Fuller, Assistant City Manager SUMMARY The Public Arts Commission is requesting approval of a new public art project commissioned to beautify and paint artwork on electrical utility boxes at 52 intersections along Palm Canyon Dr., Indian Canyon Dr., Sunrise Way, and Tahquitz Canyon Way. The art project is titled "Stop in the Name of Love" and will include the work of different artists at a cost of $500 per location. RECOMMENDATION: Approve the Public Arts Commission "Stop in the Name of Love" electric box art project at various locations along N. Palm Canyon Dr., N. Indian Canyon Dr., and on Tahquitz Canyon Way at an estimated cost of $26,000 from the Public Art Fund. BACKGROUND: At the January 20, 2021 Public Arts Commission meeting, the Commission recommended City Council approval of a new public art project titled "Stop in the Name of Love" to beautify and paint artwork on various electrical utility boxes at 52 intersections along Palm Canyon Dr., Indian Canyon Dr., Sunrise Way, and Tahquitz Canyon Way. The locations are identified on the maps included as Attachment 1. The Commission has proposed decorating and improving the City's traffic signal controller cabinets and utility boxes along these major streets to continue its effort to incorporate public art into the City's streetscape through the Commission's mini grants where individual artists will be commissioned to paint pre-selected designs at specific intersections at a cost of $500 each location. The Commission issued a call for artists in response to this new public art project, and from that solicitation accepted various designs from which to select. The Commission plans to coordinate with representatives of the different neighborhoods or businesses to choose which artistic design is selected at each location as a means of including stakeholder involvement in the public art selection process. ENVIRONMENTAL IMPACT: Section 21084 of the California Public Resources Code requires Guidelines for Implementation of the California Environmental Quality Act (11CEQA11). The Guidelines are required to include a list of classes of projects which have been determined not to have a significant effect on the environment and which are exempt from the provisions of CEQA. In response to that mandate, the Secretary for Resources identified classes of projects that do not have a significant effect on the environment, and are declared to be categorically exempt from the requirement for the preparation of environmental documents. In accordance with Section 15301 "Existing Facilities," Class 1 projects consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public structures, facilities, mechanical equipment or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. Therefore, in accordance with Section 15301 (c), staff has determined that the public art project is considered categorically exempt from CEQA. FISCAL IMPACT: All funding is budgeted and available in the Public Art Fund. The City will enter into individual agreements with the artists performing the work at each location, at a cost of $500 per location.
