At the ONE -PS Membership meeting of 3/8/22, Lisa Middleton asked for suggestions regarding analyses to be used in studying the impact of PS Vacation Rental Ordinances. A major concern is the impact of vacation rentals on affordability and availability of housing, thus an ideal approach would be to compare Palm Springs to other Coachella Valley cities on the relevant items. To assess whether Palms Spring's more flexible vacation rental standards have resulted in differences on the following would require multivariate statistical analysis that controls for baseline differences between the cities. Such suggested analyses could be conducted on five different outcomes: • home prices • rents for apartments and comparable (e.g., houses, mobile homes) long-term rentals • availability of apartments and comparable (e.g., houses, mobile homes) long-term rentals • proportion of homes and multi -unit buildings purchased by corporations rather than individuals • income by traditional resorts, hotels, and motels Don Barrett, 760-481-9399 280 Minnehaha St Palm Springs, CA 92264 31l 012022 Public Comment Item 413
