I read your entire staff report and would argue that the accuracy of information on complaints has dropped
significantly since 2017.
When the Vacation Rental Compliance Department was terminated and changed/combined the number of officers
was reduced and they were given many more things to cover (including cannabis). This diluted the staff available
in a big way.
Response times stretched out to an hour or longer, and since officers need to document an “active nuisance”, often
the nuisance had terminated by the time the officer arrived an hour later.
I personally have made numerous complaints where the officer never showed at all and never contacted me, yet it
was logged as “no nuisance noted” as if it were a fake complaint call. (I always wait outside for the officers and
always ask for a call back so I’m 100% sure on this).
In addition, contracting out complaint calls to an answering service resulted in lost information. Many of my calls
were never acted on due to wrong information, including addresses and phone numbers. There is no data to show
these errors.
Finally, the Covid years data is totally skewed. Officers were directed to not have contact with renters. So they
saw and heard far less and wrote far fewer citations as a result.
In terms of ordinance changes, I would like to see the number of people allowed in rentals to be held to different
requirements.
Please limit STVR guests to the original floor plan of the house. In my development (Farrell Canyon Estates) every
house was a 1560 sf 3BR/2BA home on a 10,000 sf lot. Every home was built to house 6 people, including kids.
Yet owners have been allowed to make garages into BRs and add on additional BRs as well. This increased the
density to 12 people per house, twice what these houses and lots were designed for. No wonder neighbors feel it’s
too much. These STVRs are allowed 5 cars in the street and 16 people by the pool all day and evening. Yikes!
I am disgusted when owners complain about limits on renting when daily rates are are over $500 per night for 3BRs
and the 12 person houses (there are 5 around me) get $700+ per night.
My biggest wish would be to institute a 28 day minimum rental in Single Family Residential Zones. I think this
would solve a lot of issues immediately.
Owners would make a generous amount in monthly rent. The TOT would still come in - from increased resort and
hotel stays.
The short stay party crowd would return to resorts and hotels that were designed for them. Neighborhoods could
continue to house residents, as they were designed to do.

While I knew it was bad, I never realized how out of whack the numbers are for
STRs in our neighborhood Racquet Club. 37% are STRs - over 1/3 of all housing
stock
This can’t go on. A moratorium on STRs in this neighborhood is absolutely
necessary. It’s outrageous.
Save our neighborhood councilmember!

PS - I have been a squeaky wheel for the past 10 years over just this issue. JR
Roberts supposedly was working on the density issue - which I was told many
times before was something they couldn’t do anything about - unenforceable they
said. Now the worm has turned.

I called STVR compliance tonite about music blasting from 4 houses away. Corey returned my call from a phone
number identified as Imelda Zamora. ?? He could not hear music at the offending address, by the time he came
neither could I. He said he was the only one working and mine was his first call, yet it took him over 30 minutes to
get here. This happens more often than not. Guests know they cannot play music constantly, so now it goes on and
off. Neighbors hear it happen. Compliance staff are cut to such a minimal number that that rarely come at the right
moment. How can we be supposedly be getting so many dollars from TOT yet have so little coverage? No wonder
citations and calls have gone down. There are no teeth in the ordinance. I’m so sick of this.

Dear Mayor Middleton and Council Members,
Thank you for taking the time to review the devastating effects of Short Term Vacation Rentals and
the failed ordnance on the Community.
I have numerous concerns about short term vacation rentals including: the emotional impact on my
fellow neighbors, the housing crisis in part generated by over two thousand frequently empty
houses, the noise, the unmonitored strangers flooding our neighborhoods with no accountability,
the hot line for complaints and indifference to it, and ultimate the devaluation of the quality of life
in Palm Springs.
EMOTIONAL IMPACT - Numerious neighbors have commented to me about the sense of aloneness
they have felt living surrounded by houses that are empty most of the time only to be bombarded by
Weekend Warriors who have no interest in the lives they are impacting on their party excursions.
For me personally, going to sleep with an empty house next door and then waking up with 5 cars
and a bunch of strangers a few feet away is an alienating experience.
HOUSING ENVIROMENTAL CRISIS - With thousand of homes taken off the market in Palm Springs
there is no place for mechanics, teachers, and students to live. A mostly empty house will continue
to generate a carbon foot print that is substantial.
Palm Springs has the most Ozone days of any city in the United States. This is one filty place that has
to be cleaned up!
NOISE - With a Hot Line and what’s the use? Your report says there is a drop in complaints
reported. It’s my experience in the Warm Sands area that neighbors just put up with the late night
screams, over loaded car parking… and why bother calling a hot line that doesn’t get anything
accomplished? Obviously, neighbors sense the futility of the action.
Ultimately, it’s the quality of life for our residendents….
Our air quality is the worst in the country….our schools are suffering as school populations drop…
participation is volunteer activities is dropping….as we lose our quality citizenry.
The cities or Rancho Mirage and Cathedral City have said no to Short Term Rentals….There
communities are thriving! I am confident that the people living there feel included and cared for and
supported.
It’s time Palm Springs reel in Vacation Rentals and welcome back the people who make a

Dear City Council and Mayor,
Thank you for your commitment to our City and the issue of Short Term Vacation Rentals.
Although the vacation rental ordinances have been effective the past few years, I’ve seen
an increase in the number of single family homes in my neighborhood (Sunmor) that are
doing short term rentals when they get sold to a new owner. This is negatively impacting
that “neighborhood” feel we’ve been used to.
I would like to see Council impose a limit on the number of rentals in Palm Springs as well
as limit or eliminate all corporate entities and LLC’s from purchasing homes for solely
turning homes into short term rental businesses.

Density is not a driver of disturbance. The City’s data shows there is no correlation between
density and nuisance. Take Racquet Club Estates for example, Racquet Club Estates has a
37% vacation rental density, but just 4% of all citations among the permits in that
neighborhood. While it ranks #1 in density, it ranks #26 in citations. Some of the most
VR-dense neighborhoods with Vacation Rentals have the lowest instance of call complaints,
citations or suspensions. (Please see attached table)

I think the city is ignoring one of the main reasons why there is a shortage of affordable
housing and that would be the proliferation of short-term vacation rentals.
Even at 300.00 a night (which is low, most are higher) that brings in 9000.00 a month where
monthly rents previously were in 2500.00 range. When special events such as Coachella are
happening, nightly rates can jump to thousands of dollars. Let's be clear, these are businesses,
not local homeowners trying to make few extra dollars.
I have one next door to me,even though it is not allowed in our gated community. The profits
are so great, penalties do not deter these outside investors. I have filed a complaint with both
the city and the HOA and hope this will be resolved soon. I have been in my home for 18
years and instead of enjoying our retirement we have to put up with the added stress of living
next to revolving door of strangers,
I find this so stressful and I should not have to put up with it.

Regarding the 3/29/22 Study Session Meeting and as a permanent resident of the Los Compadres
area - We SUPPORT the Council's discussion of an immediate action for a'temporary'
MORATORIUM on the issuance of Short Term Rental-STR licenses in Palm Springs until the
STR data presented here can be reviewed and resulting investigative questions be answered by
subcommitees as requested. As a full-time resident - please stop 'Hotel Row' in our Los
Compadres neighborhood.
