advocating at the state and federal level for
our region's housing needs, mobilizing residents and elected officials to support affordable housing, and developing
a tenant resource center to prevent evictions and foreclosures. The City of Palm Springs has a role to play in all of
these strategies, and we urge you to continue participating in our collective work, including the formation of the
tenant resource center, which is relevant to today's study session

Dear Bernard,
As always, thank you for your help. As stated in our conversation this morning, Jeremy Hammond called me over a week ago, to go over my complaints. It was during that
conversation that Jeremy Hammond was “talking at me” instead of “talking to me” and I had to ask him in email to watch his tone when speaking with me. He promised , after
offering to have another HR representative to review my application and the requirements for the Assistant Director of Facilities & Maintenance position and that person would be
reaching out. IT NEVER HAPPENED! I feel it was just a stall tactic so they could quickly fill the position.
In addition, Ms. George to date has NEVER RESPONDED TO MY EMAILS OR CONCERNS.
I am having my DOR Department of Rehabilitation Employment Specialist re-review my application, resume and the kiln description to see if he sees what the former specialist
saw, which is that I meet and qualify for that position and should receive an interview.
Please have the person read this article. It outlines the BARRIERS for Blacks obtaining managerial, supervisory and roles of authority, with the percentages in the U.S. I’m sure
Palm Springs percentages are not reflected, and the more reason why you INTERVIEW QUALIFIED BLACKS WITH ADVANCED DEGREES THAT MEET THE
REQUIREMENTS OF THE POSITION.
I will forward the reviewed information from DOR once received to you and the higher-ups to review. Something is not right within the PS HR Department.

Mayor Pro Tem Garner
As a part time Palm Springs resident and vacation rental owner I share many of the concerns that you and the council
brought up last night.
Vacation rentals are an important part of the Palm Springs economy and a great way for some homeowners to pay their
bills, but they can also have harmful impacts on our community if they get out of hand. When not in Palm Springs we
spend our time in Big Bear Lake where vacation rentals have gotten completely out of control and are destroying the
community. Over the past 5 years Palm Springs has seen a 7% growth, Big Bear Lake has seen a 70% growth and
vacation rentals now make up 26% of the housing stock. Big Bear Lake is losing most of its workforce housing and the
workforce that the tourism businesses depend on. The only elementary school was closed due to lack of students.
Businesses have resorted to buying hotels to house their employees forcing even more visitors into vacation rentals and
driving out more residents. I hope that Palm springs will not let that happen here.
I support the goal to limit vacation rentals to a secondary use and thought the plan to limit contracts was and is the best
way to do that. Last year we had 7 contracts and 2 stays over 28 days. That was more than enough for us as we use the
house more than we rent it. I'm not sure if the number of allowed contracts should be reduced but it's worth a
consideration.
You do need to limit the total number of vacation rentals before it's too late. I would warn against any attempt to limit
rentals by neighborhood. That could lead to more vacation rentals in some of our most vulnerable neighborhoods, the
formally affordable neighborhoods that you are so rightfully concerned about.
This past year I have been working on crafting a new vacation rental ordinance for the City of Big Bear Lake which we
expect to have on the November ballot. Much of it was modeled after the Palm Springs ordinance but we did add a cap,
limiting the total number of vacation rentals in the City. I support your suggestion for a moratorium. With most
neighboring cities banning vacation rentals, now is the time to act before Palm Springs ends up like Big Bear Lake.
Thank you,
Colin

From today's Daily Sun re: PSP Airport
MITE
I was on the PSP Airport Commission for four years. I was prompted to join the Airport Commission because
of noise issues in my former neighborhood that was close to PSP. The theme on the Commission is always
"more, more, more" without consideration of quality of life issues for residents. By Palm Springs city
ordinance, the Commission is required to have a Noise Committee, but the Commission ignored that
requirement for years (until I joined and forced the issue). But as I discovered, the FAA has authority over
aircraft once they leave the ground, so there's little PSP can do to change routes other than make a request to
the FAA, which they are loathe to do because of liability concerns. Similarly, PSP is limited in its ability to refuse
an airline access to the airport, which it wouldn't do anyway. Still, PSP has aggressively tried to spur growth
beyond what may have happened organically by hiring a marketing executive with a hefty marketing budget
and continuing to increase incentives for airlines to serve the market. I think most people would agree that
Southwest Airlines coming to the PSP was a good thing to lower fares and increase service, but it's certainly a
mixed bag for the large number of homes in Palm Springs that are affected by airport noise. The Chairman of
the Airport Commission is now the same person who is Chairman of PS Resorts, so the emphasis on attracting
hordes of tourists will continue. I concluded my only option was to move to another desert city that focuses on
residents and leave Palm Springs to the tourists. I can always visit.
Mir letter to Lisa Middleton (never received a response.)
Dear Lisa,
As a 20 year resident of Palm Springs, I am greatly alarmed and angered at the over abundance of
short term rentals in my neighborhood and in our city. I know that you receive many emails each day,
so I will keep this short.

Dear Palm Springs Planning Department, City Manager, and Honorable City Council Members:
We are writing regarding our grave concern that the City of Palm Springs is considering changing
the OPEN SPACE designation of Bel Air Greens to allow the development of residential housing,
specifically 70 units. As you are aware, Oswit Land Trust has been working toward purchasing
this property for conservation for some time now. It has received a willing seller letter, has
created a restoration team from UCR, and has done extensive grant requests and presentations
to the state that have now resulted in the approval of a 4 MILLION DOLLAR grant. Despite
working with the land owners for over two years, the leaseholder (not the OWNER!) is now
trying to obtain approvals to change the land designation so he can develop this property - to
produce yet another high density, cookie cutter development of homes for primarily part-time
residents - instead of selling to the Trust for appraised value. This is entirely a selfish, profit -
driven motive!
Bel Air Greens MUST remain as open space. The citizens of Palm Springs deserve the

I'm very concerned for our neighborhoods with the amount of short term rentals being allowed and that the city is allowing
LLCs and corporations to buy homes in residential areas for commercial rental use. Currently on our street we have 3
short term rentals owned by individuals who rarely come to stay themselves (not a problem). But in the last year and a
half 2 other homes have been purchased by corporations. One is Zillow & the other Redfin. Apparently Zillow (the
first one bought a year ago) had in mind the Picasso plan. Finding perhaps 4 individual people or families who
would be willing to share the cost and divide their time sharing the house. Redfin just bought another house just
over a week ago with possibly the same idea. That would make 5 rentals on our street. We are full timers and
bought in this area because it was quiet. I have read the city is touting about the revenue short term rentals are
bringing into the city, but the city council is allowing quiet neighborhoods to become commercial
opportunities. Is the city council rezoning residential neighborhoods? Why isn't there a cap on the number of
rentals allowed on any street? And why is the city allowing corporations to buy homes with commercial use in
mind? Downtown PS has several areas with empty lots and some with old hotels that are just left empty and
broken down. Why doesn't the city encourage corporations to purchase and develop these areas?
Lastly, in early November (could be late October) we had a very very bad accident on Sonora starting between San Mateo
and San Joaquin. A young man speeding down Sonora knocked out part of a low wall, continued on the sidewalk across
San Joaquin, destroying foliage and continued on to knock out a fire hydrant and a mailbox. We have 3 speed bumps on
Sonora between San Joaquin and El Cielo, but speaking with neighbors after the accident we would like to see a speed
bump on Sonora between San Mateo and San Joaquin. Cars and trucks turn off Farrell on to Sonora and speed till they
get to the speed bump further down. They can be going between 40-50 miles an hour. What is the procedure for
requesting a speed bump? Our neighborhood will sign a petition.
Thank you

I am a progressive and horrified by the impact on national elections your bizarrely bigoted
policy will create. This is the worst idea since "Defund Police." We're (Democrats) are about
to get destroyed mid-terms since swing state voters can't relate to provocative policies like
this. Put the money to an organization that supports transgender people who need help. But
the risk you give this money to a wealthy person is incredibly reckless and could help bring
the fascist GOP into power nationally and elect Trump again. What do you think will happen
to transgender people when that happens? You have Republicans dancing with glee over this
foolery.
Don't be fools. Kill this horrible idea.

Hi Justin,
Many of my friends are saying, “What?” This makes no sense that our taxpayer money is
being used to hand out free money to this particular group of individuals? What about the
homeless, the migrant farm workers, the below poverty level families, and all of those city
services that need attention, including our infrastructure and police department? I am also in
the minority as a gay man. However, I do not ask or expect the city to give me money because
of my sexual orientation. Many of us simply do not understand this decision. All I can say is,
“Why?”

To the Palm Springs City Council:
Why is the city council moving forward with a Universal Basic Income study in the first
place?
There is too much research out there to confirm that just handing out a basic income to anyone
does not help people rise out of poverty, but in fact invites more dependence and loss.
To make matters worse, the city council is discriminating by offering this proposal to confused
people who think they are the opposite sex or some made-up gender.
Why subsidize mental illness? People who struggle with gender dysphoria need help, not
enabling.
This whole proposal needs to be scrapped, and it should have been stopped before it even
started.
This is truly unconscionable, and it's made all the worse because such proposals make
California and its several cities a laughingstock to the entire country.4/7/2022

Dear Councilwoman Rios;
As a resident of Palm Springs, I want to express outrage at the descriminatory practices of the City in
its passage of employment programs funded by taxpayers expressly created to favor people on the
basis of their sexual identity.
As a gay man, I do neither want nor expect government to even recognize sexual identity nor
preference in its treatment or application of law.
How you could even consider such notions is a direct contradiction to the very basis of a free
society. Our State and National Constitition expressly disallow this blatant preferential treatment.
What on earth is going on in your office and at our city. You have in recent years taken on an agenda
that attacks the residents of your City. We are fed up with the Socialist Race Ideology ( Nazism by
definition )that defines your activities.
Please know I am not alone in my anger about the abuses of power being excercised at City Hall.
Unless there is a swift reversal and a open public return to the values of individualism and non
intrusive governance and a sharp decrease in spending on city bureaucracy, you’re out. Don’t think
that your usual constituents are radical socialists! We are not.
Get your sexual perverted agenda out of our pockets and out of our institutions. You are out of your
minds?! Your ignoring the notion of equal treatment by favoring people by sex, color, race. Do you

Dear City Clerk,
As a tax payer in Palm Springs, I was alarmed to hear that a basic income is being considered.
Not only is this an illogical economic policy but it is being held proposed to apply to only a
subset of the population on the basis of sexual orientation. This, in itself, is extremely
discriminatory.
I do not want my hard earned tax dollars being spent on such an ill-advised and discriminatory
policy.
Why doesn't the city concentrate on putting taxes to use in core areas within its mandate rather
than getting beyond its skis and moving into areas that it has no business being involved in.

Thank you,
Trae Daniel
